About this file

This is a Virginia Department of Transportation (VDOT) Bid Proposal and Contract document for a state-funded highway construction project. The project involves the construction of a SMART Scale Shared Use Path located on the south side of Route 250 near Staunton, Virginia, extending from Frontier Drive (59.44) to Staunton Crossing (59.82). The work includes grading, drainage installation, asphalt and concrete paving, signalization, pedestrian facilities, and traffic control measures. The bid submission deadline is 10:00 AM on Wednesday, June 24, 2026, with a project completion date of June 8, 2027. The contract includes an early completion incentive/disincentive provision of $928 per calendar day, capped at $55,680. The project involves coordination with multiple utilities including Dominion Energy, Verizon, Lumos Networks, Lumen, Shentel, Comcast, and Columbia Gas of Virginia, requiring utility relocation or protection. Additional requirements include protection of bat species habitat with tree removal restrictions from April 1 through November 15, coordination with Buckingham Branch Railroad Company for work over railroad right-of-way, and environmental protections for karst features.

The contract is awarded to the lowest responsive and responsible bidder. Bid bonds equal to five percent of the total bid amount are required. The project is federally funded under the Surface Transportation Block Grant Program with prevailing wage requirements applicable. Contractors must comply with Davis-Bacon wage rates, Equal Employment Opportunity requirements, and Disadvantaged Business Enterprise (DBE) participation guidelines under an interim rule with a zero percent DBE goal. Material compliance is required under Made in the USA provisions including iron and steel products, manufactured products, and BABA construction materials. The contract includes multiple price adjustment provisions for asphalt materials and steel. A Buckingham Branch Railroad Company force account estimate totals $46,629 for railroad-related engineering, inspection, and flagging services. The project requires submission of detailed construction schedules, means and methods, ballast protection systems, insurance documentation, and an emergency action plan to the railroad prior to work commencement.
