About this file
Blue Ridge Parkway Vista Clearing Special Instructions
This document contains special instructions for contractors performing vista clearing work at the Blue Ridge Parkway. The work involves cutting vegetation to maintain scenic views, with strict environmental compliance requirements governing when and how the work must be performed.
Contractors are prohibited from performing vista clearing during specific seasonal windows to protect wildlife and plant species: April 15th through August 15th in Virginia, May 1st through August 15th in North Carolina, and throughout October. No work may be conducted between dusk and dawn. Contractors must submit a proposed cutting schedule at least 14 days before beginning work for Park approval to ensure compliance with natural resource requirements. Incomplete or incorrect cutting—defined as vegetation not reduced to 6-8 inches above ground or failure to remove plants growing under or within reserved plants—results in withholding all payment until the vista meets Government acceptance standards. Unauthorized cutting of vegetation not identified in the contract or vista log instructions triggers a 50% payment reduction for that vista. All cut vegetation must remain on-site to decompose. Staging and parking of vehicles, equipment, and materials are limited to paved overlooks and parking areas, with any additional areas requiring prior approval from the Contracting Officer (CO) or Contracting Officer's Representative (COR). Traffic signage must be deployed at all work sites to alert Parkway drivers of ongoing activity.
