About this file
This is a Quality Assurance Surveillance Plan (QASP) document for a 750 kW Rental Emergency Diesel Generator contract.
The QASP establishes performance standards and surveillance methods for monitoring the contractor's delivery and maintenance of one 750 kW Emergency Diesel Generator and one 1600 Amp Automatic Transfer Switch (ATS) during the performance period of August 17, 2026 through November 17, 2026. The plan defines key performance metrics including equipment delivery timeliness, operational readiness, fuel delivery and management, maintenance responsiveness, and documentation compliance. Surveillance activities include receipt inspections, weekly operational checks, fuel quality verification, preventive maintenance monitoring, and contractor report reviews. The QASP specifies acceptance criteria such as generator arrival within required timeframes, ATS functionality verification, fuel delivery within specified intervals, maintenance response times not exceeding 24 hours for critical issues, and complete maintenance records. Performance monitoring is the responsibility of the contracting officer's technical representative (COTR) with documented observations recorded and corrective action procedures established for non-compliance. The document provides the framework for ensuring the contractor delivers reliable emergency power generation capabilities meeting the Navy's operational requirements at Naval Base Kitsap Bangor in Silverdale, Washington.
