About this file
This Statement of Work (SOW) details the Electronic Warfare (EW) team's requirement to replace outdated Mini-IEP Hardware at two test range locations: the Fixed Emitter System (FES) at the Atlantic Test Range (ATR) and the Remote Emitter System (RES) at Point Lookout (PLO). The specific procurement involves purchasing two SM435C Signal Hound Spectrum Analyzers with 10GbE capability, which will provide 50 MHz of near real-time IQ and PDW monitoring and archiving for flight test signal validation and verification.
The objective is to support accreditation efforts for Developmental Tests (DT) and Operational Tests (OT) by implementing a new, quick lead time, low-cost RF monitoring system. Each spectrum analyzer will be connected via fiber optic cable to an operator-controlled laptop, enabling EW operators to analyze flight test signals efficiently. The system is intended to reduce emitter check-out times, decrease operator workload, and minimize data assurance risk. All equipment must be received by the government within four weeks after receipt of the order, with immediate installation planned at the RES and FES locations.

Statement of Work Signal Hound Spectrum Analyzers
1.0 Background
The Electronic Warfare (EW) team must replace the outdated Mini-IEP Hardware at the Fixed Emitter System (FES) at the Atlantic Test Range (ATR) and at the Remote Emitter System (RES) at Point Lookout (PLO) to support accreditation efforts for Developmental Tests (DT) and Operational Tests (OT). There needs to be a dedicated, networked, hardware and software solution added to the approved ATO package for near real-time signal Validation & Verification (V&V) and accreditation efforts addressing current capability gaps to IA due to Mini-IEP obsolescence. The solution: a new, quick lead time, low-cost RF monitoring and collection system. Each system at the FES and at the RES will contain a Signal Hound spectrum analyzer connected via fiber optic cable to an operator-controlled laptop where an EW operator can analyze the flight test signals generated during that mission. This updated system will provide 50 MHz of near real-time IQ and PDW monitoring and archiving which will allow for shorter, more efficient emitter check-out times, decrease the EW operator workload and reduce data assurance risk.
2.0 Scope
These SM435C Signal Hound spectrum analyzers will assist in the data analysis of the collected emitter signals from the FES and the RES during EW flight tests. This system is required to support accreditation efforts for DT and OT events.
Ultimately, this updated fixed site V&V and monitoring system will be used for internal emitter checkouts and near real-time mission V&V for all EW customers. This program was requested by EW through the Minor Improvement & Modifications (MI&M) process and subsequently approved.
3.0 Objectives/Tasks
Purchase two (2) Model SM435C Signal Hound Spectrum Analyzers and upon arrival, the spectrum analyzers will be installed at the RES at PLO and at the FES at ATR.
