GENERAL
1.1 SCOPE
The requirements of this Statement of Work (SOW) shall apply to all task orders issued under this contract for task services in support of all owned and leased U. S. Department of Commerce (DOC) bureau facilities, including particularly those of the National Oceanic and Atmospheric Administration (NOAA) line office components in the Central portion of the U.S. The work could include various types of Heating Ventilation and Air Conditioning (HVAC) installation and repairs. This work could include, but not limited to, the conversion of a conventional HVAC system to a Ground Source Heat Pumps (GSHP) systems, conversion of a conventional HVAC system to an air to air heat pump system, installation of heat recovery systems, conversion of Computer Room Air Conditioning (CRAC) systems to through the wall systems and replacement of a complete existing HVAC system or some of its individual components. HVAC systems can be tied to Weather Forecast Offices (WFO’s) or NEXRAD locations. Existing systems include Liebert Units, Roof Top Units (RTU’s), conventional split systems, through the wall units, GSHP systems, air exchange heat pump systems, Variable Air Volume (VAV) distribution systems and constant volume distribution systems. Repairing or replacing Building Automation Systems (BAS) for controlling HVAC components can also be included as part of this SOW.
Individual components that can get replaced include humidifiers, condenser units, Air handling units, Roof Top Units and compressors. The size of existing Air-Conditioning (AC) systems range from 1 ton to 40 tons. When replacing a system, investigation will need to take place to ensure that the system that is being installed is being right sized and not just replacing wrong sized components.
1.1A Ground Source Heat Pump
Scope: This is for a HVAC system that enhances efficiency including the installation of the components necessary to reconstitute a complete HVAC system including controls. This effort will include all materials and labor necessary to remove the existing system and install a complete HVAC system including any additional equipment necessary to achieve a significant reduction in energy usage. A requirement of this design is the incorporation of a redundant ground source heat pump HVAC system to replace the inefficient redundant system in use for the main operations. This effort will include the disassembly, removal and proper disposition of the existing equipment. This solution should address the entire facility.
General Requirement:
The contractor shall furnish all labor, materials, tools, permits, supervision, engineering, and qualified installation personnel necessary to make their equipment fully functional to meet their proposed solution. This includes the integration of controls for the equipment to achieve energy savings while maintaining the specified environment.
The installation of a completely redundant (not inclusive of the well field or applicable piping) ground source heat pump system to replace the current redundant HVAC system serving the operations area along with solutions for both the equipment room and administrative areas.
The contractor shall provide the methodology, labor and materials required to precondition any fresh air intake utilizing exhausted air. Specifics of this should be included in the contractor’s proposal regarding sources of supply and volumes of air required.
The new equipment / system shall be controlled by installing a new web based Building Automation System (BAS) for the entire building’s HVAC system. This system must be interactive and visible at both the installed location and the regions Headquarter facility located in Kansas City MO.
Installation must be achieved without an interruption of service to the existing redundant systems operation for the associated operations area, except for the loss of redundancy.
The contractor shall perform an onsite review of the facility to appropriately size the HVAC equipment, develop an implementation plan that would not hamper operation of the WFO, and ensure implementation of the design being proposed.
End result is an environment of in all areas affected with individual zone control of & non-condensating relative humidity of 35% 5%.
“As built” drawings of the facility and systems must be provided prior to acceptance and final progress payment.
Work shall conform to applicable standards and guidelines as published by, American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 62.1 Ventilation, 55 Thermal Comfort, 90.1 Energy Efficiency; IGSHPA, International Ground Source Heat Pump Association; NGWA National Ground Water Association – Loop well construction standards. All work performed shall be in accordance with all applicable Federal and local building codes.
The contractor shall be responsible for the removal and proper disposal of any unused existing equipment in accordance with EPA guidelines.
The contractor shall address the need for, and supply an energy efficient solution that will maintain a stable environment addressing all the diverse heating and cooling requirements contained within the buildings shell. The contractor shall clearly explain which technologies are used in each area and how areas of the building will interact with each other through energy exchange.
1. A redundant ground source heat pump system with detailed well design to support the proposed equipment and environment of the operations area as a minimum.
2. A proposed solution that will satisfy the requirements of both the administrative area and Equipment room considered to be a higher than normal heat load. The design should consider the interoperation of all three areas within the building envelope.
3. A methodology on how to cool the equipment room and utilize the excess heat being generated in that area to offset heating costs in the remainder of the building. Note: The equipment room shall not exchange air with other parts of the building.
4. A methodology on how to control the buildings fresh air exchange and any steps to pre-condition outside air. This should include a target CFM for exchanged air and if this varies with outside temperature.
5. The proposed system will minimize the use of Freon and limit any charged lines running within the facility.
6. A single level drawing depicting the equipment being proposed and a narrative describing how the individual components will provide a stable environment throughout the buildings envelope.
1.1B Air exchange Heat Pump
Purpose:
This is to replace the existing conventional Heating Ventilation and Air Conditioning (HVAC) system along with the associated components and controls with a more efficient system. The new system will be energy efficient and utilize an environmentally friendly refrigerant.
In October 2009, Executive Order 13514 was issued and each Federal Agency was mandated to reduce its energy consumption and subsequently, its carbon footprint. As part of this initiative, the National Weather Service, Central Region Headquarters, Facilities Division, is seeking quotes for the design and installation of a more efficient HVAC system.
