1.1 BACKGROUND
1.1.1 The Littoral Combat Ship Independence Variant (LCS-2V) fleet is facing significant obsolescence challenges with the Waterjet Control Unit (WCU) across LCS 6 through 38, impacting operational readiness and maintenance. These issues stem from obsolete and soon-to-be-obsolete hardware and software components, creating a critical sustainment risk for the Waterjet propulsion system. Different ships of the LCS-2V fleet face varying obsolescence timelines. LCS 6 through 24 are immediately impacted by obsolete Mitsubishi hardware and Beijer E1101 human machine interface (HMI) screens. LCS 26 through 30 is currently installed with the same obsolete Mitsubishi hardware, but the Beijer X2 Pro HMI screens are expected to become obsolete in 2027. LCS 32 through 38 face imminent software obsolescence with the WAGO Programmable Logic Controllers (PLC) license expiration, in addition to the 2027 obsolescence of the Beijer X2 Pro HMI screen.
1.1.2 Compounding the obsolescence issues are recurring failures of steering and reversing hydraulic cylinders due to wire breaks, affecting maneuverability. These failures interrupt the signal path between cylinder position sensors and the WCU, Engineering Control System (ECS) and bridge control (Bullnose), impacting both the primary Follow-Up (FU) and backup Non-Follow-Up (NFU) steering systems. The current system architecture lacks redundancy, if there is a loss of signal from a FU cylinder, the system cannot determine the position of the cylinder. This vulnerability underscores the need for a software or hardware solution that allows seamless switching between FU and NFU signals in case of failure. To address the widespread obsolescence concerns, a comprehensive effort with the original equipment manufacturer (OEM) is desired, encompassing costs for developing initial solutions for the LCS 32 through 38 configurations, as well as backfit solutions for LCS 6 through 30. This would include funding for prototype materials, shipset materials for onboard testing, and software modifications to enhance system reliability and functionality. Another issue that the Navy is facing is that there is inconsistency in the software to view system parameters. To assist with troubleshooting there should be a screen on the HMI that displays the inputs of the system and their corresponding readings. The Navy needs a screen programed into software that will show system parameters without a passcode.
1.1.3 These cylinder failures are happening more frequently than originally anticipated when this software configuration was implemented. Now, after years of operation, it has become apparent that The Navy needs to have the ability to calibrate the Waterjets without relying on OEM support. When a cylinder fails, the ship must secure the effected jet and limit steering angles of the two neighboring Waterjets, significantly impacting the ship’s maneuverability. The ship must operate in this degraded condition until an OEM technician can be brought on board to calibrate the new cylinder after installation of a replacement part. Even when a cylinder is replaced in a timely manner, the Waterjet is still considered down until a calibration can be completed. The ships’ dependency on OEM support prevents the ship from performing and meeting its mission requirements which comes at a high cost both financially and operationally to The Navy. These software enhancements should include the ability to calibrate cylinders and Regal cards at the Ship/Shore Facility and the capability to inject NFU signals into the FU circuit in the event of FU cylinder failure, restoring bridge control.
1.2 SCOPE OF WORK
