About this file

This document is a Sole-Source Justification Template for a noncompetitive contract to provide inspection, maintenance, and repair services for a specially modified OH-6 helicopter.

The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to award a firm fixed-price contract to Mac-V Aviation, Inc. for these services. The one-time purchase order is for 20 paid days of a helicopter mechanic to perform scheduled maintenance, including engine drive shaft replacement and annual inspection, as well as unscheduled maintenance and repairs as needed. The total not-to-exceed value of the contract is $55,000. The justification cites the unique qualifications and proprietary knowledge of the incumbent contractor as the rationale for the sole-source procurement. APHIS is not conducting any market research or public notice for this acquisition and is not seeking competition. The anticipated award date is September 20, 2024.
