About this file
This is a Statement of Work and Performance Work Statement for braille magazine procurement. The Library of Congress, through its National Library Service for the Blind and Physically Handicapped (NLS), intends to award a sole-source, firm fixed-price contract to the Royal National Institute of the Blind (RNIB) in London, England for the production and delivery of twelve distinct braille magazines. The contract period is 12 months, valued below the simplified acquisition threshold but above $25,000, requiring no competitive solicitation as RNIB is the sole worldwide producer of these specific publications.
The requirement encompasses 20,130 total magazine copies annually across twelve titles with varying delivery frequencies (monthly or quarterly): Braille Chess Magazine (500 copies quarterly), Short Stories (5,580 copies monthly), Braille Music Magazine (2,640 copies monthly), Braille Conundrum (5,700 copies monthly), Good Vibrations (600 copies monthly), Piano Tuners Quarterly (160 copies quarterly), Shaping Up (1,200 copies monthly), Aphra (960 copies monthly), Missy (600 copies monthly), Pure (600 copies monthly), and two versions of Progress magazine in different braille grades (840 copies each monthly). All magazines shall be delivered to SeeWriteHear in Scottsdale, Arizona by the last day of their respective delivery periods (monthly or quarterly) for distribution to over 500,000 NLS patrons nationwide. No pricing details are specified in the Statement of Work; pricing is addressed separately in the contract negotiations with RNIB.
