About this file

This is a bid proposal and contract document issued by the Virginia Department of Transportation (VDOT) for the A47 SMART-SCALE Off-Ramp Improvements project located in Waynesboro, Virginia on Route 64 at mile marker 94.9. The project involves infrastructure improvements to the off-ramp from Route 340 Rosser Avenue to Interstate 64 and is funded through the FHWA NHPP-064-2(193) program. The scope of work includes clearing and grubbing, excavation, asphalt concrete placement, guardrail installation, erosion control, sign and signal modifications, and pavement markings. The bid proposal contains approximately 105 line items with quantities ranging from 1 to 21,360 units depending on the item type. Sealed electronic bids through the Bidx platform were due on June 24, 2026 at 10:00 AM. The project completion date is September 10, 2027. Prequalification is mandatory for all bidders, and proposals must be submitted electronically through the CABB (Contractors Advertisement Bulletin Board) system. A bid bond equal to five percent of the total bid amount is required from all participants.

The contract is open to the lowest responsive and responsible bidder without discrimination. Pricing is submitted on a unit basis for each line item, with the contractor required to provide complete pricing for all items listed in the schedule. The project is subject to federal prevailing wage requirements, with wage rates established by the U.S. Department of Labor for various classifications including electricians, truck drivers, equipment operators, laborers, ironworkers, and cement masons, ranging from $13.13 to $27.38 per hour plus fringe benefits. Contractors may elect optional fuel price adjustment and steel price adjustment provisions. No specific set-asides or DBE requirements beyond standard federal nondiscrimination and Equal Employment Opportunity provisions are detailed in the primary solicitation documents. The project is federally funded through the FHWA NHPP program and subject to Davis-Bacon wage determination requirements, FHWA-1273 required contract provisions, and state-specific special provisions including security requirements for portable changeable message signs and traffic signal equipment cybersecurity compliance standards.
