Requirements Document for RFQ HS002125RE005 Orbis Software Licenses
Introduction/Background/Purpose:
DCSA’s ISD directorates require access to a business analytical or due diligence software capability that can search voluminous private and public company data points. These points of data must include but are not limited to financial information, real-time mergers and acquisition transactions, ownership information, corporate organization, patents, politically exposed persona and sanctions. Additionally, and specifically, access is needed to information including organizations in all legal forms: non-profit, academic institutions, sole proprietor, LLC’s, LLP’s, Funds, special purpose acquisition company, Joint ventures as well as governments and sovereigns. Also, the solution must provide DCSA with a list of an entity’s patents and related information – i.e. who owns the patent, where is it patented, etc. It should also provide critical and emerging technologies information and information on the connections to sanctions peoples or entities. Lastly, access to foreign owned, controlled or influenced (FOCI), cross border financial and technological flows, nefarious financial ties, socio-economic indices, watchlists and supply-chain data. Moody’s Analytics Inc is the only provider determined to have the ability to provide the depth of research required, at the scope, consistency, and quality needed by DCSA through their Orbis software.
Contract Type: The Government intends to issue a Firm Fixed Price contract for this effort.
Minimum Requirements:
The contractor shall provide the specific requirements identified below.

Security:
The personnel, utilizing this product, are required to execute the DCSA Contractor Personnel non-disclosure agreement (NDA) and the Security Professional Education Development (SPēD) Development/Administration NDA in consideration of being granted access to non-public information and any other categories designated not releasable to the public which are developed by DCSA.

Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the Government of the software licenses.
Invoices shall be submitted in accordance with DFARS 252.232-7006 Wide Area Workflow Payments Instructions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
