About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification for a Construction Project Management Software-as-a-Service (SaaS) platform issued by the Department of the Interior's Historic Preservation Training Center (HPTC).

HPTC requires a cloud-based, FedRAMP Moderate Authorized construction project management platform to support its enterprise construction management system across approximately annual projects managed through external prime contractors and subcontractors at its Frederick, Maryland headquarters and four regionally distributed Traditional Trades HUB locations. The platform must include integrated construction management functionality (RFIs, submittals, punch lists, daily field reports, drawing management, change orders, project financials), native iOS and Android mobile applications with full offline capability, unlimited user licensing for external prime contractors and subcontractors at no per-seat cost, and enterprise-scale program management with real-time cross-project analytics. The period of performance runs from September 30, 2026 through September 29, 2031 (base year plus four one-year option periods). The contracting approach is a Firm-Fixed-Price, subscription-based order against GSA Federal Supply Schedule IT Category/Schedule 70.

Market research identified only Procore for Government, available exclusively through authorized reseller EC America, Inc., as the sole FedRAMP Moderate Authorized, Schedule-available platform meeting HPTC's mandatory requirements, particularly its requirement for construction-execution-native functionality with true offline field capability. The justification cites GSAR 538.7104-3(b)(1)(ii), determining that only one source is capable of providing the required products and services at the required quality level because the solution is unique and highly specialized. No reseller-level competition exists since EC America, Inc. is the only GSA Schedule holder currently offering Procore for Government. The contracting officer determined pricing will be fair and reasonable based on GSA-negotiated schedule rates and Procore's published volume-based pricing model of 0.1%–0.2% of annual construction volume. The justification was approved and certified on August 26–27, 2026, and will be posted publicly in accordance with applicable regulations.

product documentation, independent third-party reviews, and direct vendor inquiries.

Three FedRAMP Moderate Authorized Schedule-available platforms were evaluated:

Market research confirmed that, among FedRAMP Moderate Authorized construction management platforms on the Schedule, only Procore for Government simultaneously satisfies all mandatory technical requirements. A competed acquisition would not be expected to yield a technically acceptable alternative.

Reseller-level competition:

Having determined that Procore for Government is the only platform meeting HPTC's mandatory requirements, HPTC's market research additionally examined whether competition was available among multiple resellers of that specific product. A search of GSA eLibrary and GSA Advantage was conducted to identify all Federal Supply Schedule contract holders offering Procore for Government (See A14 MR GSA, located in the contract file). This search confirmed that EC America, Inc.

is the only Schedule contract holder currently listing Procore for Government; no other Schedule holder offers this product. Because Procore for Government is available through exactly one Schedule contract holder, no reseller-level competition exists for this specific product, and a competitive procurement limited to Procore for Government resellers would not be possible.

7. Any other facts supporting the justification.

A full technical data package was not independently developed to solicit broader competition, as the mandatory requirements described in Sections 3–4 (particularly native offline mobile functionality and FedRAMP Moderate Authorization) are objectively verifiable against vendor documentation and the FedRAMP Marketplace, making formal solicitation of a wider vendor pool unlikely to identify a technically qualified alternative.

Impact if this source is not used: Absent a construction-execution-native platform with true offline field capability, HPTC's field crews — operating regularly in areas of limited or no connectivity across the Frederick HQ and four HUB locations — would be unable to reliably capture daily field reports, safety inspections, and photo documentation of historic fabric conditions in real time, increasing risk of data loss, delayed reporting, and degraded project oversight across a annual construction portfolio.

This RFQ will not be posted to e-Buy. Market research conducted by HPTC and the Contracting Officer, as documented in Sections 3 and 6 above, established that Procore for Government — available exclusively through authorized reseller EC America, Inc.

under GSA Federal Supply Schedule contract — is the only FedRAMP Moderate Authorized, Schedule-available platform capable of meeting HPTC's mandatory salient characteristics, including native offline mobile functionality and construction-native project management capability. Because only one source is capable of meeting the Government's minimum needs at the required level of quality, posting this requirement to e-Buy would not identify additional viable competitors and would not be consistent with the nature of a sole source action under GSAR 538.7104-3(b)(1)(ii).

Accordingly, this ordering approach is consistent with GSAR Subpart 538.71 ordering procedures for sole source orders exceeding the Simplified Acquisition Threshold, which permit direct negotiation with the identified sole source contractor in lieu of open posting, provided the required written justification is prepared, approved, and made publicly available in accordance with GSAR 538.7104-3(b)(3).

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies and services is made.

HPTC has taken and will continue to take the following actions:

Conducted broad market research across all FedRAMP Moderate Authorized construction management platforms on the Schedule and will refresh this research prior to each option period exercise.

Evaluated all technically responsive alternatives (Kahua for Federal, ProjectTeam.com) and will re-evaluate their capabilities as they evolve.

Structured pricing and licensing (future module expansion CLIN) to avoid unnecessary long-term lock-in beyond currently authorized modules.

Will post this justification consistent with applicable GSAR 538.7104-3(b)(3) posting requirements to allow any vendor believing it can meet the requirement to respond.

As Procore for Government's authorized module set expands, and as competitor platforms achieve comparable FedRAMP authorization and field-mobility capability, HPTC anticipates future option-period or follow-on procurements may be opened to competition. Estimated date of next competitive assessment will be conducted prior to option execution.

10. Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.

11. For justifications under GSAR 538.7104-3(b)(1), a written determination by the approving official identifying the circumstance that applies.

GSAR 538.7104-3(b)(1)(ii) — Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized, for the reasons detailed in Section 4 above.
