About this file

This is a Limited-Sources Justification document from the Department of the Interior for annual subscriptions to FedDataCheck, a proprietary software tool developed by PotomacWave Consulting. The document justifies a sole-source task order against the GSA Multiple Award Schedule for Electronic Commerce and Subscription Services, with a performance period from 9/30/2025 to 9/29/2030 and multiple optional periods. The subscription service provides unique capabilities including automated data validation for Federal Procurement Data System (FPDS) reporting, contractor responsibility assessments, and procurement metric reporting.

PotomacWave Consulting is the only vendor offering this specific service, which the Department of the Interior estimates will save approximately 18,000 hours annually (equivalent to nine full-time employees) through automated contractor responsibility assessments and data review processes. The justification highlights the tool's unique features, such as over 150 data checks covering 25 data elements, streamlined reporting, and the ability to access only public databases to mitigate cybersecurity concerns. The software is currently used by 16 federal agencies and was a 2019 Industry Innovator Award recipient by Washington Technology.

4. The authority and supporting rationale (see FAR 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Potomac Wave Consulting, Inc is a dynamic management consulting finn with a reputation for excellence in leading high stakes, technically complex, mission-oriented programs. Due to their work with the Gove1mnent, they realized that there was a niche that was not being filled. In 2012, they created a software tool called FedDataCheck as a tool to identify and co1Tect e1Tors in FPDS data before they are used in downstream repo1iing. This is their own proprietaiy software which provides several unique features which are:

• Improving Depaitment data in FPDS and streamlines the Annual Validation and Verification 01 & V) Review required by the Office of Federal Procurement Policy. The system has over 150 data checks that cover all 25 data elements associated with the V & V and 85 FPDS data elements overall.

• Automates data gathering from vai·ious contracting systems ( e.g. SAM and USASpending, etc) and highlights negative findings for contractor responsibility assessments for Contracting Officers (COs). This system saves COs an average of 30 minutes per contractor check due to its streamlined repo1ting and color-coding system.

• Provides hundreds of procurement metric reports relevant to federal procurement, such as a competition dashboai·d, competitive one bid dashboard, and small business dashboaTd where agencies are frequently required to submit annual metrics reports.

FedDataCheck is a film-fixed price subscription-based product that is in use at 16 Federal Agencies. Their FedDataCheck product was the recipient of a 2019 Industly Innovator Award by Washington Technology.

Due to the Contractor's sti·ong knowledge and understanding of procurement needs of Federal Agencies (as demonstrated through their product offering), positive Conti·actor Perfo1mance Assessment Repo1iing System assessments, and intricate knowledge of the FedDataCheck system, Potomac Wave Consulting is the only vendor that can provide unique qualifications and skills to continue these necessa1y services to the agency. The Gove1mnent anticipates this award will result in the agency still receiving consistent high-quality se1vices, due to past experience. Additionally, FedDataCheck is the only tool known for data analysis which will not require access to the agency's contract writing system. They only access infom1ation which is available through public. databases which helps with any potential cybersecurity concerns.

5. A determination by the ordering activity CO that the order represents the best value consistent with FAR 8.404(d).

Per FAR 8.404(d), it states that “…Services offered on the schedule are priced … at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has already determined the prices of … fixed-price services… under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing… Although GSA has already negotiated fair and reasonable pricing, ordering activities may seek additional discounts before placing an order.” The CO will determine that the anticipated price will be fair and reasonable based on a comparison against the GSA Schedule, historical prices paid, and the independent government estimate to ensure it is the best value. The CO will also request additional discounts prior to award.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

These subscription services are not available from AbilityOne (when considering the Mandatory Government Sources under FAR 8.002(a)(2)); additionally, these services are not available from Federal Prison Industries (per FAR 8.004(a)(2)).

The CO searched the internet for similar sources of services. No additional sources were located, and therefore, these services are only available from one source which is PotomacWave Consulting. They do have a contract on the GSA MAS Special Item Number 54151ECOM for Electronic Commerce and Subscription Services. This contract vehicle is a Tier 2 Spending Under Management.

7. Any other facts supporting the justification.

If these services are not procured, it would result in inefficiencies throughout the agency’s contracting related functions. The Department issued around 35,000 contract and modification actions in FY2024. This equates to roughly 18,000 hours savings by utilizing the contractor responsibility assessments robotic process automation tool versus the information being pulled and reviewed manually. This is an equivalent to around nine full-time employees (FTE).

Additionally, the V&V system streamlines the data pulls and automates the review process. The automated tool also streamlines the information needed for decision makers and reporters. Loss of system to support the V&V and metrics reports, would roughly equate to the need for an additional one FTE. Additionally, the advantages of this system providing a validation check on data quality has been invaluable. Loss of this support would result in lower quality information that makes it difficult for decision makers to depend on it for aligning with Federal Government policies and their associated metrics.

A request for quote will not be released on GSA eBuy; it will be sent directly to PotomacWave Consulting via email. Per FAR 8.405-6(a)(2), the Government will post the justification on SAM.gov.

11. For justifications under FAR 8.405-6(a)(1), a written determination by the approving official identifying the circumstance that applies.

It has been determined that FAR 8.405-6(a)(1)(i)B is applicable to this requirement as it has only one source that is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
