1 (U/FOUO) Scope
(U/FOUO) This specification establishes system level functional and performance requirements for the Generation II Protected Anti-Scintillation/Anti-Jam Wideband Net-Centric System (Gen II PAAWNS).
These requirements were extracted from the PAAWNS Capability Document, Generation II, Reference 3, and agreed to by the Missile Defense Agency (MDA) and the Project Manager Defense Communications and Army Transmission Systems (PM DCATS).
(U/FOUO) This specification includes the following appendices:
Appendix A – PAAWNS Threat Mitigation (separate CLASSIFIED document)
Appendix B – Nuclear Burst Environment
Appendix C – Vibration
Appendix D – Verification Cross Reference Matrix
Appendix E – Specification Requirements Allocation
1.1 (U/FOUO) Gen II PAAWNS Mission
(U/FOUO) The Gen II PAAWNS mission is to provide a capability for survivable satellite communications (SATCOM) in the presence of nuclear scintillation caused by a High Altitude Nuclear Explosion (HANE), jamming, or a combination of both. Gen II PAAWNS equipment will be installed at key SATCOM facilities and network management facilities worldwide to provide both protected User Communications and Network Management communications. The Gen II PAAWNS nodes are interconnected to provide a survivable network supporting the mission.
(U/FOUO) The Gen II PAAWNS network management function is employed to maintain situational awareness using the status inputs from the interconnected Gen II PAAWNS equipment. It will support the reconfiguration of the network as necessary to accommodate changing mission requirements and operating environments. This network management function provides the ability to use less satellite power and/or bandwidth resources for routine day-to-day operations. When jamming and/or scintillation conditions occur, configuration changes may be made to ensure network survivability and communications continuity.
(U/FOUO) Gen II PAAWNS nodes are interconnected via Management Transport Circuits (MTCs) that convey configuration commands and status information between nodes. MTCs may be provided via both SATCOM and terrestrial links for path diversity. Timely responses to threats are facilitated by the MTCs.
Management information transmitted over the MTC is considered Sensitive but Unclassified (SBU).
(U/FOUO) A Gen II PAAWNS SATCOM network may be provisioned so that it consists of multiple segments, each of which employs one satellite and supports a geographic region consistent with the coverage area of the satellite. Each region may overlap at least one other region to some extent. Terminals within the overlap areas often have multiple antennas to serve multiple regions via different satellites.
(U/FOUO) The Gen II PAAWNS provides for bulk encryption of satellite links and protection of its frequency-hopping waveform using NSA approved methods and cryptographic algorithms implemented in the Gen II AS/AJ modems at PAAWNS SATCOM Nodes.
(U/FOUO) Gen II PAAWNS architecture and waveforms evolved from their Generation I counterpart but they are not interoperable with prior generation PAAWNS equipment.

1.2 (U/FOUO) Gen II PAAWNS Network
(U/FOUO) The PAAWNS network provides worldwide AS/AJ protected SATCOM for the Ballistic Missile Defense System (BMDS). The bulk of the PAAWNS equipment is installed at worldwide SATCOM terminals that communicate with one another using X-Band signals via DSCS or WGS satellites or using Ka-Band signals via WGS satellites. Figure 1-1 is a notional diagram showing a Gen II PAAWNS network communications segment supported by one satellite using one frequency band.

(U/FOUO) PAAWNS provides protected point-to-point and point-to-multipoint satellite User Data and MTC SATCOM connectivity via Layer 2 (Ethernet) user circuits.
1.3 (U/FOUO) Gen II PAAWNS Equipment Overview
(U/FOUO) The Gen II PAAWNS system specified herein consists of the following major components that, operating together in a PAAWNS network, satisfy cybersecurity requirements of DoDI 8510.01, Risk Management Framework.
1.3.1 (U/FOUO) Gen II AS/AJ Modem (MD-1402/U)
(U/FOUO) The Gen II AS/AJ Modem (MD-1402/U) is implemented using a programmable commercial off-the-shelf (COTS) hardware platform that employs a unique waveform to enable communication in the presence of scintillation and jamming. It includes a modulator/demodulator, interleaver/deinterleaver and forward error correction (FEC) encoder/decoder to support multi-carrier operation and counter the postulated threats. The Gen II AS/AJ Modem waveform is based on the waveform used by the AS/AJ Modem Generation 1.
ITAR Controlled Information Unclassified - For Official Use Only
(U/FOUO) Encryption modules implemented in each Gen II AS/AJ Modem provide bulk encryption of satellite links and protection of the Modem frequency-hopping waveform using a NSA approved method.
1.3.2 (U/FOUO) PAAWNS Management Component
(U/FOUO) The PAAWNS Management Component (PMC) monitors and controls the entire PAAWNS system at the element, network, and service levels.
1.3.2.1 (U/FOUO) PMC Node Configurations
(U/FOUO) The PMC may assume one of two node configurations, depending upon its management role.
a. (U/FOUO) A SATCOM Site PMC Node (PMC-S) is located at a SATCOM site with up to 6 Gen II AS/AJ modems. This node consists of resources required to provide the PMC’s functionality at the required availability. It also includes a local area network segment of the PAAWNS Management Network required to connect the modems and interface to RF and terrestrial wide area segments of the PAAWNS Management Network.
b. (U/FOUO) A Management Site PMC Node (PMC-M) is located at a PAAWNS management site which may not require associated local Gen II AS/AJ modems. This node consists of server and storage resources required to provide the PMCs functionality at the required availability suitable for a management site that oversees an entire PAAWNS network. It also includes interfaces to terrestrial wide area segments of the PAAWNS Management Network.
1.3.2.2 (U/FOUO) PMC Roles
(U/FOUO) The PMC may assume one of two management roles.
a. (U/FOUO) The PAAWNS Element Management role includes monitoring and control of Gen II AS/AJ modems and their associated elements. A SATCOM Site PMC Node will nominally be configured to perform an element management role for co-located modems.
b. (U/FOUO) The PAAWNS Network Management role includes summary monitoring and control of one or more SATCOM Site PMC Nodes, their associated modems, and their associated elements. A Management Site PMC Node will nominally be configured to perform a system management role.
1.3.2.3 (U/FOUO) Network Timing Protocol (NTP) Server
(U/FOUO) A commercial off-the-shelf (COTS) Network Time Protocol (NTP) Server is provided at each Gen II PAAWNS Management Node to support system timing requirements. The NTP Server derives its time from a Global Positioning System (GPS) receiver/Stratum 1 clock equipped with a secure Selective Availability Anti-Spoofing Module (SAASM) or other DoD-approved timing sources. Network Timing is then provided to Gen II SATCOM Nodes from the management node.
1.4 (U/FOUO) Threat Summary
(U/FOUO) Gen II PAAWNS will mitigate threats identified in the following documents and to specific threat mitigation requirements identified in this specification.
