This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. The requirement is for digitizing fingerprints and transmitting them to the state of Colorado to provide criminal history record information (CHRI).

SPECIAL NOTE: The Biometric Identification and Records Unit, Colorado Bureau of Investigation (CBI) confirmed that American BioIdentity, Inc. and Idemia Identity and Security USA, LLC are the only vendors authorized by the CBI to provide hardcopy fingerprint digitization and channeling services through their Colorado Applicant Background Services (CABS) program for Colorado CHRI search requests. Thus, this requirement will be competed among the two vendors.

Quotes in response to this RFQ shall be accepted up to: 2 June 2025, 11:00 am ET. They shall include the solicitation number in the subject line and be signed, dated and submitted via email to alexander.c.delguidice.civ@mail.mil.

Any questions regarding the RFQ can be submitted to alexander.c.delguidice.civ@mail.mil until 14 May 2025, 11:00 am ET.

Description/Specifications/Statement of Work

General C.1 Information-

C.1.1. Background

Defense Counterintelligence Security Agency (DCSA) has a need for digitizing fingerprints to the state of Colorado to provide and transmitting criminal history record information (CHRI).

C.1.2. Overview

C.1.2.1. DCSA is committed to conducting background investigations on individuals (employees ) for federal employment, or applicants members of the military, consultants, volunteers and/or contractor personnel for national security purposes. This requirement is for CHRI in support of background investigations as DCSA obtains criminal history records in order to meet the requirements of the Intelligence Reform and Terrorism Prevention Act of 2004.

C.1.2.2. Authority

C.1.2.2.1. The following authorities provide DCSA and its Agents, the authorization to request and maintain information, depending on the purpose of the investigation: Executive Orders (E.O.s)9397, 10450, 10577, 10865, 12333, and 12968, as amended; E.O.s 13467,13488, and 13549; 5 U.S.C.

sections 1103, 1302,1303, 1304, 3301,7301, 9101, and 11001; 22 U.S.C. sections272b, 290a, and

2519; 31 U.S.C. section1537; 42 U.S.C. sections 1874(b)(3), 2165, 2201, and 20132; 50 U.S.C.

section 3341; Public Law 108-136;5 C.F.R. parts 2, 5, 731, 732, 736, and 1400; and Presidential Directive 12 (HSPD 12). Public Homeland Security Law 101-647, Crime Control Act of 1990

The Government will provide to theC.2 contractor-

C.2.1. DCSA will provide the Contractor with the applicant subject information necessary in order to conduct the criminal history records check via a mailed hardcopy fingerprint (Standard Form 87 or FD-258).

The ContractorC.3 Shall-

C.3.1. The Contractor shall digitize the hardcopy fingerprint cards and electronically transmit the print and associated Personally Identifiable Information (PII) to the state repository, while the confidentiality of data exchanged as per DCSA terms properly safeguarding and conditions found provisions and clauses section. within the

C.3.2. Retention of Authorizing Documentation

C.3.2.1. The Contractor must maintain a current and complete file of all documentation authorizing handling of CUI during the period of performance of the contract, unless otherwise instructed by the Contracting Officer. Documentation will be made accessible during inspections or upon written request by the CO or the COR.

The Contractor will provide theC.4 government-

C.4.1. The Contractor irresponsible for ensuring the government receives a complete response to include a "No Record" result, on sent each applicant by DCSA to the vendor. The data the vendor must return to the government to be included must at a minimum contain: Identifiable descriptions and notations of arrests, indictments, information, and other formal criminal charges;

C.4.1.1. Disposition information;

C.4.1.2. Information on sentencing, correction supervision, and release;

C.4.1.3. Those records of a State or locality sealed pursuant to law if such records are accessible by State and local criminal justice agencies for the purpose of conducting background checks.

C.4.1.4. The Contractor shall be responsible for any follow up required with the state repository in the event a response is not received by DCSA on submitted applicants. The Contractor shall provide a single point of contact for the state.

C.4.1.5. The Contractor, upon request, shall provide the status on each submission, and where it is in the process at the request of the government.

C.4.2. Supporting Documentation for Invoicing

C.4.2.1. Supporting documentation shall contain an itemized list detailing the DCSA Case Number,DCSA Case Name or the subject's last name, and corresponding CLIN Amount foreach search provided.

C.4.2.1.1. Supporting documentation is preferred to be submitted electronically in an at the time the invoice is required. Excel spreadsheet

C.4.2.2. Neither the invoice, nor the supporting documentation shall contain any Information (PII) to include copies Personally Identifiable of reports, forms, and/or files.

C.4.2.2.1. PII is information that can be used to discern or trace a person's identity, such as name, social security number, biometric records, and that combined with other information can be used to compromise the integrity of agency records relating to a person, by permitting access to unauthorized disclosure of these records. For example, a name alone would generally not constitute PII, but when linked to his or her social security number, date of birth, or mother's maiden name, would constitute PII. In other words, PII refers to any information, on any medium, that identifies a specific individual whether the information is on paper or electronic.

C.5.1. In the event a hardcopy fingerprint cannot be processed for any reason, the contractor shall, within one-business day, contact the Contracting Officer's Representative (COR) with detailed instructions on how to process a subsequent print/reprint.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice WAWF training.

(e) Document submissions may be via web entry, Electronic Data Interchange, or File Transfer WAWF methods of document submission.

ITEM UNIQUE IDENTIFICATION AND VALUATION (JAN 2023)

(a) . As used in this clause- Definitions

"Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

"Concatenated unique item identifier" means-

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. " Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

"Item" means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

" Lot or batch number" means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

"Machine-readable" means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

"Original part number" means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

"Parent item" means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

"Serial number within the enterprise identifier" means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

"Serial number within the part, lot, or batch number" means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

"Serialization within the enterprise identifier" means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

"Serialization within the part, lot, or batch number" means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

"Type designation" means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

"Unique item identifier" means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

"Unique item identifier type" means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at .https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier.

(1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:

(ii) Items for which the Government's unit acquisition cost is less than $5,000 that are identified in the Schedule or the following table:

(iii) Subassemblies, components, and parts embedded within delivered items, items with warranty requirements, DoD serially managed reparables and DoD serially managed nonreparables as specified in Attachment Number .____

(iv) Any item of special tooling or special test equipment as defined in FAR 2.101 that have been designated for preservation and storage for a Major Defense Acquisition Program as specified in Attachment Number .____

(v) Any item not included in (i), (ii), (iii), or (iv) for which the contractor creates and marks a unique item identifier for traceability.

(2) The unique item identifier assignment and its component data element combination shall not be duplicated on any other item marked or registered in the DoD Item Unique Identification Registry by the contractor.

(3) The unique item identifier component data elements shall be marked on an item using two dimensional data matrix symbology that complies with ISO/IEC International Standard 16022, Information technology - International symbology specification - Data matrix; ECC200 data matrix specification.

(4) The Contractor shall ensure that- Data syntax and semantics of unique item identifiers.

(i) The data elements (except issuing agency code) of the unique item identifier are encoded within the data matrix symbol that is marked on the item using one of the following three types of data qualifiers, as determined by the Contractor:

(A) Application Identifiers (AIs) (Format Indicator 05 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology - EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH
