About this file

This is a technical specifications document for commercial-grade mowing equipment to be delivered to the Defense Logistics Agency (DLA) Installation Management at Susquehanna, Pennsylvania. The specification covers procurement of one Wide-Area Rotary Mower and three Zero-Turn Mowers for Building 750 grounds maintenance, with all equipment to be delivered fully assembled, serviced, and operational to 5750 3rd Street, New Cumberland, PA 17070.

The Wide-Area Rotary Mower must feature a 4-cylinder, liquid-cooled diesel engine with a minimum of 60 HP, closed-loop hydrostatic drive with two-pedal foot control, and a front-mounted multi-deck rotary cutting deck with approximately 128 inches total cutting width and independently operable center deck. The deck must be constructed of minimum 7-gauge steel with adjustable cutting height from 1.0 to 5.5 inches, transport width not exceeding 84 inches with folding decks, ISO 21299-certified Roll-Over Protective Structure (ROPS), air-ride suspension seat, and tilt steering wheel. Each of the three Zero-Turn Mowers must include a 2-cylinder, air-cooled gasoline engine with minimum 25.5 HP, heavy-duty hydrostatic transaxles with zero-turn capability and forward speeds up to 12 mph, a 60-inch side-discharge deck with operator-controlled mulch-on-demand system, tool-free belt cover, cutting height adjustable from 1.0 to 5.5 inches in 0.25-inch increments, suspension seat with padded armrests, folding ISO 21299-2009 certified ROPS with sun canopy, and specified tire requirements (24x12-12 turf type drive tires and 13x6.5-6 flat-free caster tires). All equipment requires comprehensive commercial warranties: minimum 24 months for the rotary mower and minimum 36 months or 1,200 hours (whichever comes first) for zero-turn mowers, with no hour limitation for the first 24 months. Contractors must submit comprehensive technical literature, product brochures, and specification sheets demonstrating compliance with all requirements, as failure to provide sufficient documentation may result in rejection.
