NATIONAL PARK SERVICE
SINGLE SOURCE POLICY REQUIREMENTS
National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable. The justification must address one of the following criteria.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity. A single source on the basis of continuation must demonstrate that competition would result in a substantial duplicate cost to the government that cannot be recovered through competition;
(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, technical expertise, or other such unique qualifications;
(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
NPS did not solicit full and open competition for this award based the following criteria:

Goals: Project Goals and Objectives– The Omnibus Public Land Management Act of 2009 (hereafter “Act”) Public Law No. 111-11, Section 8003, established the South Park National Heritage Area (hereafter “South Park NHA”) and directs the Secretary of the Interior (hereafter “Secretary”) to enter into a compact with South Park NHA’s management entity, Park County. National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses on planning, administration, outreach, and demonstration projects that are identified in the management plan for the South Park NHA and serve a public purpose under P.L. 111-11.
PP: National Heritage Areas (NHA) promote greater public and private participation and partnership in historic preservation and conservation activities, which build a resource stewardship ethic for participants and the public. NHAs leverage taxpayer investment with public and private resources through historic preservation, conservation, education and outdoor recreation. They support voluntary programs that encourage partnerships, providing matching funds that produce greater benefits to taxpayers for the federal dollars invested. NHAs support large-scale, community-driven initiatives and collaborate with stakeholders to determine how to make heritage relevant to local needs and interests, serving as catalysts for community and economic development. In FY 2016 national heritage areas leveraged $45.5 million catalyzed by $18.8 million in Heritage Partnership Program funding, while participating in almost 7,000 partnerships. They preserve historic sites and battlefields, conserve artifacts, build and maintain trails, undertake water quality improvement projects and develop water trails, offer heritage education programs and provide capacity-building assistance to educators, sponsor community development projects and support downtown revitalization projects. National heritage areas have been rigorously studied via an independent evaluation process that has documented the effectiveness of this partnership model.
Overview: Administration & Operating Costs
The South Park National Heritage Area (SPNHA) will maintain one full-time staff member, the Projects and Grants Manager, who devotes 100% of time to the SPNHA. The Executive Director also devotes 100% of time towards the SPNHA but that salary is being paid for by Park County. Travel expenses include the Executive Director taking three trips to Washington D.C. and other locations TBD for the Alliance of National Heritage Area Meetings.
Education & Community Programs The Heritage Area will provide funding for the Site Stewards Program which monitors significant pre historic sites in Park County, provides intensive training for new members, and co-hosts educational presentations such as the “Archaeology of South Park”. Additionally, the SPNHA plans to purchase a display case in order to create an exhibit of artifacts found in South Park. This exhibit will be used as an educational tool for the public to learn about archaeology and prehistory in the South Park National Heritage Area through a visual aid. In 2020 the South Park National Heritage Area will be hosting a full day “History Symposium” dedicated to the history and culture of the South Park National Heritage Area. The day will be open to the public and consist of several speakers from a variety of backgrounds such as local historians and authors, historic property owners, academic professionals, etc. These will be decided closer to the event.
Historic Preservation Projects The major historic preservation project to take place in summer 2020 is Phase 4B of the Paris Mill Rehabilitation which was postponed from Summer 2019 due to unexpected weather conditions causing a much shorter construction season. According to the Master Plan which was created in 2016 and Construction Documents completed in July 2018; phase 4B will ideally be: Structural and Building Envelope Rehabilitation. This would include structural framing and foundation work of the tower, east and center wing of the mill as well as complete rehabilitation of mill building roof framing and roofing system. Please see detailed budget breakdown attached. Another preservation goal is to rehabilitate the Tarryall-Cline Ranch. This ranch was listed as one of Colorado’s Most Endangered Places in February of 2018. We would like to use this momentum to move forward with some necessary stabilization and foundation work.
Outreach The South Park National Heritage Area will continue to maintain its informational website through necessary upgrades, hosting, and maintenance. The Heritage Area will also continue to support mobile apps for walking and driving tours that provide interpretation for cultural and natural resources within the Heritage Area. The SPNHA GeoTour is becoming increasingly popular with over 73 caches placed in culturally significant areas throughout the county. Costs will include contractual costs for GeoTour status.
Grant Projects & Programs The South Park National Heritage Area will award $100,000 in grant funds to local non-profit organizations for projects and programs that further the goals of the Heritage Area. The sub recipients of these grants are still to be determined by South Park National Heritage Area Board, and Park County’s Board of County Commissioners. These organizations provide significant in-kind match for the SPNHA. Once selected, the heritage area will provide a grant list and specifics on budgets to the NPS prior to issuing awards.
