Goals: The Omnibus Public Land Management Act of 2009 (hereafter “Act”) Public Law No. 111-11, Title VIII, Subtitle A, Section 8001, established the Sangre de Cristo National Heritage Area and directs the Secretary of the Interior (hereafter “Secretary”) to enter into a compact with Sangre de Cristo National Heritage Area’s management entity, Sangre de Cristo National Heritage Area, Inc. National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses on administration, public outreach, and grant projects that are identified in the management plan for the SdCNHA and serve a public purpose under Public Law No. 111-11.
PP: National Heritage Areas (NHA) promote greater public and private participation and partnership in historic preservation and conservation activities, which build a resource stewardship ethic for participants and the public. NHAs leverage taxpayer investment with public and private resources through historic preservation, conservation, education and outdoor recreation. They support voluntary programs that encourage partnerships, providing matching funds that produce greater benefits to taxpayers for the federal dollars invested. NHAs support large-scale, community-driven initiatives and collaborate with stakeholders to determine how to make heritage relevant to local needs and interests, serving as catalysts for community and economic development. In FY 2016 national heritage areas leveraged $45.5 million catalyzed by $18.8 million in Heritage Partnership Program funding, while participating in almost 7,000 partnerships. They preserve historic sites and battlefields, conserve artifacts, build and maintain trails, undertake water quality improvement projects and develop water trails, offer heritage education programs and provide capacity-building assistance to educators, sponsor community development projects and support downtown revitalization projects. National heritage areas have been rigorously studied via an independent evaluation process that has documented the effectiveness of this partnership model.
Overview: The Sangre de Cristo National Heritage Area (SdCNHA) receives federal funds in the amount of 332,097 on an annual basis. Federal funds are closely monitored to ensure paid services, and other costs fall within federal guidelines and regulations. Responsible accounting practices are a priority for the organization and are supported by staff, Board Treasurer and an accountant.
