| Goals: The Act, Public L. No. 109-338, 120 Stat. 1738, established the MPNHA and directed the Secretary to enter into a compact with the MPHNA’s management entity, the Alliance. National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses planning, administration, public outreach, media, and demonstration projects that are identified in the management plan for the MPNHA and serve a public purpose under P.L. No. 109-338, 120 Stat. 1738. |
| PP: National Heritage Areas (NHA) promote greater public and private participation and partnership in historic preservation and conservation activities, which build a resource stewardship ethic for participants and the public. NHAs leverage taxpayer investment with public and private resources through historic preservation, conservation, education and outdoor recreation. They support voluntary programs that encourage partnerships, providing matching funds that produce greater benefits to taxpayers for the federal dollars invested. NHAs support large-scale, community-driven initiatives and collaborate with stakeholders to determine how to make heritage relevant to local needs and interests, serving as catalysts for community and economic development. In FY 2016 national heritage areas leveraged $45.5 million catalyzed by $18.8 million in Heritage Partnership Program funding, while participating in almost 7,000 partnerships. They preserve historic sites and battlefields, conserve artifacts, build and maintain trails, undertake water quality improvement projects and develop water trails, offer heritage education programs and provide capacity-building assistance to educators, sponsor community development projects and support downtown revitalization projects. National heritage areas have been rigorously studied via an independent evaluation process that has documented the effectiveness of this partnership model. |
