About this file
This is a Memorandum to the File documenting a justification for use of other than full and open competition for a FAR Part 12 acquisition under the Simplified Acquisition Threshold (SAT).
The acquisition concerns Test Program Sets (TPS) maintained by the TMDE Division for use by Marine Corps electronic equipment maintainers. The TPS are used with Automatic Test Equipment (ATE) deployed to the Fleet Marine Force, including the AN/USM-717 (V1) which has TYX run-time software installed and executed. The TYX PAWS and run-time software in escrow enable the Marine Corps to maintain stable release of the software. Astronics is identified as the required source, with TYX Personal Atlas Workstation (PAWS) as the required delivery software.
The justification for single-source procurement is based on two factors: (1) only one responsible source—specifically, exclusive licensing agreements, as Astronics Test Systems is the only entity that can provide the support as the owner of the proprietary software source code, with no other companies possessing this capability; and (2) the software is a proprietary product of Astronics Test Systems with source code kept in escrow for the Marine Corps. The technical certification is signed by Patricia Kay Rowland, dated April 13, 2026, and the Contracting Officer Certification is digitally signed by Alexander Jason Carl, dated April 10, 2026.
