About this file

This is a Performance Work Statement (PWS) for on-call repair, tire replacement, and ground relocation support for three A-29 aircraft in storage at Edwards Air Force Base, California, effective September 3, 2026. The requirement covers non-recurring, as-needed maintenance services limited to fuel leak inspection and repair, flat or unserviceable tire replacement, aircraft towing and repositioning within the installation, and associated minor maintenance actions necessary to maintain safe storage and towable conditions. Services explicitly exclude depot-level overhaul, return-to-flight maintenance, airworthiness restoration, flight certification, and operational aircraft generation.

The contract period is three years (one base year plus two option years), with services performed on an on-call basis. The contractor must provide qualified personnel, at least one tow-certified individual for each towing event, all tools, equipment, repair parts, consumables, transportation, and travel necessary to perform work. The Government will furnish three nose spare tires and three main spare tires initially; the contractor must provide replacement tires after Government inventory is exhausted. All work must be performed at Edwards AFB and comply with Federal, Department of War, Department of the Air Force, installation, environmental, and occupational safety requirements. Performance standards include acknowledgment of service requests within one business day, fuel leak response within two business days, tire service response within five business days, and towing support within five business days, each at 95% acceptable quality level. The contractor must submit service reports within two business days after each event, documenting the work performed, parts used, aircraft status, and personnel involved. All work must meet 100% compliance standards for tow-certified personnel provision, tire replacement standards, and safety compliance.

Edwards Air Force Base, CA

03 September 2026

DRAFT

1.0 Background

Three (3) A-29 aircraft are currently in storage at Edwards Air Force Base (AFB), California.

These aircraft are not expected to return to flight for use by the Air Force. However, on-call maintenance support is required to address limited conditions affecting safe storage, environmental compliance, and ground movement within the installation.

The Government requires contractor support on an as-needed basis to perform minor repairs and services necessary to:

• Stop or mitigate fuel leaks;

• Replace flat or unserviceable tires;

• Tow aircraft to a new location on Edwards AFB; and

• Provide associated labor, tools, parts, equipment, and travel necessary to accomplish the required work.

This effort is intended solely to support stored aircraft in a non-flight status. Nothing in this PWS shall be interpreted as requiring return-to-flight maintenance, airworthiness restoration, flight certification, or operational aircraft generation.

2.0 Objective

The objective of this requirement is to obtain on-call contractor maintenance and aircraft ground handling support for three (3) stored A-29 aircraft located at Edwards AFB. The contractor shall provide qualified personnel, supervision, tools, replacement parts, travel, and incidental support necessary to perform specified repair and towing services in a safe, timely, and professional manner.

3.0 Scope

The contractor shall furnish all management, labor, supervision, tools, equipment, repair parts, consumables, transportation, and travel required to perform on-call services under this PWS, except for items expressly identified as Government-furnished.

Services under this PWS are limited to non-recurring, as-needed actions associated with:

• Fuel leak repair or mitigation;

• Tire repair or replacement;

• Ground towing and repositioning of aircraft; and

• Related minor maintenance actions necessary to place the aircraft in a safe storage or towable condition.

The contractor shall not perform depot-level overhaul, return-to-flight maintenance, airworthiness release, engineering disposition beyond field-level repair judgment, or any modification not specifically authorized by the Government.

4.0 Place of Performance

All services shall be performed at Edwards Air Force Base, California, unless otherwise directed in writing by the Contracting Officer or authorized representative.

5.0 Period of Performance

The period of performance shall be three years; one base year and two options years. Services shall be performed on an on-call, as-needed basis during the period of performance.

6.0 Applicable Documents

The contractor shall comply with the current versions of all applicable Federal, Department of

War, Department of the Air Force, installation, environmental, and occupational safety requirements relevant to the performance of this effort.

Applicable references may include, as relevant:

• Installation access procedures;

• Edwards AFB safety requirements;

• Fire prevention and hazardous material handling procedures;

• Environmental spill prevention and waste disposal requirements;

If a conflict exists between this PWS and an applicable directive, the contractor shall notify the

Government for resolution.

7.0 Definitions

For purposes of this PWS:

On-call service means contractor response to a Government request for repair, tire replacement, inspection, or towing support during the period of performance.

Equivalent tire means a replacement tire of the same size, load rating, fit, compatibility, and intended aircraft ground-use application as the tire currently installed, or a functionally equivalent substitute acceptable to the Government for non-flight storage and towing purposes.

Tow-certified individual means contractor personnel qualified in accordance with applicable aircraft towing procedures, local installation requirements, and any task-specific qualifications needed to safely participate in aircraft towing operations.
