This is a solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-23-ST-0251 is being used as a Request for Quotation (RFQ) number. This solicitation is set-aside for Economically Disadvantaged WOSB (EDWOSB) Program Set-Aside (FAR 19.15). This solicitation is under NAICS 611420. Please see the attached Statement of Work (SOW) for detailed requirement information. All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be evaluated. In accordance with FAR Part 13 Simplified Acquisition Procedures, the Government intends to issue a single firm-fixed priced (FFP) purchase order to the eligible, responsible offeror based on Lowest Price Technically Acceptable (LPTA). Any questions must be submitted in writing no later than June 23, 2023 at 09:00 AM EST. The deadline for submission of quotes is June 23, 2023 at 04:00 PM EST. All submissions (questions and/or quotes) shall be submitted electronically to Robert.A.JonesJr@dea.gov with the RFQ number included in the subject line. No late submissions (questions and/or quotes) will be accepted.
Four (4) – 3-day courses with a period of performance (POP) between July 2023 and December 2023.

1. BACKGROUND
The Drug Enforcement Administration (DEA) Office of Investigative Technology (ST), Operational Support Unit (STSO) is responsible for keeping up with the increasing use of emerging technologies as the means of communication used by the Drug Trafficking Organization’s (DTO), and to provide viable solutions to the field on how to exploit said technologies. STSO provides training to the field that involves the use of open source technology to investigate targets of Drug Trafficking Organizations (DTOs). This training allows investigators to exploit all areas of a target’s internet profile and their use of social networking applications. These exploitations assist in identifying more DTOs members and evidence to maximize the outcome of their investigations. The training is open to other federal, state and local Law Enforcement (LE) in the respective DEA area of responsibility.
In order to effectively support and stay ahead of the constant changing technology, and the increasing demand for the use of social network tools by DTOs to cause harm to the United States and its global partners, the DEA, in a joined venture with the National Domestic Communications Assistance Center (NDCAC), has taken the proactive steps to confront the Open Source Intelligence (OSINT) challenges associated with these technologies, and to prepare the LE community at all levels mitigate the risks they face during their daily intelligence operations and support activities.
NDCAC and DEA recognize that the first step in mitigating the emerging threat of using social media to disrupt LE activities and operations, require proven and specialized training that targets the unique internet capabilities that Social Media tools provide to criminal groups.
2. OBJECTIVES
The Objective of this Statement of Work (SOW) is to obtain the services of a qualified instructor who will deliver Social Medial Investigation Courses (SMICs) by following the instructor guide/syllabus and related training activities (e.g. theory, practical exercises, hands on sessions) in a manner that reflects the highest standards of training.
3. SCOPE OF WORK
This SOW defines the requirements for delivering training to DEA and LE personnel (federal, state, local, and tribal) in the area of social media investigations to include, but not limited to, social media investigative tools and Open Source Intelligence (OSINT) methods. The Contractor shall supply the necessary training tools and visual aids at various DEA domestic offices, or selected locations, and provide a virtual online option.
The Contractor shall:
a. The Contractor should have trained local, state, and federal law enforcement agencies for numerous years previously, both in-person and virtually, having incorporated live practical exercises during these classes to reinforce taught techniques;
b. The Contractor must be prepared to provide this course via an in-person or a virtual online offering. Provide all platforms/hardware necessary, technical support to students to conduct the virtual option;
c. Provide students access to a detailed learning online portal that maintains all of the course materials, for a period of up to 30 days following the completion of the course;
d. Provides students with the ability to view the course content via projection to their devices and/or the classroom screen for in-person courses;
e. Provide a detailed training schedule and course syllabus containing the following to include, but not limited to, information about the course, course requirements (e.g.
hardware/software, pre-requisites, etc.), contact information, participation (e.g.
maximum/minimum number of students per session, etc.), class rules/guidelines;
f. Prepare and deliver instruction using open source technology such as internet and social networking sites to include, but not limited to the open-source exploitation of, Google, Facebook/Metta, Twitter, Instagram, Snapchat, Reddit, Youtube, LinkedIn, TikTok, and other emerging Social Media applications;
g. In particular to Facebook/Metta, provide training to secure your own privacy settings as well as techniques for accessing this abundant source of data;
h. Provide theory and practical exercises in the use of tools to assist law enforcement personnel locate hidden information from social networking sites;
i. Provide theory and practical hands-on exercises on how to customize search tools for people searches, social media websites and photo exploitation;
j. Provide theory and practical exercises with RSS (Rich Site Summary or Really Simple Syndication) feeds;
k. Provides class case examples, case files, references material, and reliable literature to support the learning outcomes;
l. Provide an introduction to Operational Security; how to identify digital footprints left by every user, explore techniques to view websites undetected with tools accessible online, training on clearing their cache and safer alternatives to proxy servers;
m. Provides training on evaluating websites, finding social network and websites that are popular with subjects that match suspects’ profiles;
n. Administer a post-course survey instrument, and provide the hard/soft copies and results to the designated DEA Contract Officer Representative (COR) or Task Manager (TM);
o. Communicate with the assigned Training Coordinator or Point of Contact (POC) regarding changes, technology issues, student behavior, or any other limitations.
4. TIME AND PLACE OF PERFORMANCE
The Contractor shall provide services for four (4) Social Media Investigations Courses by the end of calendar year 2023 (December 31, 2023). These courses will be a combination of in-person and/or virtual courses, not to exceed four (4) courses for calendar year 2023.
The Contractor shall provide these services, virtual or in-person, during the regular business work hours Monday through Friday from 8:30 AM – 5:00 PM.
5. CONTRACT MANAGEMENT
The Contractor shall perform all the duties and deliver all the training, services and deliverables as described in the SOW.
The Contractor shall be responsible for the effective proactive management and administration of all efforts under the Contract. The Contractor shall institute and maintain an effective, efficient, and responsive management organization that shall be responsible for the management and oversight of all training personnel and financial resources utilized in the performance of the Contract. The Contractor’s management organization shall be responsible for ensuring that all work activities are performed in a timely and cost effective manner while maintaining the highest quality of performance. The Contractor shall: (1) provide the initial Work Breakdown Structure and Schedule (WBS&S); and (2) after each training session, prepare and deliver an attendance report, training outcomes, completed post-course surveys, and completion certificates.
The Contractor shall ensure that project management activities are reflective of all active task orders.
6. POINT OF CONTACT
Performance of the work under this requirement shall be subject to the technical direction of the Task Monitor (TM) designated for this project:
Primary – TBD on award of contract.
7. PERIOD OF PERFORMANCE
The period of performance (PoP) for training services described in this SOW will be delivered by the end of calendar year 2023.
