1.0 Purpose

The purpose of this acquisition is to procure the expertise and services of a Contractor for Drug

Enforcement Administration (DEA) Headquarters employees to provide them with a convenient venue to purchase prepared, packaged food, snacks, and beverage items for personal consumption during normal business hours.

2.0 Background

2.1 General Information. The U.S. Drug Enforcement Administration is headquartered in two buildings located at 600 (East Building) and 700 (West building) Army Navy Drive, Arlington, Virginia. Each building has a lobby (first floor) and 11 occupied floors. The facility is bordered by South Hayes Street, Fern Street, and Army Navy Drive. Access to

DEA Headquarters is controlled and not open to the public without prior screening and escorting. Prior to the inception of COVID 19, approximately 1800 – 2000 individuals

(Federal employees and contractor support staff) worked at DEA Headquarters. Due to the COVID-19 mitigation plan, DEA Headquarters is at approximately 25 percent occupancy with most employees on a telework schedule.

Normal business hours range from 6:30am to 6:30pm, Monday through Friday. DEA is closed on Federal holidays and on other occasions by Presidential directive or other circumstances (see clause DEA-2852.211-71, Scheduled and Unscheduled Closure of

Government Offices). DEA Headquarters has undergone a substantial renovation of both buildings and is currently in the final stages of completion. The new café area will be located in the 600 building on the ground floor. DEA will pay NO fees to the contractor nor reimburse the contractor for any costs incurred. Any and all profits remain with the contractor and any losses will be borne by the contractor. This will be a NO COST to the

Government agreement. The vendor’s revenue stream will come solely from food sales to individual customers.

2.2 Specific Site Conditions. DEA policies and local conditions that will have an influence on operation of and participation in on-site food service operations include:

Food is permitted at desks and in break areas.

The vast majority of personnel take one half to one hour for lunch.

Many employees commute via public transportation.

Many employees commute to work in privately owned vehicles.

A number of employees follow an Alternate Work Schedule.

There are self-serve “Keurig” type coffee makers, refrigerators and microwaves ovens located on every floor for employee use.

There are numerous restaurants in the surrounding neighborhood including the

Pentagon City Mall and two major grocery stores.

DEA will require candidates for such access to meet all requirements as determined by the DEA Office of Security.

Food service personnel will have only limited access to the facility under specific rules and conditions established by DEA Security.
