General Requirements, specifications and system components.
DEA SECURITY SYSTEM
SECTION I - GENERAL REQUIREMENTS
1.01 Summary of Work
DEA Office of Security Programs will review all vendor contract proposals for technical accuracy, completeness, and suitability, and will make the final determination of selected security vendor based on the most technically capable and lowest acceptable bid. This summary applies to the procurement, installation, training and implementation of an integrated security management system for the site described. The contractor shall furnish a complete system including all labor, materials and equipment for a functional security system. Use of subcontractors and/or other vendors to install and maintain any or all the security system(s) (other than cabling, conduit, and power) must be approved in advance by DEA Headquarters, Physical Security Section. GSA or open market pricing shall be used, whichever is more advantageous to DEA.
1.02 Systems, warranties and maintenance
The work included as specified herein and as shown on the contract drawings consists of, but is not limited to, the following:
a. Full Replacement Access Control System (ACS)
b. Warranty coverage
c. Systems tracking
d. Submittals and shop drawings
e. Maintenance and service support
1.03 Preexisting conditions
The contractor shall visit the site, check all existing conditions and be satisfied with the conditions under which the work is to be performed before submitting the project bid. No allowances shall be made for any extra expense due to the contractor’s failure or neglect to discover prior conditions affecting the work, to include hardware and labor necessary to complete the work.
1.04 Location of Work

1.05 Equipment
All equipment provided must be fully compliant with NDAA H.R. 5115 also known as the John S. McCain National Defense Authorization Act, as well as Trade Agreements Act (TAA) FAR 52.255-5. TAA compliance applies to all equipment provided for the project, not solely products listed on the GSA Schedule Contract.
Substitution of equipment after bid approval will occur only when there is a significant advantage to the client agency, created by an overall upgrading of a component(s) by a manufacturer or an operational advantage created by a change in the state of the art of the equipment to be supplied. In the event the above occurs, the contractor shall make the DEA representatives aware of the new equipment and shall provide DEA the new information. At the DEA’s discretion, the option to accept or reject the substitution will then be exercised.
1.06 Coordination
A. Project coordination. Contractor shall coordinate all project activities with their assigned ISPA project representative for all new construction builds. For ISPA funded projects, contractor shall coordinate with their assigned ISPA security representative.
B. Job site administration. Contractor shall provide an onsite project manager who shall maintain coordination with the DEA and completely inform the DEA representative of project status on a weekly basis or as agreed.
C. Other trade coordination. Contractor shall closely coordinate all work with other trades. It is the contractor’s responsibility to understand the scope of work of all other trades that affect the Security System to ensure that all power, cabling, networking, raceway, backboards, pull-strings, hardware, patching, painting and other services are included in the project. The contractor who delivers a fully functional Security System must supply those services not provided by other trades.
1.07 Regulatory Requirements
Work on or within the scope of this project shall be in accordance with but not limited to the following codes, rules and regulations.
a. Appropriate local government codes
b. National Electric Code (NFPA – 70)
c. Uniform Building Code
d. National Fire Code (NFPA - 1)
1.08 Submittals of material lists, technical information sheets and variances
A. Bidding Proposals:
1. When submitting a bid proposal please list the following information for each item on bid:
a. Item Quantity
b. Model Number (please use a part/model number that will allow retrieval of part information from any internet search engine).
c. Description: allow for an accurate description of part/device

b. Good Example – Door Contact, Recessed Steel Door Mount, ¾” diameter.
d. Price Each
e. Price Total (example: If there are 10 items specified for the project then this column would be the total of the price each column times ten).
f. Labor as a separate item.
g. See Appendix 1 for sample bid proposal part layout.
h. Provide a separate product technical information sheet or data sheet for each device in the bid or quote. The specific model number(s) must be identified within the technical information sheet (highlighted).
B. Prior to the deadline for submittals, the contractor shall submit the following:
1. A materials list with the names of manufacturers, model numbers, and technical information on all items proposed.
2. A statement listing every technical and operations parameter wherein the submitted equipment varies from that which was originally specified. If the contractor fails to list a particular variance and his submittal is accepted, but it is subsequently deemed to be unsatisfactory because of an unlisted variance, the contractor must replace or modify such equipment at once and without cost to the DEA.
3. A statement to the effect that the contractor has read and understood this statement of work and agrees to fully abide by it, as further detailed by the specific security plans to be provided by DEA.
4. A statement to the effect that at least one technician who has been formally trained and certified in that system will be involved in the installation and programming of every component of the overall security system.
C. As Built/CAD drawings for lease upgrades and/or new builds will be submitted to DEA for approval prior to commencement of site work or fabrication work. These drawings shall include but not be limited to the following:
1. Building floor plans and site plan showing location of all devices and proposed routes for interconnecting conduits and interconnecting cable runs.
2. Interior elevations of each typical security cabinet, layout and all interfacing items associated with the cabinet.
3. Point to point wiring diagram showing quantity and type of wire used for each device. Typical manufacturer’s drawings are not acceptable.
4. Catalog cut sheets of all equipment and devices with proposed model numbers and options highlighted or arrowed.
5. Accurate location of all installed equipment under the specifications using the same device and symbol legend or notations.
6. Upon completion of the project, these drawings shall be transmitted to the attention of DEA security representative (ISPA) at DEA HQ, 8701 Morrissette Dr., Springfield, VA 22152. All drawings must be submitted in soft copy.
1.09 Licenses and Permits
The contractor shall at the time of the proposals be fully licensed to perform all specific tasks by the local authority at the job location. The licensing may include but not be limited to a valid state Electrical Contractor, Low Voltage System Contractor, Alarm Operator and local business license.
The electronic security systems must be installed by a journeyman electronic or security system technician. If apprentices are used, they must be supervised by an on-site journeyman. The Contractor shall provide sufficient oversight by a qualified Project Manager.
Milestone Licenses shall be purchased no sooner than two weeks prior to all equipment being physically installed, and prior coordination must be made with ISPA.
Contractors that primarily operate as equipment distributers are restricted from bidding.
1.10 Warranties
A. The contractor shall guarantee all equipment and systems for a period of one year commencing with the acceptance of the security systems as fully functional by the DEA, unless otherwise specified in the security systems section later in this document. The warranty shall cover all costs for the warranty service, including parts, labor, field service, pickup, transportation, delivery, and reinstallation and retesting.
B. Requests for non-emergency service placed by the owner/occupant Monday through Friday shall be responded to within 24 hours of service request. Non-emergency items are those that do not secure the perimeter or high security areas.
C. Emergency Service Requests will be met within a four (4) hour reporting window.
1.11 Removal of Old Equipment
A. If applicable, de-installation may include removal of existing ACS equipment in preparation for installation agency-approved equipment. As appropriate, de-installation activities will include the disposal of any trash and equipment, in addition to shipping of all equipment.
B. The contractor will securely handle any system components that could potentially contain sensitive information and return the components to the agency. Examples of system components are computers, hard drives, digital storage arrays or equipment with stored memory.
1.12 Inspection Schedule
A. Periodic inspections will be conducted by an ISPA representative, Division Security Officer (DSO) or designated DEA employee.
SECTION II - GENERAL SYSTEM SPECIFICATIONS
2.01 Scope
The selected contractor shall replace the existing and install and make operational a new fully functional security system that will incorporate Access Control System (ACS). The system shall be Underwriters Laboratory (UL) rated. Installation of cabling equipment, testing and training associated with the security system shall be included. Work shall be coordinated with the General Contractor and other Subcontractors to meet the intended construction schedule. Under normal circumstances it is required that the system will be operational at least one week before occupying the space. Vendor will provide user training for the IDS, along with all user manuals, software if applicable, and keys for all systems.
All ACS devices/components, electronic locks (electrified lever sets) and/or electric strikes, cabling, panels, etc. are required to be replaced with the system specs written within this statement of work.
All maglocks will be removed and replaced with an electrified lever set or electric strike.
2.02 Description of the System
The security system shall be comprised of ACS devices. The ACS shall be comprised of HSPD-12/FIPS-201 compliant, Software House iStar panels with HSPD-12/FIPS 201 compliant card readers; which will release electronic locks and/or strikes as well as vehicle and pedestrian gates; will interact with a video phone visitor announcement system; and must be managed by a Software House CCure- 9000 networked system. All systems will be installed per manufacturer specifications. The ACS systems must be wired and function as independent systems. Integration of the ACS and IDS is not authorized unless DEA gives specific instruction in writing to the selected vendor indicating exactly how and what is to be integrated. Security screws must be used for all ESS components that are exposed (i.e. can be viewed externally or are not secured from behind a face plate).
If back-up generators are utilized, the UPS capacity may be reduced to thirty (30) minutes to ensure smooth transition to generator and during refueling. All Electronic Security Systems (ESS) equipment panels (IDS, ACS and VSS) will be contained in the DEA Firebird Room and / or associated IT/LAN Room(s).
In the DEA Firebird Room, high quality fire-rated plywood must be installed by the Contractor to support wall mounted backend equipment (i.e. panels, power supplies, etc.). The Contractor’s proposal must identify all wall and floor space requirements for rack and wall mounted equipment. The Contractor’s proposal must identify amperage of all ESS power requirements. Industry standard load factors may be used to determine UPS sizing.

2.03 Infrastructure
All wiring and cabling shall be in accordance with ESS Manufacturer recommendations. Wiring for all ESS field devices shall not be exposed (i.e. must be internal to a secure space wall, ceilings, doorframes, etc.) upon installation. Wiring for all ESS components should remain within DEA space when possible. When it is not feasible for wiring to remain internal to DEA space the contractor shall provide a conduit solution to the DEA Security Specialist for review. No wiring may be directly in contact with acoustical ceiling tiles. When replacing existing security systems, the contractor must remove abandoned ESS wiring in the ceiling per the applicable code.
Underground exterior cabling shall be direct burial cable meeting the requirements of the end point devices connected to it.
OSDP readers must use cables specifically designed for OSDP (RS-485) applications.
Contractor shall use “PURPLE” colored cable for all Security Systems, to include patch panels. All cables will be pulled from point to point, terminated, and tested. Cables will meet all applicable industry standards.
Cables must be labeled at all termination points, panels patch panels and switches. Labeling shall mirror end point device naming as specified in the Milestone and CCURE programming sheets. Photo proof of cable labeling for all security system panels, patch panels and switches will be required to be sent to the Castle Helpdesk hq-ispacastleteam-dl@dea.gov prior to system acceptance.
Include in the email to the Castel Helpdesk inbox, job location or office name and photos of the labeled terminations in the panels, the patch panels and switches. If the panels, patch panels and switches are installed in a classified area where photography is prohibited, collecting the photo proof will be the responsibility of the local DEA Security POC for that office or space.
SECTION III - SYSTEM COMPONENTS
3.01 General
All devices, wire, and equipment shall be listed by the Underwriters Laboratory or be Factory Mutual approved. Devices will be installed in full accordance with UL and manufacturer’s installation guides and requirements. All systems must be fully functional at the time of acceptance testing. Conflicts between manufacturer’s recommendations, specification, and/or contract documents must be reported in writing to the designated DEA Security Specialist.
3.02 Access Control System
The ACS shall be comprised of HSPD-12/FIPS-201 compliant, Software House iStar G2 series panels with HSPD-12/FIPS 201 compliant card readers; which will release electronic locks and/or strikes as well as vehicle and pedestrian gates; will interact with a video phone visitor announcement system; and must be managed by a Software House CCure-9000 networked system. All systems will be installed per manufacturer specifications. All equipment must be NDAA and TAA compliant. Security screws must be used for all Electronic Security System (ESS) components that are exposed (i.e. can be viewed externally or are not secured from behind a face plate).
A. The current approved access control panel is Software House, iStar G2 series controllers (G2 Ultra and G2 Edge) SE panels are not approved for use.
B. Readers must be wired RS-485, current approved readers are Indentiv model numbers.

C. There shall be battery power back up for the system for a minimum of 4 hours unless system is connected to a backup generator circuit. (see Section 2.02)
D. Access control power minimum specification is a 20amp continuous power supply for iStar Ultra G2 panels and 10amp continuous power supply for iStar G2 Edge panels.
E. Power supplies for the access controller (iStar G2 series) and lock power supplies must be connected to 120v outlet via 3 wire Line Cord. Power supplies must not be connected directly to high voltage circuits.
F. The system must have industry standard response to proximity card read or keypad entry.
G. The video intercom system must provide cabling for a minimum of 2 dry contact input/output points from each individual door station to the ACS control panel location.
H. Electric strikes must fail secure unless otherwise specified by DEA.
I. Technicians providing installation or service for ACS must be formally trained and certified by Software House. Contractor shall make connections to the DEA provided network and mark all cabling appropriately. Firmware updates maybe necessary by certified technicians during installation.
J. Magnetic locks will not be used unless explicitly stated on DEA provided security plans. Where present, magnetic locks must meet fire code standards for installation and function. Furthermore, each magnetic lock must be equipped with a power interrupting, high security (UL-437) key box (outside) with momentary override button (inside). Magnetic locks shall never receive battery power.
K. Vehicle gates shall be controlled by the ACS using proximity card readers for entry, and a sensing device (ground loop, unidirectional motion sensor, etc.) for exit. The gate operator must be on the protected side of any fencing or other physical barrier. The gate operator must have pushbutton operation, not accessible from the unprotected side of any fencing. Gates and operators must be appropriate for the size, location, and environmental conditions at the site.
L. Emergency Knox Box’s will be provided at all locations required by the local Authority Having Jurisdiction (AHJ).
3.03 Programming ACS
The System Security Unit (ISPA) is responsible for working with the office, the contractor, and DEA’s IT office to ensure the proper programming of the ACS systems. As such, ISPA requires the vendor to complete and return to ISPA, and the onsite POC, the iStar Panel and Milestone programming sheets (samples are Attachments 3, 4, 5, and 6) a minimum of one week prior to installation to ensure the two systems are operational prior to the build sign off. In addition to completing and returning the programming sheets, the vendor must coordinate with either the Division Security Officer or the onsite point of contact to point the camera views as the office specifies. This is to be completed prior to turning the programming over to ISPA to ensure the camera views are as required by the office.

Appendix 2: Locks and Other Door Hardware
1. Deadbolt and other locks as specified on the DEA provided security plans must by high security (UL-437), grade 1 locks.
Acceptable models include Schlage Everest 29 Primus XP UL 437 and Medeco3 High Security Maxum.
2. High security locks and cylinders shall never be master keyed. Standard grade locks shall be master keyed.
3. Neither the contractor nor the lessor shall retain any keys to the DEA facility or spaces. All keys to DEA spaces shall be delivered to DEA.
4. DEA will provide the functional descriptions of doors and locks as part of the security plan. DEA will also specify keying schedules and number of keys to be provided.
5. Where possible, the deadbolt and keyset functions shall be combined into a single lockset with a high security cylinder.
6. Any door with an electric strike shall be secured by a heavy duty automatic closer and a storeroom lockset.
7. Select doors may be specified as requiring soundproofing sweeps and seals. These shall provide a complete, 360° seal between the door and frame. These doors must still be fully closed solely by the function of an automatic closer.
8. All locks must function smoothly and properly. All doors must close smoothly and completely with the assistance hydraulic door closer, unless a different door closer is specified.
9. Perimeter and certain other doors will be specified as requiring pinned hinges. At least two of the hinges on these doors
(topmost and bottommost) must be of a visibly secure type.
Appendix 3: Grounds, Parking and Fencing
1. DEA requires secure parking areas for government owned vehicles and certain other vehicles. Secure parking areas are fenced and gated to prevent unauthorized personnel and vehicles from entering the secured area.
2. DEA will work with the lessor, architect and others to design an acceptable security plan for the facility, grounds, and parking areas.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
[Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price;
(iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.]

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(a) Any offeror responding to this solicitation acknowledges that before acquiring information technology equipment or software, the U.S. Department of Justice and its component entities will assess the supply chain risk of cyber-espionage or sabotage associated with the acquisition of such equipment or software, including any risk associated with such equipment or software being produced, manufactured, or assembled by one or more entities identified as posing a cyber-threat, including but not limited to, those that may be owned, directed, or subsidized by the People’s Republic of China.
(b) By submitting an offer to this solicitation, the Offeror understands and agrees that the Government retains the right to reject any offer or response to this solicitation made by the Offeror, without any further recourse by, or explanation to, the Offeror, if the Government determines the Offeror or the equipment or software offered by the Offeror, in whole or in part, presents an unacceptable risk to national security.

(d) Offerors are also required to request, collect, and forward with its offer or quotation completed National Security Acquisition Risk Assessment Questions from all subcontractors that will provide any equipment or software in performance of the contract or order. Offerors are responsible for the thoroughness and completeness of each subcontractor's submission.
(e) Failure to provide any such requested information may render a proposal unacceptable.
JAR 2852.233-70 PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (NOV 2020)
(a) The following definitions apply in this provision:
(1) ‘‘Agency Protest Official’’ (APO) means the Deciding Official for a procurement protest filed with a contracting activity of DOJ when the contracting officer will not be the Deciding Official because of the protestor’s election under JAR 2833.103(b).
(2) ‘‘Deciding Official’’ means the official who will review and decide a procurement protest filed with the agency. The Deciding Official will be the contracting officer unless the protestor requests pursuant to JAR 2833.103(b) that the protest be decided by an individual above the level of the contracting officer, in which case the HCA will designate an APO to serve as the Deciding Official.
(3) ‘‘Interested Party’’ means an actual or prospective offeror whose direct economic interest would be affected by the award of a contract or by the failure to award a contract.
(b) Only interested parties may file a protest.
(c) An interested party filing a protest with the DOJ has the choice of requesting either that the Contracting Officer or the APO decide the protest.
(d) A protest filed directly with the DOJ shall:
(1) Indicate that it is a protest to DOJ.
(2) Be filed with the Contracting Officer.
(3) State whether the protestor chooses to have the Contracting Officer or the Agency Protest Official decide the protest. If the protestor is silent on this matter, the Contracting Officer will decide the protest.
(4) Indicate whether the protestor prefers to make an oral or written presentation of arguments in support of the protest to the deciding official.
(5) Include the information required by FAR 33.103(d)(2):
(i) Name, address, facsimile number and telephone number of the protestor.
(ii) Solicitation or contract number.
(iii) Detailed statement of the legal and factual grounds for the protest, to include a description of resulting prejudice to the protestor.
(iv) Copies of relevant documents.
(v) Request for a ruling by the agency.
(vi) Statement as to the form of relief requested.
(vii) All information establishing that the protestor is an interested party for the purpose of filing a protest.
(viii) All information establishing the timeliness of the protest.
(e) The decision by the APO is an alternative to a decision by the Contracting Officer. The APO will not consider appeals from the Contracting Officer’s decision on an agency protest and a decision by the APO is final and not appealable.
(f) The Deciding Official may conduct a scheduling conference. The scheduling conference, if conducted, will establish deadlines for oral or written arguments in support of the agency protest and for agency officials to present information in response to the protest issues. The deciding official may hear oral arguments in support of the agency protest at the same time as the scheduling conference, depending on availability of the necessary parties.
(g) Oral conferences may take place either by telephone or in person.
(h) The protestor has only one opportunity to support or explain the substance of its protest. DOJ procedures do not provide for any discovery. The deciding official may request additional information from the agency or the protestor. The deciding official will resolve the protest through informal presentations or meetings to the maximum extent practicable.
(i) A protestor may represent itself or be represented by legal counsel. The DOJ will not reimburse the protester for any legal fees related to the agency protest.
(j) The DOJ will stay award or suspend contract performance in accordance with FAR 33.103(f), unless the contract award is justified, in writing, for urgent and compelling reasons or is determined, in writing, to be in the best interest of the Government. The justification or determination shall be approved at a level above the Contracting Officer. The stay or suspension, unless over-ridden, remains in effect until the protest is decided, dismissed, or withdrawn.
(k) The deciding official will make a best effort to issue a decision on the protest within thirty-five (35) days after the filing date. The decision shall be written, and provided to the protestor using a method that provides for evidence of receipt.
(l) The DOJ may dismiss or stay proceedings on an agency protest if a protest on the same or similar basis is filed with a forum outside DOJ.

The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(d) Representation. The Offeror represents that—
(1) It will, will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that— It does, does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.
(e) Disclosures.
(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained:
Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
