This action will award a firm fixed price purchase order to acquire a CNC Tube Bender capable of complex bend.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The contract effort is to acquire the following:

One (1) Winton Machine Model RD20 eCNC Tube Bender with onsite bender training

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.

This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00..

4. Characteristics

Maximum # of Bends: Maximum 64 Bends Per Part Machine Capacity:

0.750” OD x 0.049” (20mm x 1.25mm) Wall Mild Steel 0.750” OD x 0.035” (20mm x 0.90mm) Wall Stainless 0.750” OD x 0.065” (20mm x 1.65mm) Wall Aluminum 0.875” OD x 0.040” (22mm x 1.00mm) Wall Copper

Machine Repeatability: Length ± 0.005” (± 0.125mm), Rotation ± 0.15°, Angle ± 0.25° Bend Arm Rotation: 190° Maximum Maximum Bend Radius: 3” (75mm) Centerline Radius Maximum Tube Length: 36” (914mm) End Chuck – unlimited with hitch feed option Input (Mains) Power: 208/220 VAC, 50/60Hz, Single Phase Operators Manual: English Operator’s Manual in paper and pdf Control Panel/Display: High Resolution Color Display

Software:

3D Part Viewer Software which allows for viewing the Length (L), Rotation (R), Bend

Angle (A) bend data in 3D graphics before a part is bent on the machine.

Step File Converter Software which converts ISO 10303 standard 3D STEP files into

LRA bender data; STEP files from ProE, Solid Works, Solid Edge, AutoCad Inventor, etc. to allow files to be imported directly from engineering dept.

Tooling:

Wiper Die Holder is required for tight radius bending.

Hitch feed which will allow for processing of parts longer than the maximum L axis travel.

Regrip or software feature used to overcome a pressure die that is too short.

Recapture or a software feature used to form more than one bend inside the pressure die length.

Hydraulic Mandrel Extractor which will automatically advance and retract a plug or ball mandrel.

Low Air Pressure Alarm so the user to knows when the system pressure is below the recommended operating pressure.

Tooling set required for a bend of .125” OD, the set must include Bend Die, Pressure

Die, Clamp Die and collet for .125” OD x .035” wall x .250” CLR.

The Vendor shall provide training on the equipment and software.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(a).
