About this file

This is a Justification and Approval (J&A) document for a sole-source procurement by the Naval Surface Warfare Center, Crane Division.

The procurement authorizes an indefinite-quantity, indefinite-delivery contract award to General Dynamics Mission Systems Inc. (GDMS), located in Bloomington, Minnesota (CAGE Code 3CYA2), on a sole-source basis. The contract covers NGEAU Full Rate Production (FRP) units and Advanced Capability Mission Computer (ACMC) sustainment support for the EA-18G Growler Block II Upgrades program. Supplies and services include Weapon Replaceable Assemblies (WRAs), Material Kits, program engineering, logistics, and repair support for Shop Replaceable Assemblies (SRAs). The procurement is inclusive of future derivative and variant equipment resulting from approved Engineering Change Proposals. The estimated total contract value is $185 million across Fiscal Years 26-31, with a maximum FRP requirement of 200 units. The statutory authority cited is 10 U.S.C. 3204(a)(1), justified on the basis that GDMS is the only responsible source capable of fulfilling requirements. The rationale emphasizes that GDMS designed and manufactures the NGEAU, which replaces the legacy Electronic Attack Unit; the Government lacks complete technical data package rights for competitive procurement; alternative sources would duplicate 30-40% of NGEAU development costs and incur 60-month schedule delays, and 100% cost duplication for ACMC support. A sources sought notice was issued June 16, 2025, and a formal synopsis on July 3, 2025, both receiving no industry responses. The Contracting Officer determined the anticipated cost to be fair and reasonable. Approval was granted by Maria E. Bauer, Division Director, SEA 025.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

In accordance with 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, GDMS is the only responsible source which can fulfill the requirement. The NGEAU is a within the EA-18G Airborne Electronic Attack (AEA) Suite’s avionics system, processing the inputs from the AEA Suite and providing the subject outputs to the appropriate systems in order to

The NGEAU, designed and manufactured by GDMS, is replacing the legacy Electronic Attack Unit in the EA-18G Growler Block II (GB2) Upgrades program. The EA-18G GB2 Upgrades program provides the EA-18G Growler with advanced capabilities to operate in the electromagnetic spectrum battlespace.

Boeing is the Prime Contractor for the EA-18G GB2 Upgrades program, with Northrop Grumman serving as a subcontractor for the AEA System Upgrades, and GDMS serving as a subcontractor to Northrop Grumman, providing the NGEAU. The contract for the EA-18G GB2 Phase I upgrades, under which the NGEAU was developed by GDMS, The remaining non-recurring engineering (NRE) for the NGEAU, covering Integration and Test Activities, was procured as a sole-source procurement to Boeing, with Northrop Grumman serving as a subcontractor for the AEA System Upgrades, and GDMS serving as a subcontractor to Northrop Grumman, providing the NGEAU.

The Government does not have a complete technical data package with sufficient rights to conduct a competitive procurement.

Thus, if the NGEAU requirement was awarded to another source, it is anticipated that 30-40% of the total development cost would be duplicated, f

Additionally, it is estimated that the Government would incur a schedule delay of 60 months to develop another source, This would result in delaying the EA-18G GB2 upgrades program. A delay to this program would result in increasing the risk of injury and death of service members, The ACMC is the communication and control computer for all aircraft avionics on the EA-18G Growler and F/A-18E/F Aircraft. Boeing is the Prime Contractor for both the EA-18G Growler and F/A-18E/F Aircraft and design authority for the ACMC , while GDMS serves as a subcontractor to Boeing, providing the ACMC hardware. The ACMC was developed by Boeing on a sole-source basis for the procurement of F/A-18E/F and EA-18G Growler, Lot 34-37 Production Aircraft.

If the ACMC support was awarded to another source, it is anticipated that 100% of the development cost ( would be duplicated, CUI

Additionally, it is estimated that the Government would incur a schedule delay of 60 months to develop another source, based upon past historical efforts to develop, test, and certify for flight use

Based on the foregoing, GDMS is the only source capable of fulfilling this requirement, as award to any other source would require significant duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements. Such cost duplication or delay would severely and detrimentally impact fielding of the EA-18G GB2 capability as it relates to the NGEAU, as well as the sustainment and operational availability of the EA-18G and F/A-18 platforms, as it relates to the ACMC.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A sources sought notice was issued on SAM.gov on 16 June 2025, with a closing date of 1 July 2025 to determine industry interest and capability. No responses were received to the sources sought notice. A formal synopsis, stating the Government’s intent to sole source the procurement, was posted on SAM.gov on 3 July 2025 with a closing date of 18 July 2025. No industry responses were received.

No additional market research was performed because GDMS is the only prime contractor source that can meet the Government’s current requirements. It is not practicable, for the reasons discussed in paragraph 5 above, for any company other than GDMS to provide the required supplies and services.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in section 5, NSWC Crane has no plans at this time to compete future contracts for the types of supplies and services covered by this document. If another potential source emerges, NSWC Crane will assess whether competition for future requirements is feasible.
