(16) Description. This is notice of the Government’s intent to solicit from a single source for office space reconfiguration. The delivery date for this requirement is 30 days after contract award. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The lessor is the only capable provider for these services.
The contractor will be responsible for an office space reconfiguration by converting a work station into an office space. This will provide office space required by expansion of the Logistics Management Division in the Boyers, PA facility. General Services Administration (GSA) has delegated authority to DCSA to procure this requirement within a GSA leased office space as it does not impact the established lease. Public Buildings Service (PBS) Leasing Desk Guide, Chapter 8, Alterations in Leased Space, Section 3, pages 8- 10 states that the following additional best practices apply to post occupancy alternations.
GSA must always first approach the lessor to request a proposal for alterations since alterations usually require tying into the building’s existing electrical, mechanical, plumbing, or fire protection systems. Using alternative sources for alterations could negate the lessor’s responsibility for maintaining these systems, especially in instances of negligence or damage on the part of the mailto:tzeleong.s.chang.civ@mail.mil
Government or the Government’s contractor.
This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements, that competition would be advantageous to the Government, and would not violate the occupancy lease or ownership rights of the lessor. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice. Contractors must be actively registered in SAM database to be eligible for award.
(17) Place of Contract Performance. The work for this effort will be performed at the DCSA Boyers’ facility located at 1137 Branchton Road, Boyers, PA 16018.
(18) Set-aside Status. N/A
