SECTION C
DESCRIPTION/SPECSIFICATIONS /WORK STATEMENT
CUSTODIAL MAINTENANCE SERVICES
GULL LAKE RECREATION AREA
C-1. GENERAL.
C-1.1. Scope of work. The work to be performed under this contract consists of furnishing all plant, materials, tools, equipment, supplies, labor and transportation and performing all work as required by the SCHEDULE, Section B of the contract, in strict accordance with the specifications and drawings, all of which are made part hereof. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government.
C-1.2. Services and supplies. The Contractor shall furnish custodial services and supply required materials in order to maintain clean and sanitary conditions in the areas specified. Work will be required seven days a week including holidays from 1 May through 16 October.
C-1.3. Work consists of:
(1) Garbage Collection and Disposal.
(2) Recycle Collection and Disposal.
(3) Shower and Restroom Custodial Services.
(4) Vault Toilet/Change House Custodial Services.
(5) Fish Cleaning House/Station Custodial Services.
(6) Office Building Custodial Services
C-1.4. Locations/Site Inspections. The locations of the area requiring maintenance services shall be shown on the attached map in section C.8. Contractors are encouraged to make a site inspection before bidding. Inspections can be arranged Monday through Friday from 8:00 am to 4:00 pm by contacting Brian Turner, Lead Ranger at 651-290-5771. C-1.5. Payment. Payment will be made monthly during the contract period for the total of each service performed during that month. The contractor must submit a monthly invoice that itemizes each service performed in accordance with the CLINs from Section B of this contract. Charges on the monthly invoice must correspond with the daily work logs. The work will be conducted under the general direction of the Contracting Officer and is subject to inspection by appointed inspectors to ensure strict compliance with the terms of this contract. No inspector is authorized to change any provision of the specifications without written authorization from the Contracting Officer, nor shall the presence or absence of an inspector relieve the Contractor from any requirements of the contract. Invoices must contain the name and address that matches the information appearing on the contract. A hard copy invoice, or PDF file if submitting by email, must be submitted on the first business day of each month for the services performed the prior month to:

C-1.6. Period of Performance. TERM OF CONTRACT. The basic term of the basic contract shall be from 01 May 2021 through 30 April 2022 with 4 one year options. The basic Term of Actual On-Site Performance is 01 May 2021 through 16 October 2021. The Terms of Actual On- Site Performance are:
1. Base Term: 01 May 2021 through 16 October 2021.
2. Option Year 1: 01 May 2022 through 16 October 2022.
2. Option Year 2: 01 May 2023 through 16 October 2023.
2. Option Year 3: 01 May 2024 through 16 October 2024.
2. Option Year 4: 01 May 2025 through 16 October 2025.
C-1.7. Orientation. Prior to the start of work, the Government will provide an orientation meeting to the Contractor and its personnel which will include discussion of contract requirements, facility inventory, safety considerations, equipment, administration, and other pertinent information. The contractor will have opportunity to ask questions regarding work covered by this contract.
C-1.8 Acceptance of Work. In accordance with the inspection of services provisions of the contract, clause 52.212-4(a) Inspection/Acceptance, the Contractor shall provide quality products in a timely manner. The Government may require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.
When unacceptable performance occurs, the Contracting Officer will inform the Contractor. This will normally be in writing unless circumstances necessitate verbal communication.
When the Contracting Officer determines formal written communication is required, a Contract Discrepancy Report (CDR) will be given to the contractor.
The contractor shall acknowledge receipt of the CDR in writing. The CDR will specify if the contractor is required to prepare a corrective action plan to document how the contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the contractor has to present this corrective action plan to the Contracting Officer.
The response statement shall identify causes for failure to perform and identify ways to prevent future occurrences of the same performance failures. The Contracting Officer will assess the need for further action, based on past performance and written plan for future incident prevention.
Failure to perform required services in a timely manner may result in payment reduction. Any CDRs may become a part of the supporting documentation for contract payment deductions or other actions deemed necessary by the Contracting Officer.
C.1.9 Suspension of Work. The Contractor may be instructed to suspend a portion of, or all work, due to wet conditions, extended periods of dry weather, construction activities taking place at the location of work, safety hazards, or other conditions that, in the determination of the government, make performance of the work unsafe, place government facilities at risk of damage or loss, or adversely affect the usefulness or value of the work. The contractor will not be compensated for work that has been suspended.
C-2. GARBAGE AND RECYCLE COLLECTION AND DISPOSAL. This section pertains to all waste generated or collected while performing the work under this contract.
C-2.1. Garbage and Recycle Material Containers. The Contractor shall conduct these services four times a week (Tuesday, Thursday, Saturday and Sunday). All garbage cans and recycling containers located in the recreation area shall be emptied unless specified otherwise in this section, other sections or stated by the Corps of Engineers (COE).
C-2.1.1. Emptying. All waste and recycle containers located in the recreation area shall be emptied. If plastic liners are missing, leaking, soiled, or if odors/insects exist, the plastic liner shall be replaced with a 2 Mil liner or greater sized for the container. Containers shall be rinsed/disinfected if an odor exists. Lids and high touch surfaces shall be cleaned and disinfected. Trash that was placed next to the containers shall also be removed and disposed of.
Trash or recyclables that fall on the floor or outside on the ground during the waste removal process shall be picked up and disposed of by the Contractor.
C-2.1.1.1. Garbage Disposal. Garbage collected by the Contractor shall be disposed of in dumpsters on Government property that are provided by the COE. This area will be on Government property shown on the map on C-8. Only garbage collected in the performance of this contract may be placed in the government dumpsters. The COE shall be responsible for the cost of disposal of the garbage in the dumpsters to an approved landfill.
C-2.1.1.2. Recycle Material Disposal. Recycled material collected by the Contractor shall be removed off site and brought to a commercial recycling center to be processed according to all state, federal and local laws.
C-2.1.2. Hazardous Waste Discovery/Notification/Disposal. Hazardous materials or waste discovered by the Contractor shall be reported immediately to the Lead Ranger and disposal shall be the responsibility of the COE.
C-3. SHOWER BUILDING AND RESTROOM CUSTODIAL SERVICES. This section includes the building that is referenced to by name as the shower building (including the main shower building and restrooms, the accessible shower and restroom, laundry and utility room), vault toilets and change house building. The contractor shall provide custodial services as described below. Water is not available at the vault toilets and change house building but can be accessed nearby.
C-3.1. Basic Services. Basic services for the Shower Building shall be performed daily unless otherwise specified. Hours of cleaning/disinfecting shall take place between Noon and 2:00 P.M. These facilities include flush toilets, urinals, showers, sinks, utility sinks, hand dryers, shower seats, handicap bars, etc.
C-3.1.1. Space Cleaning/Disinfecting. The following work requirements shall be performed when building services are scheduled.
C-3.1.1.1. Sweeping/Dust Mopping. Concrete, tile or resilient flooring shall be swept, vacuumed or dust mopped to remove all loose dirt, dust, and debris.
C-3.1.1.2. Emptying Waste/Sanitary Napkin Containers. All waste/sanitary napkin containers shall be serviced daily in accordance with the section C-2: Garbage and Recycle Collection and Disposal.
C-3.1.1.3. Cleaning/Disinfecting. All equipment, horizontal ledges, sills, walls, doors and partitions shall be wiped clean and disinfected with an approved bleach solution or equivalent.
Ceilings, lights and screens shall be kept free of dirt, spider webs, insect matter, stains and debris. Miscellaneous hardware and bright metal work shall be wiped clean and disinfected.
Drinking fountains shall be cleaned and disinfected; all surfaces shall be free of stains, smudges, and scale.
C-3.1.1.4. Damp Mopping. Floors shall be damp mopped with an approved cleaning solution/disinfectant to remove dirt, streaks, smears, stains and then dried.
C-3.1.1.5. Cleaning Building Exteriors. Building exteriors shall be inspected daily and made free of spider webs, insects, and bird matter.
C-3.1.1.6. Cleaning and Unplugging Drains. All drains including sinks, toilets, urinals, and floor drains shall be cleaned and kept free flowing during each building service. Plugged drains shall be unplugged and cleaned up to and including the drain trap.
C-3.1.2. Restroom/Shower Services. In addition to the requirements specified for space cleaning, the following requirements shall be performed when building services are scheduled.
C-3.1.2.1. Cleaning/Disinfecting. Restroom fixtures, including toilets, toilet risers, urinals, showers, benches, hand dryers and sinks shall be cleaned inside and outside then disinfected using an approved disinfectant and shall be free of hard water, mildew and other stains and odors. An approved toilet bowl cleaner shall be used to clean the urinals, toilets and toilet risers.
Brushes, sponges, and cloths that have been used to clean on or around toilets, urinals and floors shall not be used to clean sinks, showers or any other surfaces. Mirrors shall be cleaned and polished. All metal fixtures and hardware shall be cleaned and disinfected. If present, shower/toilet stalls and dressing rooms shall be considered part of the restroom and cleaned according to the specifications in section C-3.
C-3.1.2.2. Servicing. Servicing restrooms shall include inspecting, cleaning, and replenishing supply dispensers. Restroom supplies include, but are not limited to toilet tissue, sanitary napkin bags, urinal mats, hand sanitizer, air-borne deodorizers and soap. The contractor shall stock restrooms with sufficient supplies to insure they will last until the next scheduled service. If dispensers become empty before the next scheduled servicing due to unexpected extremely heavy usage, the COE will replenish them with supplies provided by the contractor. Soap dispensers that are clogged or slow acting shall be serviced. Shower curtains shall be inspected and cleaned during each cleaning. If signs of mildew or deterioration are present, the Contractor shall notify the Lead Ranger and will install new curtains that are supplied by the Government.
C-3.1.2.3 Vault Toilet Non Routine Servicing. The contractor shall treat each vault toilet with an approved air-borne deodorizer to reduce odors. The deodorizer shall be placed away from view of the public and disposed of when no longer useful. The air-borne deodorizer shall be supplied by the contractor and shall be exchanged so that the air-borne deodorizer can be detected upon entering the vault toilet, typically every two weeks. In addition, the contractor shall notify the Lead Ranger when the waste level in the vaults rise to within 2 feet from the riser of the vault or if the waste odor becomes excessive and the vault will be pumped at the Governments’ expense.
C-3.1.3. Utility Sinks. Sinks, washtubs, etc. shall be cleaned/disinfected as stated in restroom/shower services.
C-3.1.4. Miscellaneous Services. The following work requirements shall be performed when building services are required.
C-3.1.4.1. Utility Room. The shower building utility room is not available to the public but shall be maintained in a neat and clean condition. Contractor may utilize the utility room to store cleaning equipment and materials. Chemicals must be kept in labeled containers suitable for its contents and stored in secondary containers to contain spills or leaks. A Safety Data Sheet (SDS) for each chemical must be submitted to the Lead Ranger prior to use. Flammable materials must be kept away from furnaces and water heaters and stored in flammable storage containers.
C-3.1.4.2. Ducts and Vents and heaters. All vent and duct covers and heaters shall be inspected and dust and other debris shall be cleaned when present.
C-3.1.4.3. Concrete Aprons and Sidewalks. All concrete aprons and sidewalks adjacent and leading to all restroom facilities shall be swept/blown free of sand, dirt, grass, leaves, etc.
C-4. FISH CLEANING HOUSE/STATION CUSTODIAL SERVICES.
C-4.1. Basic Services. The Contractor shall perform inspections of the fish cleaning house/station and provide custodial services daily.
C-4.1.1. Floors. Concrete flooring shall be swept to remove all loose dirt, dust, debris, fish scales and other fish parts. The floor shall be thoroughly cleaned with water containing disinfectant and rinsed with clean water.
C-4.1.2. Tables. Tables shall be free of fish scales, fish parts, and other debris. The table shall be thoroughly cleaned with water containing a disinfectant and then rinsed with clean water.
C-4.1.3. Interior Walls. Fish scales, fish parts, cobwebs, insects, and all other debris shall be removed from the ceiling, walls, screening, and other surfaces.
C-4.1.4. Building Exterior. The buildings exterior shall be free of cobwebs, insects, bird matter, and other debris.
C-4.1.5. Floor Drains. Drains shall be maintained free of trash and organic matter and be free flowing.
C-4.1.6. Fish Waste. The contractor shall dispose of fish waste generated from the cleaning requirements for the fish cleaning house/station as directed by the Lead Ranger in Government provided dumpsters. Fish waste shall be contained in a heavy duty liner to control odors and material from leaking into the dumpsters upon disposal.
C-4.1.7. Waste Containers. All waste containers shall be disposed of as directed in the C-
2.1.1.1. Garbage and Recycle Collection and Disposal Section.
C-5. OFFICE BUILDING CUSTODIAL SERVICES. This section includes the public use areas of the main office building. Areas to be cleaned consist of restrooms, entrance foyer and conference room.
C-5.1. Basic Services. Basic services shall be met four days a week on Monday, Wednesday, Friday and Sunday unless specified below. Scheduled cleaning times must be coordinated with and approved by the Lead Ranger.
C-5.1.1. Space cleaning. The following work requirements shall be performed when building services are scheduled.
C-5.1.1.1. Sweeping/Dust Mopping. Concrete, tile or resilient flooring shall be swept, vacuumed or dust mopped to remove all loose dirt, dust, and debris.
C-5.1.1.2. Emptying Waste Containers. All waste containers shall be serviced in accordance with the section C-2: Garbage and Recycle Collection and Disposal.
C-5.1.1.3. Cleaning/Disinfecting. All equipment, horizontal ledges, sills, walls, doors, and partitions shall be wiped clean and disinfected with an approved cleaner and disinfectant.
Miscellaneous hardware and bright metal work shall be wiped clean and disinfected.
C-5.1.1.4. Cleaning Walk-off Mats. Each time floors are swept/dust mopped or vacuumed, walk-off mats in that area shall be cleaned. Soil and moisture underneath mats shall be removed and the floors cleaned as appropriate along with the rest of the floor. Mats shall be returned to their original locations afterward.
C-5.1.1.5. Damp Mopping. Prior to damp mopping, floors shall be swept/dust mopped or vacuumed. Floors shall be damp mopped with an approved cleaning solution/disinfectant to remove dirt, streaks, smears, stains and then dried. (Service shall be performed weekly on Mondays.)
C-5.1.2. Restroom Services. In addition to the requirements specified for space cleaning, the following requirements shall be performed when building services are scheduled.
C-5.1.2.1. Cleaning/Disinfecting. Restroom fixtures, including a toilet, urinal, and sinks shall be cleaned inside and outside then disinfected using an approved cleaner/disinfectant, and shall be free of hard water, mildew and other stains and odors. An approved toilet bowl cleaner shall be used to remove stains from the toilet. Brushes, sponges, and cloths that have been used on or around toilets, urinals and floors shall not be used to clean sinks, showers or any other surfaces.
Mirrors shall be cleaned and polished. All metal fixtures and hardware shall be cleaned and disinfected.
C-5.1.2.2. Servicing. Servicing restrooms shall include inspecting, cleaning, and replenishing supply dispensers. Restrooms supplies include, but are not limited to, paper towels, toilet tissue, and soap. The contractor shall stock restrooms with sufficient supplies to insure they will last until the next scheduled service.
C-5.1.2.3. Storage Shed. The storage shed shall be maintained in a neat and clean condition.
The contractor may utilize the shed to store cleaning equipment and materials. Chemicals must be kept in labeled containers suitable for its contents and stored in secondary containers to contain spills and leaks. A SDS for each chemical must be submitted to the Lead Ranger prior to use.
C-5.1.3. Entrance Doors. Glass shall be cleaned with an approved glass cleaner and be free of tape, streaks, smears, or fingerprints. The office building entrance door shall be cleaned during each office building service both on the interior and exterior. All debris shall be blown or brushed away from the door entrance.
C-6 MISCELLANEOUS
C-6.1. Vandalism. Acts of vandalism, witnessed or discovered by the Contractor, shall be reported immediately to the Lead Ranger.
C-6.2. Performance. The Contractor shall have an on-site supervisor/point of contact who is experienced and responsible.
C-6.3. Physical Qualifications of Employees. The Contractor shall be responsible for ensuring that the Contractor’s, and subcontractor’s employees utilized in performing the work of this contract be physically and emotionally qualified for performing the duties to which each is assigned. Some factors to be considered by the Contractor in making work assignments are strength, endurance, agility, coordination, health, and visual and hearing acuity.
C-6.4. Employee Appearance. The contractor shall furnish his/her employees with uniforms consisting of long or short sleeved shirts with collars, long pants and steel-toed shoes and all personal protective equipment required under EM385-1-1. All uniforms shall be of the same color and style. Uniforms will be maintained in a serviceable condition without rips, holes, missing buttons, etc. The contractor shall ensure that the uniform is regularly cleaned so that when worn it is clean, neat, and presentable. Workers not meeting the criteria specified above shall not be allowed to perform duties under this contract until such time as the uniform violations have been corrected.
C-6.5. Detailed Work Schedule. Detailed work schedules indicating the days and hours of performance of all the work specified herein shall be submitted for approval within 10 calendar days after receipt of a fully executed contract. No deviations from the approved work schedule will be approved or permitted without written direction from the Lead Ranger. Work schedules must be approved prior to commencing the work specified under this contract.
C-6.6. Safety and Security Requirements. The contractor shall comply with all requirements of the Occupational Safety and Health Act (OSHA) and the standards of the Corps of Engineers Manual EM 385-1-1, Safety and Health Requirements Manual. To view go to:

Cloth face covers and/or additional personal protective equipment may be required along with COVID-19 related reporting requirements as part of this contract.
If the Contractor fails or refuses to promptly comply with all safety and security requirements as specified herein, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop shall be made subject to claim for extension of time or for excess costs or damages to the Contractor.
Also, the Contractor will not be paid for work not performed as a result of the stop order.
C-6.7. Keys. The Contractor will be furnished a set of keys to those buildings and areas where access is necessary to perform the work described herein or as determined to be necessary by the Contracting Officer. The Contractor or the Contractor’s employees are not authorized to make duplicate keys. The Lead Ranger will furnish any additional keys required by the Contractor.
The security of the keys shall be the responsibility of the Contractor. Lost keys will be reported to the Lead Ranger immediately.
C-6.8 Government Supplied Items. The government will furnish or make available to the contractor an 8’x12’ shed to store equipment and supplies associated with this contract and supply required utilities and materials identified in the specifications of work.
C-6.9 Protection of Government Property. During work execution, the Contractor shall take special care to protect Government property including furniture, walls, baseboards, and other surfaces. Accidental splashes shall be removed immediately. Damage resulting from Contractor operations shall be repaired by the Contractor, including painting, refinishing, or replacement (if necessary), at no additional cost to the Government.
C-6.10 Daily Work Checklists. A work checklist will be completed daily and given to the Lead Ranger for review and documentation. The checklist will include, at a minimum, all information contained in the sample checklist in section C-6.11.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision--
“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
