Scope of Work for Sole Source Valley County Weed Contract

The Bureau of Land Management has identified Invasive and Noxious weeds as a priority to be addressed on public lands. The Glasgow FO has partnered with the local Valley County Weed District for the last twenty years to achieve this goal. We have decided to continue to use contracting this year to treat weeds within the county on BLM administered lands. As we have a long working relationship with the local Weed District, Supervisor, and board, a contract with the County is the best course of action to achieve our goals.

A sole source contract is appropriate in this case, given the nature of the work being done and the parties involved. The work will involve crossing over mixed ownership land, made up of private, county, state, and federal.

The county has the authority to do this while enforcing state and county weed regulations. This authority would not exist for a private sector contractor. A private sector contractor would also be required to have additional federal applicator training, which the County already has.

This contract between the BLM and Valley County Montana is under the authority of 16 USC 213a: The Good Neighbor Authority
