Special Notice of Intent to Sole Source 140M0126Q0029 Synopsis:
This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Deviation Parts FAR 12.201-1(c)(2)(i), Simplified Solicitation Procedures, and FAR 12.102(a), Restricting Competition, and FAR 5.101(a), Presolicitation Notice.
The U.S. Department of the Interior (DOI), Office of Acquisition and Property Management, on behalf of the Bureau of Ocean Energy Management (BOEM), is the contracting office for this procurement. The purpose of this notice is to announce the Government’s intent to award a sole source Purchase Order to KAPPA North America, Inc., 1500 Citywest BlVD STE 741, Houston, TX 77042-2553, for PTA Software.
BOEM requires software capable of performing pressure transient analysis (PTA). The software must have the following technical criteria. Data Input and Processing: ability to load standard Excel and ASCII file formats, accept PVT datasets, run QAQC on pressure gauge data, run shut-in extrapolations and deconvolution. Diagnostic analysis through plotting methods: log analysis, semi-log and other plotting such as Horner, square root, and tandem. Analytical modeling: scaled to various boundaries, including wellbore, well, and reservoir and able to change and accept different fault boundaries. Numerical Models: 2D and 3D capabilities. Post Model manipulation: change parameters to improve fits and run the same model with multiple parameters. Run multiple types of pressure tests: standard pressure transient tests, downhole tests, multi-rate gas tests, multi-layer tests.
In addition to the above requirements, the PTA software must provide results and interoperability with other applications that will be purchased in the future. These additional applications must perform rate transient analysis, formation tests, fluid modeling, and results that may be run through numerical modeling software.
Kappa Engineering is the only source capable of providing the PTA technical criteria required along with interoperability with other applications. The purchase order award will have a period of performance 12 months from award. The anticipated award will be a twelve (12) months base period of performance and four (4) twelve (12) months option years for a total of sixty (60) months. The applicable NAICS Code is 541519 (Other Computer Related Services).
This is NOT a request for competitive quotes. The intent of the Special Notice is for “informational purposes” only. However, any and all information received by the point of contact (POC) listed below, by 9:00 a.m., ET, Monday, June 15, 2026 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
