PRE-SOLICITATION NOTICE
DEPARTMENT OF DEFENSE (DOD), PENTAGON FORCE PROTECTION AGENCY (PFPA)
CONTRACT SECURITY OFFICER (CSO) SERVICES (ARMED/UNARMED) CONTRACT
SYNOPSIS:
This is a pre-solicitation notice for the Contract Security Officer (CSO) Services (Armed/Unarmed) Contract in support of the Department of Defense (DoD), Pentagon Force Protection Agency (PFPA). The PFPA mission is to provide force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and for DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR). This responsibility includes security of the buildings; identification passes; anti-terrorism and force protection; chemical, biological, radiological and nuclear protection and detection; and other key functions. In order to fully respond to the responsibilities of the mission, PFPA requires contracted security personnel to provide protection of its facilities, physical assets, and all related operational activities for designated locations within the NCR.
SCOPE:
This contract shall require the contractor to support and enable PFPA’s mission by delivering the highest quality security services available focused on supporting the accomplishment of the PFPA core mission of protection and security for all constituents in PFPA’s area of responsibility. Ensuring that all security posts are staffed, patrolled, and inspected according to the contract and applicable standards and that all Entry Control Points (ECP) are fully secured to ensure no unauthorized entries occur for the safety and protection of all personnel at the designated post locations
The Contractor shall furnish the necessary management, quality control, supervision, personnel, training, equipment, supplies, and clothing (except as provided by the Government or otherwise specified) to provide fit, trained, and professional armed security services for the PFPA. CSOs will be responsible for protecting life and ensuring a safe environment for all personnel including DoD employees, official guests, and visitors within the assigned buildings by preventing unauthorized access to facilities; maintaining order at DoD facilities; and, deterring, recording, and reporting criminal activity in and around assigned facilities. CSOs are responsible for access control, foot patrol, building and grounds security, and safeguarding information and classified Government materials located at owned, leased, or controlled DoD facilities throughout the NCR.
Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a single Firm Fixed Price
(FFP) contract. The anticipated with a period of performance of a Base-year and Four Option Years. NAICS:
561612 – “Security Guards and Patrol Services”.
All interested and responsible sources are encouraged to submit a proposal that the agency shall consider. The approximate acquisition is as follows: This synopsis will be posted for approximately fifteen (15) days. No paper copies will be mailed. Once the solicitation is posted on SAM.gov, the offerors will have approximately thirty (30) days to submit proposals. All dates are subject to change and any change will be posted on this site.
