AMENDMENT 1
CONTRACTOR QUESTIONS/GOVERNMENT ANSWERS
1. My question is, what is the estimated amount of each task order or amount per year?
This will be a Best Value Trade Off contract with a single award. There will be no task orders.
2. Also, to provide bonding, how are wanting this cover like 20% or 100% bonding on what amount? My bonding agent will want to know the amount I need to request.
ANSWER:
In accordance with FAR 52.228-15 Performance and Payment Bonds – Construction: (should be provided within 10 days of successful award)
(b) Amount of required bonds. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:
(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.
(2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.
(3)Additional bond protection.
(i)The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price.
In accordance with FAR 228-1, Bid Guarantee: (Bid Bond – should be provided with your Bid)
(b) …The amount shall be adequate to protect the Government from loss should the successful bidder fail to execute further contractual documents and bonds as required. The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. When the penal sum is expressed as a percentage, a maximum dollar limitation may be stated.
3. Last, I am CVE Certified, however, we used 236220 to cover this type of work. So I never requested the NAICS Code you are requesting which is 712120 - Historical Sites I'm sure a lot of us don't have this number. I can request it now and get it but I know most times you need the code before the solicitation comes out. Please let me know if I should proceed ASAP so we can prepare our bid.
ANSWER:
The NAICS code is accurate as it covers the intent of the project. The level of specialization is required given the historic nature of the project. Based on this response from the Project Delivery Team, the NAICS Code will remain 712120 – Historical Sites.
4. Section 04 01 00.91 Page 20; 3.5.2.1 Wall Preparation (C) - calls for hand chiseling only of vertical joints. As the cementitious mortar overlaps onto stone, damage to the stone will likely result.
Question - Will a "Center cut" be allowed at vertical joints with power tools in areas that Have hard cementitious joints, to relieve pressure?
Acceptable after sample work is done and approved to ensure no harm is being done to the stone with the cutting.
The joint cut by the power tool should be no more than ¼” wide.
Question - is water available in areas throughout the cemetery or should we plan on suppling water to each wall section?
NCA policy is that water be supplied by the contractor throughout the project.
5. Spec 04 01 00 .91 Pg. 10; sec. 1.6.6.6 joint sealant install requires caulking samples for capstones and curbing at the site visit we were told no caulking
Question - does this project require caulking at capstones and other areas?
The specs should read that all joints are to either be grouted or mortared. Caulking is not an appropriate material for masonry joints as it has a short life cycle.
6. Wage rates given in General Decision Number: MO20200001 04/24/2020 contain no wage rates for Bricklayer, only Cement mason. Cement Mason is used generally speaking of Cement finishers, not masons.
Looking at wage rates in MO20200070 5/8/2020 Building Construction " Bricklayer wages are as follows: Wages $32.72 fringes $18.30 This would be $ 7.38 higher than if using the Wages for cement mason.
Question - are we to use wage rates given and use "Cement Mason" even though this may be the wrong classification?
The more specialized trade should take precedence.
7. Solicitation Pg. 5 of 99 Paragraph 6 states the following: 6. Bidders are encouraged to pay particular attention to the requirements on lab “validation” in Section 01 14 40 of the contract specifications.
Question - There does not appear to be a 01 14 40 in the spec. should we ignore paragraph 6?
Section 01 14 40 should be Section 01 45 00.00 10
8. Large portions of wall sections have been smeared with cementitious mortar from past repointing campaigns, Question - is the intent to remove these "smears" from the wall surface 100%?1. Scope calls for washing wall only where work is to be done, not entire wall sections.
The entire wall should be washed, with the best resolution possible that won’t damage the historic stone.
Section 04 01 00.91 Page 17: 3.4 MASONRY CLEANING (MTR-1)
9. It is not the intention of this specification to clean all masonry surfaces. Only those specific areas that require repointing work shall be cleaned to ensure proper bond strength of the new replacement mortar. Thus it is understood"
Question - This requirement will give the wall a very uneven look aesthetically, would washing 100% of all wall sections be considered?
Yes – it is preferred that all sections be cleaned/washed.
10. Washing requirement calls for gentlest means, from hand scrubbing to Pressure washing
Section 04 01 00.91 Page 17-18
Question - As time involved in hand scrubbing is much longer then pressure washing, labor costs increase dramatically. How will this labor cost difference be addressed?
Hand washing the oldest section with water and stiff bristle brush is the required method. Pressure washing below 300 psi with approved masonry cleaners is allowed on the newer sections.
Question - Does waste water from washing need to be collected and removed from site or once PH of waste water is raised or lowered can it be dumped on site Collected water should be______________**
**THIS QUESTION WILL BE ANSWERED IN COMPLETION AND UPLOADED LATER AS AN ADDENDUM DOCUMENT TO AMENDMENT 1; OR AS AMENDMENT 2. PLEASE BE SURE TO CHECK betaSAM.gov DURING THE BID EXTENSION
TIMEFRAME.
11. The raised ribbon joints on the boundary wall is much larger than the joint itself, covering large areas of stone adjacent to the joint. Damage to the stone is occurring and can be seen where the ribbon joints have failed. If a smaller raised ribbon joint is to be used it will not match up to areas that require no work.
Question - Is the intent to replace with the same size joint profile, covering the stone again with Cementitious mortar? No – tool as smaller ribbon joint. This will differentiate between the period of repairs. Areas where smaller tool joints are used will be noted on the as-builts at the end of the project.
12. Portions or the boundary wall have a concave joint profile, not typical in stonework.
Question - Is this same joint profile to be used during this re-point campaign?
Flat joint is preferred on the oldest sections of the walls. Newer sections the joints are to be matched.
13. Boundary wall is not 100% re-point but varies between 5% and higher.
Question - Who decides where this percentage re-pointing will take place?
Please refer to the wall survey to determine the percentage of repointing.
Question - If it is the client who decides this, will they be onsite at all times?
14. Question - Does the Historical Consultant need to be onsite at all times or just for the ASTM E2659 training requirement.
Reference Section 04 01 00.91 Para. 1.6.2.1 Historic Masonry Consultant Requirement to hire a Historic Masonry Consultant is deleted from the solicitation. See revised Section 04 01
00.91 provided with this amendment.
15. Reference Section 04 01 00.91 Para. 1.6.2.1 Historic Masonry Consultant of the project specifications.
Secure the services of a historic masonry consultant with a minimum of 25 years of experience applying NPS Hist Prop as they relate to the work in this section.”
This requirement differs for the the UNIFIED FACILITIES GUIDE SPECIFICATIONS dated April 2020 SECTION TABLE OF CONTENTS DIVISION 04 - MASONRY SECTION 04 03 00 CONSERVATION TREATMENT FOR PERIOD MASONRY – states “1.5.2 Qualifications 1.5.2.1 Historic Masonry Consultant a. Secure the services of a historic masonry consultant with a minimum of 10 years experience applying NPS Hist Prop as they relate to the work in this section.”
Question – please clarify the years of experience required for the masonry consultant, and if 25 years is the requirement, can the USACE provide a list of acceptable consultants that meets this criterion.
Requirement to hire a Historic Masonry Consultant is deleted from the solicitation. See revised Section 04 01
00.91 provided with this amendment.
16. Center stone wall is calling for Type L using Hydrated lime: Center Stone Wall: NPS TPS Brief 2, Type “L”, 1 parts hydrated lime and 3 parts aggregate.
Question - Should we bid this wall with the use of Lime Putty or Natural Hydraulic Lime?
Natural Hydraulic Lime
17. Question – may we obtain a copy of the sign in sheet from the site visit.
Sign in sheet with the contractor attendance is provide per this amendment.
