STATEMENT OF WORK
GRAVITY SEWER LINE REPAIRS
U.S. ARMY CORPS OF ENGINEERS
B. EVERETT JORDAN DAM AND LAKE
2080 JORDAN DAM ROAD
MONCURE, NC 27559
1.0 INTRODUCTION
1.1 Objective
The objective of this project is to replace approximately 200 feet of existing sanitary sewer line and complete a manhole rehabilitation. The existing sewer pipe material is expected to be a combination of vitrified clay (VC) and polyvinyl chloride (PVC), but other pipe materials including cast iron could be encountered.
1.2 Location of Work
The work area is located adjacent to a Visitor Center and maintenance area at 2080 Jordan Dam Road in Moncure, North Carolina. See site map (Attachment 1) and (Attachment 2) for an aerial view of the work locations. The area is owned and managed by the U.S. Army Corps of Engineers, Wilmington District. See photographs (Attachment 3) and (Attachment 4) for a ground level view of the site conditions showing the extent of the sewer line designated for replacement.
1.3 Work Schedule
Normal working hours for the contractor shall be Monday through Friday (0700-1630), unless otherwise specified, or as specifically approved in advance by the Contracting Officer Representative (COR). All federal holidays shall be observed by the Contractor and no work shall be performed on-site other than what is specified in this statement of work and what is permitted by specific approval by the COR.
1.4 Pre-Proposal Site Visit
Interested vendors may schedule a site visit with Mr. Chad Eller, Civil Engineer Technician, at (919) 542-4501 or (919) 846-9332
1.5 Schedule
The contractor shall commence work under this contract within FIFTEEN (15) days upon issuance of contract award. All work shall be completed within 90 days of contract award. The time stated for completion shall include final cleanup of the premises.
1.6 Payment
All costs for labor, materials, equipment, tools, supplies, and incidentals necessary to complete this contract shall be included in the total price of the quote.
2.0 DESCRIPTION OF SERVICES
The tasks of this Scope of Work are described as follows:
2.1 Display of signage around work area
Contractor shall erect warning signage for the public’s safety around job site at a mutually agreed upon distance with the COR for the duration of work.
2.2 Replacement of existing sewer line at maintenance compound
*Before any excavation takes place, the contractor shall be responsible for locating all underground utilities*
The work shall include but not be limited to the following:
-Excavate trench to expose the entire run of sanitary sewer line slated for replacement.
-Remove and dispose of approximately 70 feet of existing 4-inch diameter sanitary sewer piping. Average pipe depth is estimated to be 5.5 feet.
-Prepare the bottom of the trench for the installation and bedding of the new PVC pipe by removing an additional 4” of soil and bedding with #67 gravel.
-Install new 4-inch SDR 26 polyvinyl chloride (PVC) sanitary sewer pipe. Contractor shall also install a 4-inch vertical cleanout that is flush with the finished grade at the repair site closest to the maintenance building (Attachment 5). New PVC sewer pipe shall connect to existing pipe ends using an elastomeric fitting/coupling and installed using manufacturer recommendations. Once installed, the new PVC pipe shall be embedded to a level even with the top of the pipe with #67 gravel.
-Once the new sewer pipe is embedded and the connections to the existing sewer lines are made, the trench can be compacted up to the existing grade with the previously excavated material, taking care to remove any rocks greater than 4-inches across. Any excess soil/rock can be disposed of on-site at a COR-approved location.
-Prepare the disturbed site for placement of a hard fescue-clover blend. Minimum seed specifications are 98% purity and 90% germination rate. Seed shall be spread at a rate of 5 lbs/1000 sq ft. Site shall be tamped after seed is disbursed and covered in straw at a rate of 80 lbs/1000 sq ft. Straw shall contain no mold or fertile seed.
2.3 Replacement of existing sewer lines at Visitor Center
*Before any excavation takes place, the contractor shall be responsible for locating all underground utilities*
*The contractor shall abandon in place an existing 4” PVC sewer line from a cleanout at the corner of the
Visitor Center building to a manhole adjacent to the Visitor Center.
The work shall include but not be limited to the following:
-The contractor shall excavate a trench between the cleanout and manhole where a new 4” (minimum DR11) HDPE pipe will be installed to replace the abandoned sewer line. The HDPE pipe shall have a light-colored interior for future camera inspections. The contractor will have two options for installing the new sewer line (see Attachment 2 for visualization):
-Option 1 will be a curved alignment that could allow the use of a single pipe and reduce the need for pipe joining. If the contractor selects this option, the amount of deflection in the HDPE pipe shall not exceed 75 percent of manufacturer recommendations.
-Option 2 is to follow the original path of the sewer line and replace the 90 degree pipe angle with (2) 45 degree pipe angles. The sewer line depth for the existing line ranges from 2-4 feet.
-Prepare the bottom of the trench for the installation and bedding of the new HDPE pipe by removing an additional 4” of soil and replacing with #78 gravel or sand. Once installed, the new HDPE pipe shall be embedded to 6” above the pipe crown with #78 gravel or sand.
-Connection of the new HDPE inlet pipe to the manhole shall be accomplished by machine coring the existing opening and the installation of a properly sized neoprene rubber boot. All non-rubber boot components shall be made of stainless steel.
-Once the new sewer pipe is embedded completely and the connections to the existing sewer lines are made, the trench can be compacted up to the existing grade with the previously excavated material, taking care to remove any rocks greater than 4-inches across. Any excess soil/rock can be disposed of on-site at a COR-approved location.
Temporary blocks or restraints (if used) must be removed before installing the final backfill material
-The contractor shall then excavate a trench to expose the approximately 25 feet of 4” PVC sewer pipe from the manhole downstream to an existing joint.
-Remove and dispose of existing PVC sewer pipe. Pipe depth is estimated to be approximately 4.5 feet.
-Prepare the bottom of the trench for the installation and bedding of the new PVC pipe by removing an additional 4” of soil and replacing with #67 gravel.
-Install new 4-inch SDR 26 polyvinyl chloride (PVC) sanitary sewer pipe. New PVC sewer pipe shall connect to existing pipe end using an elastomeric fitting/coupling and installed using manufacturer recommendations.
-Connection of the new PVC outlet pipe to the manhole shall be accomplished by machine coring the existing opening and the installation of a properly sized neoprene rubber boot. All non-rubber boot components shall be made of stainless steel.
-Once installed, the new PVC pipe shall be embedded to the pipe crown with #67 gravel.
2.4 Manhole rehabilitation
-The Contractor shall furnish all labor, materials, and equipment required to clean, grout, patch, and/or seal the manhole. See (Attachment 6) for existing conditions of the manhole.
-Prior to any rehabilitation efforts, all portions of the manhole to be coated shall be cleaned of all dirt, roots, loose particles, corroded or damaged materials, oils, grease, curing compounds, and chemical contaminants.
