DESCRIPTION AND SPECIFICATIONS
C-1 GENERAL
Mississippi, Atchafalaya, and Red Rivers and Old River Control Channels Revetment Maintenance Surveys
A. Revetment Maintenance Surveys: The Contractor shall perform all services necessary to produce multibeam and conventional hydrographic survey data required to monitor existing conditions of revetments on the Mississippi, Atchafalaya, and Red Rivers and Old River Control Channels. The limits of the revetment maintenance surveys required under this contract are shown in Attachment J (Revetment Maintenance Sites and Survey Area Boundary Limits).
B. Obstructed Areas: The survey area boundaries are considered the minimally acceptable survey footprint of revetment sites.
Obstructed areas that are found within the footprints as a result of obstacles such as docks, piers, pile clusters, moored ships, and moored barges shall be surveyed via multibeam, single beam or conventional methods.
C. Survey Area Boundaries: The survey area boundaries include the subaqueous river bed protected by the revetment, 200 feet channelward from the toe of the revetment, 500 feet upstream and downstream of the revetment, and the area between the water’s edge and the top of the revetment.
C-2 TECHNICAL PROVISIONS
A. Compliance
All surveys shall be performed in accordance with the special provisions contained herein and comply with procedures outlined in the "U. S. Army Corps of Engineer Manuals”, EM-1110-2-1003, Hydrographic Surveying, and EM-1110-1-1005, Engineering and Design: Control and Topographic Surveying; and the current USACE New Orleans District Minimum Survey Standards, Ed. 4 and subsequent editions. The measurement, alignment, calibration tests, and quality assurance procedures and criteria standards shown in the manuals shall be followed. W912P820R0016 http://www.usace.army.mil/inet/usace-docs/eng-manuals http://www.mvn.usace.army.mil/Missions/Engineering/SurveySection /SurveyingGuidelines.aspx.
b. Horizontal Control
1. The horizontal coordinates of the existing revetment area boundaries, LMS baseline and revetment range lines will be furnished by the Government, and will be referenced to the North American Datum 1983 (NAD83), U.S. Survey Feet, Louisiana South Zone 1702 State Plane Coordinate System. The data furnished will show the revetment survey boundaries and/or the baseline and revetment range layout. The data will be delivered by the electronic file transfer system specified by the Government.
2. All surveys shall be referenced to the most recent National Geodetic Survey (NGS) horizontal datum and epoch, U.S. Survey Feet, and State Plane Coordinate System Louisiana South Zone 1702.
3. Hydrographic Survey Positioning: An automated positioning system utilizing a minimum of Differential Global Positioning system (DGPS) shall be used in making the hydrographic surveys.
Control to be used shall be the Coast Guard navigational beacon broadcast signal. The Contractor shall have a beacon receiver on board for positioning of the survey vessel(s).
C. Vertical Control
All survey data shall be converted and/or reduced to the North American Vertical Datum of 1988 (NAVD88), epoch 2004.65 or other vertical datum and epoch as specified by the Government. The water surface elevation at the range line will be determined from the nearest automatic gage or by prorating from the gage upstream and downstream from the revetment site.
D. Survey Data
1. The Contractor shall store all raw data files of all single beam and multibeam hydrographic surveys. The raw data files shall contain all original, uncorrected, time-tagged observations, included but not limited to, separate time-tagged data files for all multibeam depths, QC indicators, sound velocity, tides, drafts, roll, pitch, yaw, heave, daily sound velocity profile casts, patch test data, performance test data and statistics, etc.
2. The Contractor shall reduce, edit, and correct all hydrographic survey data. Each revetment site shall be in its own directory. The Contractor shall compress the data using Win-Zip or other file compression software and transfer data on an electronic file transfer system specified by the Government.
After the file has been transferred, the Contractor will notify the COR by E-mail that the transfer is complete.
C-3 SPECIFIC TECHNICAL PROVISIONS
A. Multibeam Surveys of Mississippi, Atchafalaya, and Red Rivers and Old River Control Channels Revetment Maintenance Sites
1. General. All survey area boundaries shall be surveyed using a multibeam system. Single beam profiles will be collected over the multibeam areas and maybe collected concurrently with the multibeam data. This will be done as a quality control check of the multibeam data. If the single beam is collected concurrently with the multibeam, it will need to be one of the following: 1) a frequency difference of more than 25% from the multibeam, or 2) if a different frequency isn’t possible, then the single beam transducer must be physically located on the boat at a distance such that there is no overlap between the single beam’s footprint and the multibeam’s footprints. These procedures will ensure that there is no “cross-talk” between the two systems. The contractor shall perform 100% full bottom coverage surveys of all the revetment survey sites. Prior to performing the survey, the Contractor shall inspect each survey site to determine where waterway obstructions prevent the use of automated positioning and sounding equipment for portions of the survey. The Contractor must notify the COR of any observed obstructed areas and receive concurrence before completing or negating surveys of the obstructed site. Any surveys of obstructed areas acquired without concurrence of the COR will be surveyed at the Contractor's risk.
If negated without concurrence of the COR, the Contractor will survey the area if the COR deems it a viable survey site. The Contractor shall place a note on the Quality Control Report indicating why the survey was terminated at the riverside of an obstruction. If possible, in areas where obstructions prevent making automated positioning surveys possible, the Contractor shall make adjustments to the survey equipment (i.e. angling the multibeam transducer head) to acquire the maximum hydrographic survey data possible under surface obstructions.
2. Maximum Beam or Swath Width Angle. Beam or swath width should not exceed the indicated values, unless independent QA performance test results indicate depth accuracies can be achieved with wider arrays. Excessive footprint size should be avoided by reducing the beam or swath width. The recommended beam or swath width angle is 120 degrees with 90 degrees utilized. The outer 15 degrees of data is used as overlap. If the multibeam transducer head is tilted to obtain the maximum coverage of the areas to be surveyed, the maximum allowable beam or swath width angle will be 75 degrees from nadir (most vertical beam), and will only be allowed on the data file that is collected closest to the bank line. No overlap will be required on these most extreme outer beams.
3. Beam Overlap. All multibeam data shall be collected with a 50% side overlap (i.e., 200% bottom coverage).
4. Sound Velocity and Bar Check Calibrations. Sound Velocity Profile casts should be taken at the start and end of every survey day. They shall be taken directly in the work area at a density such that the water column is adequately modeled. A QC Bar Check should be made under the center beam, if feasible. Bar check procedures should follow those prescribed for single and multiple-transducer systems.
5. System Alignment and Patch Test Calibrations. Multibeam system alignment checks and patch tests will be performed as indicated within the Hydrographic Surveying EM-1110-2-1003. If the contractor believes that a change to the multibeam system alignments has occurred, or when mandatory QA Performance Tests indicate that the data is not meeting standards, the alignment checks and patch tests will be performed more often.
6. QA Performance Tests. Performance tests on multibeam data are essential and mandatory. They shall be performed at the start of each new project and periodically during a project. The time interval needed between QA performance tests will depend on the consistency of test results. The maximum mean bias computed between two data sets should not exceed the indicated tolerances.
The allowable standard deviation is a function of the project depth, as indicated in Table 3-1 of EM 1110-2-1003, 30 Nov 13.
7. Maximum Survey Speed. Recommended maximum velocities are prescribed to ensure data integrity. Further limitations may be required for multibeam systems to ensure 100% or greater forward (along-track) coverage or object detection. The speed shall be such that it results in a data set from which a 2x2-ft. grid extract will not require interpolated points between grid nodes.
8. Water Surface Elevations. Water surface elevations shall be determined to the nearest tenth of a foot at the start, middle, and end of each day.
B. Single Beam/Conventional Hydrographic Surveys of Mississippi, Atchafalaya Rivers and Old River Control Channels Revetment Maintenance Sites
1. General. In the obstructed areas where multibeam surveys are not possible, single beam or conventional hydrographic surveys may be required. The contractor shall use a distance wheel (or substitute device) and a fathometer or lead line to collect soundings at a minimum of twenty (20) feet along established revetment range lines. If single beam is viable, the Contractor shall use a depth sounder capable of taking not less than five
(5) soundings per second making a permanent record on a scroll or digital recording with a vertical scale approved by the COR. The transducer shall have a beam width of not more than five (5) degrees. The contractor shall make bar check readings daily. Once in the morning before sounding operations begin and once at mid-day (12:00+) to adjust the depth sounder for water temperature, salinity, and draft variations. Readings will be taken at 10-foot intervals until the maximum project depth for the area being surveyed is reached.
2. Water Surface Elevations. Water surface elevations shall be determined to the nearest tenth of a foot at the beginning, middle, and end of each day.
