STATEMENT OF WORK (SOW)

Carolina-Kure Beach CSRM, Carolina Beach Inlet and Vicinity

2026 Subsurface Investigation and Geotechnical Laboratory Testing New Hanover County, North Carolina

March 3, 2026

I. GENERAL REQUIREMENTS

General.

The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. The location of the work is within the vicinity of Carolina Beach Inlet, New Hanover County, NC (Figure 1). This work consists of drilling 27 x borings within the Carolina Beach Inlet Borrow Area (Figure 2) and the adjacent tidal delta (Figure 3) to facilitate potential expansion of the borrow area for future nourishment activity. Dredging of the borrow area is presently underway (contract W912PM25CA0004) and is scheduled to be completed by May 2026. All work within this SOW shall be completed within 180 days of contract award.

A total of 13 x waterborne vibracore and 2 x land-based borings shall be drilled within the Carolina Beach Inlet Borrow Area (Figure 2). A total of 12 x waterborne vibracores shall be drilled within the adjacent tidal delta (Figure 3). Within the borrow area, the bathymetry ranges from about 0 ft. to -38 ft.

MLLW. Shoaling is most prevalent within the tidal delta, which has a bathymetric range of 0 ft. to -5 ft.

MLLW. All vibracores shall be drilled and sampled in 20-foot lengths (see “Vibracore and Land-Based Drill Sampling”). Two land-based borings are located on the southern accretionary spit that is exposed above the waterline and has extended into the borrow area. Elevation of the spit ranges from +5.5 to +7.5 feet MLLW. The land-based borings shall be drilled and sampled to elevation -40 ft. MLLW.

Coordinates and elevation details for all borings are provided in Table 1.

Portions of the Carolina Beach Inlet Borrow Area have been dredged to -40 feet MLLW, however, this depth is not uniform, and certain areas have been under sampled. For the current contract (W912PM25CA0004) USACE has designated dredge cut zones with vertical limits to guard against dredging unsuitable material. Subsurface sampling and testing will be used to verify subsurface conditions below the vertical limits of these dredge cuts and to maximize future beach nourishment dredging to -40 ft. MLLW. The current beach nourishment contract (W912PM25CA004) will conclude by May 2026, and it is expected that most of the dredge cuts shown in Figure 1 should be dredged to the designated elevation. Table 1 contains the projected maximum sampling elevations for the borings.

Responsibility The Contractor shall furnish qualified personnel to ensure the accomplishment of work specified in this SOW. Additionally, the Contractor shall furnish all services, equipment, personnel, and travel required in connection with this SOW. The Contractor is responsible for maintaining the submittal timeline outlined in Table 2.

USACE Furnished Materials.

Boring coordinates are provided in Table 1. Digital hydrographic survey data are available on request.

An OpenGround database, which includes the OpenGround core log template, shall be used to generate the drilling logs and will be furnished after contract award. GIS files of existing vibracores, NOAA charts, and bathymetric data are available on request.

Designated sampling intervals for laboratory testing shall be provided by the Wilmington District, based on the Contractor’s Preliminary Logs and photos. The sample intervals for each boring log will be provided to the Contractor within 5 business days on receipt of the boring and photographic logs.

Vibracore and Land Based Drill Sampling.

The Contractor shall designate vibracores from Carolina Beach Inlet (and Vicinity) as “CBI-26-V-###”, while the land-based borings shall be designated as “CBI-26-B-###.” Vibracores shall be performed within 100 feet (horizontally), yet as close as practicable to the locations provided in Table 1. The land-based borings shall be performed within 50 feet (horizontally) of the locations provided in Table 1.

Vibracore drilling shall be accomplished by vibrating a vertical 3-inch diameter sampling tube to the designated run length (20-feet) as shown in Table 1. Per the South Atlantic Regional Biological Opinion (SARBO) for the Endangered Species Act, the vibracore sampler shall not be operated until the vibracore platform and sampling barrel contacts the seafloor/channel bottom. The vibracore sampler shall not be operated during retrieval operations (SARBO, 2020). The recovered sediments in each vibracore should not be less than 75% of penetration/drive length unless the collected vibracore encounters refusal. To document vibracore refusal, penetrometer data collection shall be recorded and presented to verify vibracore refusal. Vibracore refusal is defined as the sampling barrel having a penetration rate of less than 0.2 feet over a 30-second period. If vibracore refusal is encountered at the seabed, the Contractor shall offset up to 20 feet and conduct an additional vibracore attempt at a separate location within 20 horizontal feet of the original point. Location information and refusal depth shall be recorded for each location where refusal is encountered.

Land-based drilling shall be conducted in such a manner to provide a relatively continuous sampling of the subsurface strata from the top of hole elevation to the termination elevation of -40 feet MLLW. The sampling barrel (or similar) may be advanced by high frequency, resonant energy/vibration, by percussion, or by conventional drilling means. Sampling barrels may be in 1.5-, 5-, 10-, or 20-foot increments, pending the configuration of the drilling equipment. Refusal and offset criteria shall be similar as vibracore drilling. Overland access to the south spit is available using the Freeman Park 4x4 Beach Access. The Contractor shall coordinate access with Carolina Beach Parking, located at 1708 Canal Dr, Carolina Beach, NC 28428, phone 910-458-4614.

Life safety concerns encompass issues or situations directly jeopardizing physical safety and well-being.

Given the dynamic nature of the project area, which includes factors such as shallow water, tidal influence, shifting shoals, and exposure to swell, if access to a boring location becomes impossible due to life safety concerns, immediate communication between the COR, KO, and the Contractor's project manager is required to assess the need for location abandonment. The Contractor shall initiate communication via phone to the COR and via writing to both COR and KO, detailing the conditions encountered during the attempt to access the respective boring location. Additionally, the Contractor shall coordinate between the vibracore vessel captain, land-based drill crew, the Contractor’s project manager, and the Government to determine the location of an alternate core within the project area.

Conversely, if an alternate location which supports the Government’s project goals is not determined, no alternative boring shall be collected, and the Contractor shall not receive payment for the collection, logging, or photography of that respective boring.

For each drilled boring location, real-time kinematic (RTK) Global Positioning System (GPS) surveying techniques shall be utilized to provide accuracies of 0.2 feet vertically and horizontally. The Contractor shall collect the actual coordinates (Easting and Northing) and top of hole (TOH MLLW) elevation of each boring at the time of drilling. Field Logs not containing proper coordinates and TOH will not be accepted. These are required for the government to determine the number of lab sample picks per core.

Completed borings/vibracores shall be carefully transported for processing, log production, and visual soils classification. A photographic mosaic log depicting the soil strata relative to depth shall be produced for each boring. All borings shall be visually classified and logged in accordance with ASTM D2488 “Standard Practice for Description and Identification of Soils (Visual-Manual Procedure).” The top and bottom of each boring and core photo shall be referenced to MLLW vertical datum. Once the sampled soils are visually classified, the Contractor shall submit the preliminary boring logs, core photographs, and penetrometer records to the Wilmington District. The Wilmington District will review the boring logs and photographs and assign lab test sampling intervals for the Contractor to sub-sample and test.

Drilling Logs.

All drilling logs shall be developed using USACE Bentley OpenGround Cloud configured for the project. USACE will provide necessary permissions to Contractors entering data. If the Contractor does not already have a license for OpenGround Cloud, the Contractor must obtain user-specific "named user" or concurrent licenses. Preliminary boring logs, at a minimum, shall include the date and time when each boring was taken, run time for the boring, the horizontal location of the boring (NAD 1983 North Carolina State Plane Feet), tide-corrected ocean bottom elevation (MLLW), and a visual description of the soil strata in accordance with ASTM 2488-09A. Supplemental information including depths for the entire length of recovered material, core recovery, and refusal depth shall also be denoted. The Wilmington District shall determine the sample intervals to be tested. Following Wilmington District’s sample selections, the Contractor shall designate the samples “S-1, S-2, S-3, etc.…”, with top and bottom depths listed and sent to the laboratory for testing. Once the lab data are compiled, Draft Drilling Logs shall be developed with the necessary information mentioned above and include the laboratory data specified in laboratory testing procedure. Once the Draft Drilling Logs are reviewed and comments are addressed, they will be the Final Drilling Logs and can be submitted as part of the Final Report.

The Contractor shall conduct a QA/QC of the Final Drilling Logs to ensure that the coordinates and TOH elevations are correct, stratigraphic field classifications are consistent and within 1-USCS letter/symbol of the laboratory tested sample, and the graphical symbology utilized reflects the stratum described. The Contractor shall provide a legend or key to soil symbols and terms utilized.

Laboratory Testing Procedures.

Laboratory testing shall be the responsibility of the Contractor. Laboratory tests shall be conducted by a USACE validated soils testing lab. A listing of USACE validated laboratories is available at:

http://www.erdc.usace.army.mil/Media/Fact-Sheets/Fact-Sheet-Article-View/Article/476661/materials-testing-center/.

For estimating purposes, 25 vibracores and 2 land-based borings are to be collected. The maximum number of samples for which laboratory testing is required shall not exceed 207 samples. The exact number of samples per core will be dependent on the materials encountered. Although up to 207 samples could be tested, the Contractor will only be paid for samples that are selected for laboratory testing by the Wilmington District. The Wilmington District shall determine the depth intervals for each test sample based on the Field Logs and photographs. The laboratory test reports shall include the project name, laboratory name, core number, sample identification number, and date each sample was tested.
