About this file

This is a Request for Information/Sources Sought (RFI/SS) issued by the Office of Naval Research (ONR) for Commercial Data Sets. The RFI/SS seeks to determine market capability and gather information regarding comprehensive Science and Technology (S&T) data solutions for government use. ONR does not constitute this as a binding Request for Proposal, Request for Quote, or indication of contract award through this notice. The solicitation is issued to SAM.gov, Army Chess, GSA, and NASA SEWP, with the Government reserving the right to issue the final solicitation under any appropriate Federal Acquisition Regulation provision.

Responses must be submitted to Mr. Alejandro Moreno (Alejandro.moreno.civ@us.navy.mil) or Mr. Michael Lemon (Michael.a.lemon.civ@us.navy.mil) by 1400 Eastern on February 9, 2026, with responses not exceeding five pages excluding the cover page. The incumbent contractor is Digital Science under contract N0001421C4004. ONR anticipates awarding a Firm Fixed Price contract for approximately 60 months (5 years) with a potential 6-month extension, with award targeted for June 2026. The NAICS code is 541511 (Custom Computer Programming Services) and the Product Service Code is DA10. Respondents must address nine contractor-specific questions including Rough Order of Magnitude pricing, experience with S&T data solutions, data acquisition and curation approach, three required access methods (API, UI, and bulk download), analytic support capabilities, FedRAMP High authorization status, data licensing and Government Purpose Rights considerations, expert identification methodology, scalability, and personnel support structure. The requirement mandates data hosting in a FedRAMP High authorized environment, and ONR has established an Organizational Conflict of Interest policy prohibiting contractors from performing both SETA/support services and R&D work simultaneously.

ONR has determined that an actual or potential organizational conflict of interest (OCI) exists when a contractor (including its parent, subsidiaries, and affiliates) performs both systems engineering and technical assistance (SETA) or other support services and Research and Development (R&D) work. Such situations give rise to OCIs or potential OCIs based on impaired objectively, biased ground rules, and unequal access to information. ONR prefers that companies avoid such situations altogether by choosing to do only one type of work for ONR. See ONR's Statement of Policy on OCIs, which can be found at the following address: https://www.onr.navy.mil/About-ONR/compliance-protections/Organizational-Conflicts-Interest. OCI and Personal Conflicts of Interest will be addressed via solicitation. While this is not an evaluation factor OCI and PCI will be analyzed to ensure that none exist.

5. ONR anticipates awarding a Firm Fixed Price contract.

6. ONR does not anticipate the need for a DD 254 Security form will apply to this requirement.
