About this file

This is a Notice of Intent to Sole Source issued by the U.S. Department of the Interior's Interior Business Center for the National Cancer Institute (NCI). The government intends to acquire a firm-fixed-price license from the American Joint Committee on Cancer (AJCC) for their Cancer Staging System API access, to be integrated into the NCI Enterprise Vocabulary Services Program. The one-year base contract with two one-year option periods will support critical cancer research infrastructure by incorporating the AJCC Cancer Staging System into the NCI Thesaurus, which underpins data coding and reporting across multiple NCI programs and supports external stakeholders like the FDA.

Interested parties may submit a capabilities statement electronically to the Contracting Officer by 10:00 A.M. ET on December 12, 2025. Submissions must not exceed 10 pages, be in Microsoft Office or Adobe Acrobat format, use at least 11-point font, and be no larger than 8 MB. The government is processing this action under FAR 13.5 and states that no other organization is known to provide a license with all required elements. All submissions will become government property, and marketing materials or generic company literature will not be considered. The government reserves the right to issue a Request for Quote based on the responses received.

Agency Contact Information:

U.S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), 381 Elden Street, Suite 2000A, Herndon, VA 20170 Contracting Officer: Victoria Seelhoefer – Victoria_seelheofer@ibc.doi.gov

Proposed Action:

The Government intends to negotiate on a sole source basis, a firm-fixed-price (FFP) acquisition with The American Joint Committee on Cancer (AJCC) for licenses to access the AJCC system including API access. This non-competitive action is being issued by the Acquisition Services Directorate on the behalf of the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT).

Place of Performance:

Contractor Facilities.

Description of Requirement:

The objective of this acquisition is to secure a license for the AJCC Cancer Staging System, including API access, for integration into the NCI Enterprise Vocabulary Services (EVS) Program. The AJCC Cancer Staging System is the most scientifically advanced, comprehensive, and widely adopted classification of neoplasms, and its use is critical for supporting cancer research and patient care.

The licensed content will be incorporated into the NCI Thesaurus (NCIt), a core semantic resource that underpins data coding, management, integration, analysis, and reporting across major NCI programs, including the Clinical Trials Reporting Program (CTRP), Center for Cancer Clinical Trials (CCCT), Cancer Therapy Evaluation Program (CTEP), and the Surveillance, Epidemiology, and End Results Program (SEER). NCIt also supports major initiatives such as the Cancer Research Data Commons (CRDC), as well as multiple external stakeholders, including the extramural cancer research community and the U.S. Food and Drug Administration (FDA).

By securing organizational access to the AJCC Cancer Staging System, NCI will ensure the continued ability to provide standardized, interoperable, and authoritative cancer staging data. This acquisition directly supports NCI’s mission to reduce the burden of cancer through high-quality research, data-driven insights, and evidence-based patient care.
