About this file
These are Specific Position Work Statements (SPWS) for park attendant contracts at four different parks managed by the U.S. Army Corps of Engineers at John H. Kerr Lake and Philpott Lake in Virginia for the year 2026, with option for 2027. The contracts cover North Bend Park, Rudds Creek Campground, Goose Point Park, Horseshoe Point Park, and Salthouse Branch Park. Park attendants will work a 4-day-on/4-day-off rotational schedule, primarily Thursday through Sunday, performing duties such as gate operations, fee collection, park maintenance, visitor management, and emergency response. Each contract requires attendants to work approximately 5-7 months, with total working days ranging from 89 to 125, including training days.
The contracts have consistent requirements across parks, including wearing specified uniforms, maintaining gatehouses, operating electronic gate systems, conducting periodic park inspections, and using the Recreation One Stop (R1S) computer system for fee collection. Attendants will be evaluated three times during the contract period and must attend two days of training each year. The parks offer various amenities including campsites, boat ramps, swim beaches, playgrounds, and electronic gates. Contact information is provided for Jessica Mason at Philpott Lake (for park-specific questions) and Troy Small in the Wilmington District Contracting Office (for contracting matters). Prospective bidders must bid on a daily basis, with bids including time for meetings, training, supplies, uniforms, and other associated costs.
