About this file

This is a Women-Owned Small Business (WOSB) solicitation for a firm-fixed-price indefinite delivery/indefinite quantity (IDIQ) contract for topside equipment repair and maintenance services aboard the Dredge Wheeler. The U.S. Army Corps of Engineers, New Orleans District, issued solicitation W912P826RA022 on 15 April 2026, with a proposal due date of 14 May 2026 at 11:00 AM local time. The contract includes a one-year base period plus four optional one-year periods, with all work performed primarily at the vessel's home port in New Orleans, Louisiana (7400 Leake Avenue) or at various work sites as needed. The scope encompasses inspection, maintenance, and repairs to the hull, steel structures, dredging equipment, propulsion system, and auxiliary systems, with the contractor responsible for providing all necessary labor, supervision, tools, supplies, materials, equipment, machine shop facilities, and transportation.

The pricing structure is firm-fixed-price with labor rates for various craft classifications including superintendents, foremen, outside/inside machinists, welders, pipefitters, and laborers (both straight time and overtime rates), plus materials/parts/consumables ($250,000 per year), welding machine rental, air compressor rental, transportation equipment rental, personnel mileage, and meals/lodging ($20,000 per year). The contractor must possess minimum five years' marine repair experience with preference for hopper dredge experience, maintain a stable in-house skilled workforce, and own or have full access to a machine shop facility within 100 highway miles of New Orleans with specified equipment including lathes capable of machining 30-foot shafts, 60-inch vertical mills, 50-ton hydraulic press, welding equipment with SMAW/MIG/TIG capabilities, and overhead cranes with 15-ton capacity. Proposals must include three volumes addressing technical experience, past performance (with minimum three and maximum ten references from the past five years), and pricing; the government will evaluate based on technical capability and past performance as equally important factors, with price evaluated for reasonableness. The contract is a 100 percent set-aside for women-owned small businesses under NAICS code 336611, with a size standard of 1,300 employees.
