This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army Corps of Engineers, Wilmington District.

The solicitation seeks two separate line items for geotechnical services related to the JHK Right Wing Dike project: (1) JHK Right Wing Dike Soil Sampling and (2) Conduct Geotechnical Soils Testing and Reporting. Both items are priced on a firm fixed-price basis and are classified under NAICS code 541380 (Engineering Services). The contract is designated for women-owned small businesses (WOSB) and is an unrestricted set-aside. The solicitation number is W912PM26QA030, with an offer due date of May 7, 2026 at 2:00 PM local time. The contract requires performance of both items within 77 calendar days from the award date. Inspection and acceptance occur at both the destination and in accordance with the Statement of Work, with all work to be performed at the KO Contracting Division in Wilmington, NC 28403-1343, under the direction of Walter T. Haven, P.G. and Kelley J. Kaltenbach, P.G.

The evaluation criteria emphasize technical acceptability and lowest price, with offerors required to demonstrate competency in specific ASTM laboratory testing standards including particle size distribution, liquid/plastic limit testing, moisture content determination, organic matter assessment, and hydraulic conductivity measurement. Offerors must be registered in the System for Award Management (SAM) with no active or inactive exclusions and must submit evidence of prior experience through a minimum of two relevant contracts or projects completed within the last three years, with a maximum of five projects permitted. The solicitation incorporates numerous FAR and DFARS clauses addressing labor standards, small business rerepresentation, cybersecurity, prohibited equipment/services, and various federal compliance requirements. A Service Contract Act wage determination applies based on the awardee's location, with information available on www.sam.gov.

SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
