SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 1
1. Are all wells in North section located in center of ditch? RW 36XA – 36XB – 37X appear to be offset. Those 3 wells you listed are offset, the others are in the ditch.
2. Can existing wells be used for make up water for drilling or to lower ground water elevation? Yes
3. In order to drill and install the wells located in the center of paved ditch, the ditch will have to be filled to provide a suitable work platform. If this is approved, would the contractor have to maintain drainage at the ditch flowline elevation, or is that elevation only required when wells are flowing?
Positive drainage around a potential work platform is required at flowline at all times.
4. Bid Schedule Item A009 Crushed Stone. Is this item for constructing drill pads identified in para.
2.4 and 3.1.4 of Section 33 27 15? Yes
5. If Bid Item A009 is for the construction of drill pads, the quantity of 200 ton would allow construction of one 3-4 ft high pad. The contract requires the contractor to work as long as the river stage is below 25 ft. (Elevation 404.58 ft.). Several of the new wells discharge below 404.59
ft. elevation. This will require an unknown number of drill pads to be constructed, some in excess of 10 ft. possibly, in order to meet the 10 ft. differential required by paragraph 3.1.2 of Section 33 27 15. How will the contractor be compensated for this cost? Bid Item A008 Crushed Stone will be changed to “Drilling Pads” and paid by Job.
5a. If drill pads are required in excess of the 200 tons allotted in the contract and the district is not paying for tonnage in excess of 200 tons for the project, can alternate materials such as soils or crane mats or heavy timbers be used for the drill pads or will the contractor be required to use crushed aggregate for all drill pads? Also, can the contractor elect to use alternate materials such as those discussed above be utilized in lieu of crushed aggregate for drill pads? Contractor shall determine drill pad material, see answer to question 5.
6. Plan Sheet B-501 Detail A1 Typical D-Type Relief Well. This detail shows the filter pack terminating 5 ft. above top of screen. Some of the wells would require casings in excess of 45 ft.
long in order to shield the bore after installation of the well. On all our previous St. Louis District projects, we terminated the top of the filter at whatever elevation required to provide for a 20 ft.
seal, the minimum length required by IL well code. This practice allows contractors to utilize standard length casings and eliminates additional equipment required to extract long casings and has no negative impact on the wells performance. Will this be allowed, as long as we meet the required 5 ft. minimum above screen and state well code? Yes this will be allowed, see revised drawing.
7. Section 33 27 15, para. 2.2.2.1, Testing. The filter pack material we intend to use will be supplied in 3 or 4 thousand-pound super sacks. The supplier will not recognize the validity of any test taken after transporting to the job site. Will it be acceptable to sample and test the material at the supplier’s yard before shipping? Yes sampling and testing may be done at the supplier’s yard as long as all other requirements of 33 27 15 para. 2.2.2.1 are met.
W912P921B0006
8. Section 00 08 00, para. 1.3-B Utilities. During the site visit it appeared that there could be numerous locations, primarily along the paved ditch area, where overhead power lines could conflict with well locations.
a. Has the USACE or MESD contacted the owners of these power lines about de-energizing? The line is 4 kv. It is about 2400v phase to ground. Contractor to determine safe distance and provide shielding as necessary. Contractor to coordinate with utility to temporarily de-energize if required.
b. If they cannot be de-energized, would it be resolved in accordance with Paragraph B of
1.3? See answer to 8a.
