About this file
This is a Notice of Intent to Sole Source a non-competitive Purchase Order to Wheatstone Corporation for proprietary audio networking equipment, software, and specialized technical support. The Department of War's War Media Activity (WMA) is seeking to procure original equipment manufacturer (OEM) hardware, firmware, software licenses, engineering integration services, and tier-3 technical maintenance support for the enterprise Wheatstone WheatNet-IP Intelligent Audio Network Routing System deployed across Department of War broadcast and media production facilities worldwide. The justification for sole sourcing is that Wheatstone Corporation is the sole proprietary owner of the specialized equipment and software, and no third-party vendor possesses the proprietary rights, source code access, factory-certified diagnostic equipment, or authorized engineering personnel required to perform deep-level software configurations, troubleshoot Windows OS migration complexities, or interface with AudioVAULT systems without voiding warranties and compromising system integrity. The procurement is conducted under 10 U.S.C. 3204(a)(1) for purchases not exceeding the Simplified Acquisition Threshold and is classified under NAICS code 541330 (Engineering Services) with a Small Business Size Standard of $25.5 Million.
The award will be a Firm-Fixed-Price Purchase Order with a 12-month period of performance from September 28, 2026 through September 27, 2027, with four optional task CLINs exercisable as needed within the performance window. The place of performance is WMA Headquarters at Fort Meade, Maryland. Interested sources may submit a capability statement (not to exceed five pages) by September 4, 2026, demonstrating company information, technical capabilities to maintain WheatNet-IP broadcast routing infrastructures, verifiable OEM authorization from Wheatstone Corporation, and relevant past performance within the last three years on identical Wheatstone systems. Submissions must be sent via email with the exact subject line "NOI - Wheatstone Onsite Support and Training" to Contract Specialist LTJG Michael Brasseur at Michael.l.brasseur.mil@mail.mil with the Contracting Officer copied. An expedited three business day response period has been established due to fiscal year-end procurement constraints and to avoid a lapse in mission-critical technical support for the AFN Broadcast Center transition; the Government previously synopsized this requirement from August 7-14, 2026, with zero expressions of interest received.

The resulting award will be a Firm-Fixed-Price (FFP) Purchase Order with a 12-month period of performance (28 September 2026 through 27 September 2027). The requirement consists of a defined base task and optional task CLINs that may be exercised unilaterally by the Government, as needed, within the 12-month performance window:
