The Contractor must provide fresh never frozen cadavers. The Contractor must provide, maintain, service and dispose of fresh cadaveric bodies in accordance with Federal law, DoD Policy and training, and evaluation requirements. The perfusion technology must provide and a functional circulatory system and cadaver rewarming capability. The Technology must have the ability to provide continuous perfusion of the cadaver for a minimum of 12-hours without extensive swelling (third Spacing) of the cadaver or loss of surgical and procedural landmarks. The Cadaver must be perfused with fresh whole blood (Bovine or other animal product is acceptable) or a blood substitute, no water or saline. The perfusion system must be mobile (ie. battery operated) and have the ability to function free of a fixed power source to support field medical training in an austere training environment. The perfusion system must provide the capability to support medical care training in the back of tactical vehicles or on approved evacuation platforms.

The contractor will provide training consultations and induce wounds and injuries on the cadaver that facilitates medical training objectives and support education on clinical practice guidelines for treatment protocols or surgical intervention. The Contractor must supply on site mobile refrigeration space to maintain, and store of all materials associated with preparing and perfusing the cadavers and blood. Contractor is responsible for movement of the refrigeration unit to and from training locations.

The contractor must provide serology documentation of fresh cadaver bodies in Hepatitis B, Hepatitis C, HIV 1&2, and BioGX SARA-CoV-2 PCR Test (COVID-19).

The Contractor will provide pre-laboratory consultation and CONOP development training for use with the perfusion system. Training will center on the Unit training objectives and educate the user on the maximization of cadaveric tissue. Training will also address proper Army Cadaveric Policy and wounding protocols. The Contractor must provide all necessary wounding instrumentation and perform injuries in accordance with DoD Cadaveric Use for Training Policy and Guidelines. Contractor will provide cadaveric tissue that is no less than 50 KGs in weight and not morbidly obese.

Contractor will provide fresh whole blood (Bovine or other animal product is acceptable) or synthetic blood substitute per cadaver.

2.0 Background:

The requirement is to provide medical and non-medical soldiers the most realistic and pragmatic TCCC training prior to deployment as possible. Delivering life-saving care requires a rare mix of skill, speed, confidence, and ingenuity. To develop these traits, military personnel must gain experience and proficiency in complex, perishable skills under the most realistic conditions. Unfortunately, many military medical and non-medical personnel lack sufficient live opportunities to maintain competence and confidence in lifesaving skills. The cadaveric training proposed must fulfill these requirements while operating within the parameters outlined in Uniform Anatomical Gift Act (UAGA).

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

1. The Contractor will provide Reanimated Tissue Training - Dynamic Lab, one (1) days, five

(5) Cadavers with consent for research and training purposes.

2. The Contractor will provide sufficient pulsatile pumps to emulate heart function and hemodynamics for each cadaver. The Contractor will be prepared to operate one (1) cadaver without power for one (1) day for upwards of 12 hours using an independent power supply (ie. battery packs).

3. The Contractor will provide sufficient fluid reservoirs, cannulas, tubing and consumable supplies necessary to perfuse five (5) Cadavers for one (1) training day.

4. The Contractor will prepare the technicians and tissue to operate in an austere environment with limited amenities. Contractors will prepare technicians for cold weather and possible snow.

5. The Contractor will provide on-site support and refrigeration needed to: move, and store cadavers during preparation, setup, training execution, and recovery/closeout (CDL license required on installation).

6. The Contractor will provide 10 liters of bovine whole blood or proprietary blood substitute per cadaver per day of perfusion.

7. The Contractor will provide sufficient Support to prepare five (5) Cadavers.

4.0 Government Furnished:
