Sources Sought Noce
Clinic Consorum for HIV Implementaon Research and Prevenon (CCHIRP)
This Sources Sought Noce is not a Request for Proposal and does not constute a commitment by the Government. The Government is currently conducng market research in accordance with Federal Acquision Regulaon (FAR) Part 10, to idenfy potenal sources to fulfill the requirement and gather informaon on current capabilies of businesses within the market. All informaon submited in response to the Sources Sought Noce is voluntary and the Government will not pay for informaon requested nor will it compensate any respondent for any cost incurred in developing informaon provided to the Government. Proprietary informaon submited should be marked appropriately. All submited informaon shall remain with the U.S. Government and will not be returned.
To achieve the goals of the Ending the HIV Epidemic in the U.S. and the Naonal HIV/AIDS Strategy to decrease new HIV infecons, access to and use of high-quality clinical HIV prevenve care services must be increased. CDC guidelines for HIV prevenon include roune opt-out HIV tesng and more frequent risk-based HIV tesng in clinical sengs4, and prescribing of preexposure prophylaxis (PrEP) and nonoccupaonal postexposure prophylaxis (nPEP) for persons who might benefit. However, provision of these services has been subopmal in the United States and large and worsening disparies exist in PrEP use by Black or African American (Black) men and women and Hispanic or Lano men who have sex with men (MSM). Persons in these populaons comprise most new HIV infecons each year, and these infecons could have been prevented with PrEP use. To increase HIV prevenve measures by persons in populaons with the greatest need, it is imperave to develop, implement, and evaluate strategies that support healthcare systems and clinical pracces to more effecvely and efficiently implement HIV tesng PrEP and PEP. Effecve intervenons need to be scaled-up and implemented using strategies found effecve and acceptable to both providers and paents in implementaon research studies and that can be adapted to varying clinical sengs and requirements.
Contractors must be a healthcare system or clinical pracce network such as an academic clinic network, retail clinic network, or integrated healthcare system (large business).
