About this file

This document is Amendment #2 to RFP PMAA 2026*0020 for Spring Creek Construction Manager General Contractor (CMGC) services, issued by a state or local government entity in conjunction with the U.S. Forest Service (USFS). The amendment addresses clarifications regarding bridge access and weight restrictions for the project site. The RFP requires bidders to submit materials including a sample risk register and high-level schedule as part of their proposal response. According to the amendment, these documents must be included in the main body of the RFP submission rather than in appendices and will be counted toward the overall page limit specified in the original RFP. The document confirms that no specific response dates, due dates, site visit requirements, or award dates are outlined in this amendment.

The amendment provides critical infrastructure information necessary for bid preparation. Bridge access to Spring Creek Dam involves multiple routes with varying weight restrictions: FSR 744 includes Spring Creek No. 1 Bridge rated at 35 tons and Spring Creek No. 2 Bridge rated at 64 tons (both upper bridges were replaced in 2025); FSR 748 and FSR 742 routes include the Texas Creek Bridge rated at 48 tons and Rocky Brook Bridge rated at 48 tons. All load ratings are vehicle-type dependent, and contractors must coordinate with the USFS Regional Bridge Engineer to obtain necessary overload permits. The document clarifies that FSR 748 currently has no weight restrictions. All other terms and conditions of the original RFP remain unchanged by this amendment.

1. Please provide any weight restrictions for bridges to the site along CO Rd

iii. The lower two bridges have the following load ratings:

1. Spring Creek No. 1 - 35 tons

2. Spring Creek No. 2 - 64 tons

iv. The load rating above is a general case. The exact rating depends upon the type of vehicle traveling across the bridge, number of axels, etc. The contractor will have to work with the USFS Regional

Bridge Engineer to obtain the necessary overload permits.

2. Please confirm if any bridges or weight restrictions are in place along CO

Rd 742 and FSR 748 for access through Taylor Park Recreation to Spring
