PERSONNEL REQUIREMENTS FOR

JUSTAPOSITIONAL ACQUISTIONAL SIGNAL PRODUCTION EMITTING RADAR (JASPER)

The following pages set forth the Government’s minimum requirements deemed necessary to perform the tasks in the Statement of Work (SOW). Experience in SATCOM and Satellite Command and Control is not applicable to this SOW. Each key personnel must have the minimum amount of years of experience stated in the qualification description working at high precision RF generation facilities.

(7) Senior Systems Engineers (2 - Key Personnel; 5 – Non-Key Personnel)

Position Description and Responsibilities This senior professional position primarily requires the application of knowledge of systems engineering sciences of complex scientific systems to that insure the delivery of precise signal transmission and measurement. The primary duties of this position will be

a. to perform research and development efforts in (i) system requirements definition and development, (ii) system integration and testing, (iii) system architecture development, (iv) remote instrument control technology, (v) data processing techniques, and (vi) calibration equipment and processes as applied to large complex atmospheric research and satellite calibration systems;

b. to perform concept development efforts utilizing state-of-the-art technology, and

c. to generate advanced processes to detect, measure, analyze and ultimately predict space anomalies to reduce their effects on efficient, timely signal transmissions.

This position requires the ability to resolve technically challenging problems.

Considerable travel, both CONUS and OCONUS, may be required.

Education and Qualifications

The following defines the minimum educational and experiential qualifications for the Senior System Engineer:

a. B.S. degree in Engineering from an accredited college or university, or the equivalent, as identified in the OPM Qualification Standards for General Schedule.

b. Minimum of 7 years demonstrable experience in working in complex RF calibration ground terminals which specifically generate precise, accurate signals across the RF spectrum Must have experience operating systems across the frequency spectrum (at a minimum 20 MHz to 95 GHz).

Key Personnel shall meet the minimum educational and experiential qualifications for the Senior System Engineer as well as the following criteria:

a. Minimum of 10 years demonstrable experience in working in complex RF calibration ground terminals which specifically generate precise, accurate signals across the RF spectrum using various power levels and transmitted from apertures up to 150 ft. This experience must also include demonstrable experience in requirements analysis and design. Must have experience operating systems across the frequency spectrum (at a minimum 20 MHz to 95 GHz).

Clearances

Individuals must have the capability to obtain and maintain clearances permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

Key Personnel shall possess a final DoD-granted Top Secret security clearance with the eligibility of SCI at the time of proposal submission.

(7) Project Specialists (1 - Key Personnel; 6 Non-Key Personnel)

Position Description This professional position primarily requires application of specialized skills in performing requirements tracking, allocation and management applicable to the unique operations of space anomaly detection and prediction in support of complex and sophisticated RF calibration ground stations and emitter locations.

Travel, both CONUS and OCONUS, may be required.

Education and Qualifications The following defines the minimum educational and experiential qualifications for the Project Specialist:

a. A Bachelors degree in Business, Project Management, or a related field, or the equivalent demonstrable experience working in RF research organization.

b. A minimum of 7 years of demonstrable experience is necessary, which shall include, but may not be limited to

i. demonstrable experience in resolving operational problems and using requirements tools; and

ii. demonstrable experience in working with RF safety and environmental for RF obscura.

Key Personnel shall meet the minimum educational and experiential qualifications for the Project Specialist as well as the following criteria:

a. A minimum 10 years of demonstrable experience is necessary, which shall include, but may not be limited to

i. demonstrable experience in working with Navy RF safety and environmental for RF obscura.

Clearances

Individuals must have the capability to obtain and maintain clearances permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

Key Personnel shall possess a final DoD-granted Top Secret security clearance with the eligibility of SCI at the time of proposal submission.

(7) Electrical/RF Engineer (1 - Key Personnel; 6 Non-Key Personnel)

Position Description and Responsibilities

This senior professional position primarily requires the application of knowledge of engineering sciences of RF emitters and deployable systems and the various anomalies which impact the signal. The primary duties of this position will be to perform

a. space anomaly detection, measurements and analysis;

b. space anomaly detection system development, integration and testing;

c. cataloging, reducing and preventing anomaly impact on complex atmospheric research and satellite calibration systems; and

d. efforts employing knowledge of RF theory and its applications to space and air ground support systems. Experience working at high precision RF generation facilities.

This position requires the ability to resolve technically challenging problems.

Considerable travel, both CONUS and OCONUS, may be required.

Education and Qualifications

The following defines the minimum educational and experiential qualifications for the Electrical/RF Engineer:

a. B.S. degree in Engineering from an accredited college or university, or the equivalent, as identified in the OPM Qualification Standards for General Schedule.

b. Minimum of 7 years demonstrable experience working with complex RF calibration ground terminals. This experience must include demonstrable experience with satellite calibration, high power RF amplifiers, calibration of transmit antennas and associated feed assemblies (various polarizations), remote instrument control technology, software engineering, and precise measurements.

Key Personnel shall meet the minimum educational and experiential qualifications for the Electrical/RF Engineer as well as the following criteria:

a. Minimum of 10 years demonstrable experience working with complex RF calibration ground terminals. This experience must include demonstrable experience with satellite calibration, high power RF amplifiers, calibration of large transmit antennas (up to 150 feet) and associated feed assemblies (various polarizations and supporting DC to light), remote instrument control technology, software engineering, and precise measurements of signal timing, antenna boresight offsets, EIRP, tilt, and axial ratio.

Clearances Individuals must have the capability to obtain and maintain clearances permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

Key Personnel shall possess a final DoD-granted Top Secret security clearance with the eligibility of SCI at the time of proposal submission.

(6) Field Engineers

Position Description The Field Engineer provides systems integration, troubleshooting, deployment, installation and demonstration of space anomaly systems at local and remote customer sites. Additionally, individuals may be required to provide logistical support on a programmatic or departmental level. Responsibilities include the ability to properly package the system for shipment for test site delivery, installation of the system at the test site, operational system testing, and troubleshooting/repair as necessary based on operational defects identified at the test site.

Considerable travel, both CONUS and OCONUS, may be required.

Education/Qualifications The following defines the minimum educational and experiential qualifications for the Field Engineer:

a. A Bachelor’s degree, of a technical background, in Engineering, Computer Science, Physics, and/or Math or the equivalent, as identified in the OPM Qualification Standards for General Schedule is preferred.

b. A minimum of 5 years demonstrable experience in field engineering or an engineering integration and test role is necessary.

c. Demonstrable experience performing electronic testing and troubleshooting complex communications systems, satellite systems or avionics.

d. Demonstrable experience working at high precision RF generation facilities.

Clearances Individuals must have the capability to obtain and maintain clearances permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

(10) Computer Scientists

This professional position primarily requires application of specialized skills in simulation technologies, distributed systems, software engineering, software architectures, and the management of large-scale software-based systems for space anomaly detection and prediction in support of RF calibration ground systems and emitter locations. Travel, both CONUS and OCONUS, may be required.

Education and Qualifications

The following defines the minimum educational and experiential qualifications for the Computer Scientist:

a. A Bachelor’s degree in Computer Science, Mathematics, Information Management or a related field, or the equivalent, as identified in the OPM Qualification Standards for General Schedule.

b. A minimum of 7 years demonstrable experience is necessary, with at least 5 years experience in precise, complex RF related applications.

c. Demonstrable experience in resolving engineering problems and developing systems for instrument control and communications is necessary.

d. Demonstrable experience providing systems engineering applications in the following technology areas is highly desirable: RF deployable systems, satellite calibration ground terminals, antenna assessments, and instrument control system development.

e. Demonstrable proficiency and at least 4 years demonstrable experience in C, C++, C-sharp, PASCAL, FORTRAN, Visual Basic, Python, Perl and Java is necessary.

f. Candidates requiring privileged accounts must be compliant with DoD Directive 8570 to include current information security and computer operating environment certifications.

These individuals must have the capability to obtain and maintain a clearance permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

(8) Integration and Test Engineers

Individuals performing this function systematically analyze data, test developmental and operational hardware characteristics and performance of components under various environmental conditions and for functional compliance, and test the interaction of software modules and interfaces to ensure operational compliance with predefined program requirements. Responsibilities include flowing down system level requirements to individual tests for requirement verification and validation, and logistical equipment planning for integrated testing. Additional responsibilities include testing individual subsystems and integrating them into a system level tests which verify proper interaction of all subsystem interfaces.

Considerable travel, both CONUS and OCONUS, may be required.

Education/Qualifications The following defines the minimum educational and experiential qualifications for the Integration and Test Engineer:

a. A Bachelor’s degree, of a technical background, in Engineering, Computer Science, Physics, and/or Math or the equivalent, as identified in the OPM Qualification Standards for General Schedule.

b. A minimum of 7 years demonstrable experience in an engineering integration and test role in a multi-platform environment is necessary.

c. Demonstrable experience testing and troubleshooting complex communications systems, and providing formal problem reports.

d. Demonstrable experience performing system and subsystem level independent verification and validation (IV&V).

e. Demonstrable experience integrating new hardware and software design changes of space or orbital systems.

f. Demonstrable experience working at high precision RF generation facilities.

Individuals must have the capability to obtain and maintain clearances permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

(8) Electronics Technicians

This professional position primarily requires application of specialized skills in working with large apertures (60ft and over). Responsibilities include but are not limited to: installing, repairing and maintaining RF and electronic devices and components. Additionally, the candidate applies RF principals and theories to operations associated with large antenna transmission and measurement of precise calibration signals to ensure proper system function, troubleshoot errors or anomalies and perform preventative and corrective maintenance.

Considerable travel, both CONUS and OCONUS, may be required.

Education and Qualifications

The following defines the minimum educational and experiential qualifications for the Electronics Technician:

a. A minimum of at least 8 years, 10 years desired, of demonstrable continuance experience in working with large antenna (60ft and over) that operate across the entire RF spectrum.

b. A minimum of at least 8 years experience in transmit and receive operations of highly precise calibration signals.

c. Demonstrable experience deploying, installing and configuring RF systems and hardware components.

d. Demonstrable experience testing and troubleshooting complex communications systems, and providing formal problem reports.

e. Demonstrable experience working at high precision RF generation facilities.

Clearances These individuals must have the capability to obtain and maintain a clearance permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.

(9) Network Engineers Position Description This professional position primarily requires application of specialized skills working with mission networks that involve cross domain and various security levels. Responsibilities include designing, configuring and securing of developmental, standalone and test bed systems as well as remote access connections for operational systems and networks.

Travel, both CONUS and OCONUS, may be required.

Education and Qualifications The following defines the minimum educational and experiential qualifications for the Network Engineer:

a. A minimum of five (5) years demonstrable experience with network architecture, design and testing used to support complex RF calibration ground systems.

b. Demonstrable experience in writing and defining security documentation including, but not limited to:

i. security plans and test plans;

ii. firewall administration including, but not limited to, Symantec and Cisco firewalls;

iii. router management including, but not limited to, 3COM, Cisco, and Netgear;

iv. TCP/IP technology;

v. ATM technology;

vi. Information Assurance and Information Condition (INFOCON) requirements;

vii. DoD and DNI information technology directives such as ICD 501 and 503; and

viii. secure networks.

c. Demonstrable experience working at high precision RF generation facilities.

d. Candidates requiring privileged accounts must be compliant with DoD Directive 8570 to include current information security and computer operating environment certifications.

These individuals must have the capability to obtain and maintain a clearance permitting access to information classified SECRET or higher. The number and type of clearances required are described in the attached DD254.
