PERSONNEL REQUIREMENTS FOR

Software Definable/Reconfigurable Systems:

Design, Development, Support, and Integration -SDS

The following paragraphs set forth the Government's minimum requirements deemed necessary to perform the tasks set forth in the Statement of Work (SOW). The Contractor should be capable of providing the personnel according to level-of-effort requirements in the following labor categories and with the education and experience indicated. Those personnel designated, as "key" should be available for work efforts on the first day after contract award. Furthermore, key personnel should possess applicable security clearance at the time of contract award and are subject to the provisions listed in Section H-1 of the solicitation. All proposed personnel shall be available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract.

Labor Categories, Personnel Qualifications, and Key Personnel

Program Manager (Key) – Minimum requirements:

• Bachelor (Engineering, Mathematics, or STEM fields acceptable) from an accredited university or college combined with at least ten (10) years of experience providing management support for aerospace and/or military systems.

• Demonstrated people skills within and between teams and ability to problem solve.

• Experience managing large software and hardware development efforts including embedded systems firmware.

• Experience with aerospace payloads and tactical communications development programs.

• Experience managing hardware fabrication efforts.

Desired:

• Advanced Degree in Engineering, Mathematics, or STEM fields from an accredited university or college.

• Experience with cryptographic systems and NSA processes.

Examples of Typical Tasks:

• Develops program plans for the successful execution of new or existing technology development efforts. Ensures that adequate resources are available to complete the efforts.

• Develops Cost Work Breakdown Structures (CWBS), schedules, budgetary estimates for tracking the technical and financial performance of new or existing development efforts.

• Makes or influences decisions regarding the design or reconfiguration of systems or subsystems after evaluating existing or proposed system requirements.

• Monitors the technical performance of ongoing activities. Reassigns or adjusts resource priorities to ensure the timely completion of projects.

• Manages the efforts of the managerial, technical and administrative personnel assigned to complete various aspects of ongoing or new projects.

• Deals directly with the customer and is responsible for maintaining good relations with the customer as well as fostering good inter-company relations where applicable.

• Work within his or her team to resolve minor technical issues.

• Interactions with the breadth of the immediate and extended team, to include suppliers, to resolve technical, financial, and schedule challenges as required.

Project Coordinator (Key) – Minimum requirements:

• Bachelor’s degree in Accounting or Business Administration; or corresponding Associates degree; with at least three (3) years of applicable experience.

• Establish an operational plan for the completion of assigned tasks including scheduling, staffing, materials, and facilities to meet contract requirements at minimum cost.

• Monitor the technical performance, progress, and fiscal status of tasks on a continuing basis and takes management action to correct any deficiencies at the earliest possible time.

• Make recommendations for the origination or augmentation of policies and procedures to meet specific needs of the customer.

• Monitor wage and salary budgets and expense account data to effect control of established budget factors and policy limitations.

• Ensure that fiscal responsibilities comply with Government and program requirements.

Audits accounts.

• Keep government customers updated with the project status at a detailed level.

• Work with the ensure team to keep schedules up to date

Systems Engineer (Key) –

• Bachelor degree from an accredited university or college in Engineering or Mathematics and ten (10) years of applicable experience in systems engineering.

• Demonstrated systems engineering experience with space, aviation, and tactical systems.

• Broad knowledge of and ability to direct design of software, firmware, digital signal processing, radio frequency, power systems, mechanical, environmental, packaging and system testing.

• Ability to manage and decompose large and complex systems into subsystems and make engineering trades at broad and detail levels.

• Ability to lead testing and integration efforts while translating customer’s operational needs into engineering design decisions.

• Ability to identify and manage risk areas in program schedule, cost, and technical matters.

Desired:

• Graduate degree in a systems engineering program.

• At least five (5) years of experience providing systems engineering support for space and/or military tactical systems.

• Demonstrated expeience in accomplishing typical tasks listed below

• Write and review system specifications, interface control documents, and other appropriate documents, assists subsystem lead personnel in the development of system specifications.

• Make or influence decisions regarding the redesign or reconfiguration of systems or subsystems after evaluating existing or proposed requirements.

• Direct or conduct research and prototyping necessary for the development of new systems or the enhancement of existing systems.

• Using sound engineering judgment and taking into account such factors as performance, cost, and reliability, develops new systems or enhances existing systems by assembling or integrating component subsystems.

• Ensure system compatibility by developing or conforming to existing communication protocols and interface standards. Ensure that these standards and protocols are implemented in new system and/or subsystem designs.

• Prepare or supervise the preparation of engineering drawings and documentation relative to design activities.

• Provide technical assistance and guidance to subordinates and superiors in conjunction with ongoing design activities.

• Provides system and project risk analysis and implement technical assistance and guidance to subordinates and superiors for risk reduction.

Electrical Engineer (Key) -

• Bachelor degree from an accredited university or college in Engineering combined with seven (7) years of applicable experience.

• Demonstrated experience in designing high reliability hardware aerospace systems and/or tactical communications systems.

• Demonstrated relevant experience in their area of expertise, RF, digital, or analog/power.

• Demonstrated cross-over capability and familiarity with test equipment and frameworks for designing, automating, and conducting automated test.

• Demonstrated basic competency in programming to allow the building of test harness software, automated systems, and other critical skills.

• Demonstrated people skills within and between teams and ability to problem solve.

• Advanced degree from an accredited university or college in Engineering.

• Demonstrated training/education in the areas of radio frequency (RF), microwave, millimeter wave, field-programmable gate array (FPGA) firmware design (Verilog and VHDL), Altera and Xilinx architectures, high-speed interconnect (LVDS, PCIe, RocketIO, Thunderbolt, USB 3.0).

• Demonstrated knowledge and proficiency in digital signal processing also desirable.

• Demonstrated knowledge and proficiency in high-density, lower power embedded systems.

• At least five (5) years of experience providing electrical engineering support for space and/or tactical military systems.

• Demonstrated mixed-signal experience.

• Demonstrated experience with PowerPC processors and other modern architectures such as ARM.

• Demonstrated experience with high performance FPGA technologies from Altera, Actel, Xilinx and others.

• Demonstrated experience with FPGA design and testing tools.

• Demonstrated experience utilizing FPGA intellectual property (IP) blocks and other modules to create complex systems on chips (SOC).

• Demonstrated recent, credible experience with design, testing, and analysis utilizing cutting-edge commercial and military technologies.

Examples of Typical Tasks:

• Utilize sound engineering judgment, past experience, and technical data to present engineering design trade studies.

• Directs or conducts research necessary for the development of new systems or the enhancement of existing systems.

• Using sound engineering judgment and established design practices, designs and develops new electronic circuits and subsystems to meet established specifications and requirements.

• Uses simulation tools to verify designs will meet performance requirements

• Tests and evaluates circuits and subsystems to ensure compliance with compatibility and performance specifications. Builds automated test harness software tools; Determines the source and correct all anomalies discovered during testing. Ensure the reliability of new designs.

• Prepare or supervise the preparation of engineering drawings, schematics, and documentation relative to design activities.

• Provide technical assistance and guidance to subordinates and superiors in conjunction with ongoing design activities.

• Utilize design tools to ensure compliance of systems designed to the requirements stated

• Work with computer scientist and computer specialist in designing firmware and other highly embedded software that interacts closely with hardware

• Design of signal processing algorithms in both design tools such as MATLAB, Octave and other tools and implementation in FPGA firmware/software

• Documentation of all parts of the design processes including the decomposition of requirements, generation of block diagrams, trade studies, design reviews, schematic capture, errata generation, and firmware/software as necessary for embedded systems

Digital Signal Processing Engineer (Key) -

• Bachelor degree from an accredited university or college in Engineering combined with five

(5) years of applicable experience.

• Demonstrated relevant experience in the areas of Communications and Digital Signal Processing.

• Demonstrated experience in designing aerospace systems and/or tactical communications systems.

• Demonstrated cross-over capability and familiarity with test equipment and frameworks for designing, automating, and conducting automated test.

• Demonstrated competency in programming to allow the building of communications, collections, and other digital signal processing waveforms.

• Demonstrated people skills within and between teams and ability to problem solve.

Desired:

• Advanced degree from an accredited university or college in Engineering.

• Demonstrated training/education in the areas of, field-programmable gate array (FPGA) firmware design (Verilog and VHDL), Altera and Xilinx architectures, digital signal processing and communications engineering.

• Demonstrated knowledge and proficiency in digital signal processing also desirable.

• Demonstrated knowledge and proficiency in high-density, lower power embedded systems.

• At least five (5) years of experience providing digital signal processing and communications engineering support for space and/or tactical military systems.

• Demonstrated experience with PowerPC processors and other modern architectures such as ARM.

• Work with computer scientist and computer specialist in designing firmware and other highly embedded software that interacts closely with the signal processing flow.

• Design of signal processing algorithms in both design tools such as MATLAB, Octave and other tools and implementation in FPGA firmware/software

• Documentation of all parts of the design processes including the decomposition of requirements, generation of block diagrams, trade studies, design reviews, schematic capture, errata generation, and firmware/software as necessary for embedded systems

Senior Electrical/RF Engineer (Key) –

• Bachelor’s degree from an accredited university or college in Electrical Engineering with ten (10) years of experience, in the areas of radio frequency (RF), microwave, and millimeter wave systems.

• Demonstrated experience in the design of RF receiver, transmitter/exciter, and amplifier/RF distribution.

• Demonstrated familiarity with receiver design trades, phase locked / synthesizer design, Nyquist zone considerations, and other factors when designing high-performance RF systems.

• Demonstrated familiarity and competence with modern design tools for RF circuits, filters, and other equipment.

• Demonstrated capability to engineer an end-to-end RF system from antenna to the digital bits out.

• Demonstrated cross-over capability and familiarity with test equipment and frameworks for designing, automating, and conducting automated test.

• Advanced degree in Electrical Engineering from an accredited university or college.

• Ability to write software for the purpose of testing and evaluating radio frequency components and designs.

• At least five (5) years of experience providing electrical engineering support for space and/or communication systems.

• Demonstrated experience in designing high reliability hardware aerospace systems or tactical communications systems.

Examples of Typical Tasks:

• Using sound engineering judgment, established design practices, and past experience, designs and develops new RF circuits and subsystems to meet established specifications and requirements.

• Test and evaluate circuits and subsystems to ensure compliance with compatibility and performance specifications.

• Ensure the reliability of new designs by ensuring that boundary conditions and situations are evaluated and calculated.

• Prepare or supervise the preparation of engineering drawings and documentation relative to design activities.

• Provide technical assistance and guidance, drawn from past RF and electrical experience, to subordinates and superiors in conjunction with ongoing design activities.

• Utilize design tools to ensure compliance of systems designed to the requirements stated.

• Utilize engineering judgment, past experience, and technical data to present engineering design trades.

Mechanical Engineer (Key) – Minimum requirements:

• Bachelor’s degree from an accredited university or college in Mechanical Engineering combined with at least ten (10) years of applicable experience.

• Demonstrated experience in designing high reliability hardware for aerospace systems and\or tactical communications systems.

• Demonstrated crossover capability and familiarity with test equipment and frameworks for designing, automating, and conducting automated test.

• Demonstrated familiarity with thermal design and analysis tools and techniques.

Demonstrate competency using 3D modeling and design tools such as SolidWorks, Inventor, or another equivalent tool.

• Demonstrated competency with finite-element modeling or MoM systems for vibration analysis.

• Demonstrated capability to work with Mechanical Technicians and others to ensure their design is executable.

• Demonstrated people skills within and between teams and ability to problem solve.

Desired:

• Demonstrate aerospace and satellite experience.

• Demonstrate familiarity with current aerospace standards for environmental testing.

• Demonstrate experience using electrically dense and high-speed connector technology.

• Demonstrate experience with tolerance stack-up on precision modules build up utilizing

PCBs.

• Demonstrate ability to think “outside the box” to come up with innovative solutions to challenging problems.

• Demonstrate familiarity with requirements for tamper-resistant, highly secure mechanical enclosures.

Examples of Typical Tasks -

• Perform a variety of engineering work in planning and design of products, tools, engines, machines and other mechanically functioning equipment and mechanical industrial processes, including thermodynamic and fluid system.

• Work with electrical engineers in the design and development of electro-mechanical devices and components.

• Work with aerospace engineers in the design and development of mechanical, environmental, and ordnance subsystems for aerospace vehicles. Related or sub-engineering disciplines in this position category: industrial engineering, metallurgical/materials engineering, nuclear engineering, optical engineering and production/processing engineering.

• Support MoM and other analysis techniques to design mechanical systems capability of surviving specified vibration environments.

• Develops test plans and test fixtures suitable for testing design to their limits.

• Support analysis techniques to design thermal systems necessary to ensure that electronics maintain proper thermal environment.

• Develop test plans and test fixtures suitable for thermal testing of designs to their limits.

• Team well with the electrical engineers in accomplishing mechanical designs that also encompass related electrical needs, such as EMI/EMC compatibility.

• Perform various administrative projects/assignments which may require the development of new solutions to department/site operational issues.

• Implement management directives and adapts internal systems and procedures to enhance operating efficiencies, in support of operating objective.

Computer Scientists -

• Bachelor in Mathematics, Engineering, or Computer Science; or Associate degree in Mathematics, Engineering, or Computer Science combined with a minimum of six (6) years of applicable experience.

• Demonstrated experience in generating auditable code to meet DoD and NSA standards.

• Demonstrated experience in generating appropriate documentation for code to be generated such as; Software Development Plan, Software Requirements Specification, Software Product Specification, Interface Control Document, Software Test Description, Software Version Description.

• Demonstrated people skills within and between teams and ability to problem solve.

Experience with configuration management tools.

• Experience with CORBA, Redhawk, SCA, or other software defined radio architectures.

• Advanced Degree in Engineering, Mathematics, Computer Science of some other appropriate field from an accredited university or college.

• At least five (5) years of experience developing algorithms and software for aerospace and/or communication systems.

• Systems engineering experience with unattended/unmanned payloads, test equipment, and ground stations.

• Apply a broad range of programming concepts to assignments of a complex and sophisticated nature to solve scientific and/or engineering problems through the use of data processing equipment.

• Build documentation and other system engineering tools that allow for the management of complex software systems.

• Act as programming leader under higher management direction to accomplish task assignments as required in a timely manner.

• Analyze system specific actions to obtain direction for programming activities and, if required, provides subsystem specifications to further augment satisfactory job completion.

• Employ structured techniques in all phases of software development.

• Test and debugs programs and prepares operating procedures to guide operators.

• Evaluate and modifies existing programs using improved techniques or incorporating new system requirements or equipment configurations.

• Provide technical assistance and guidance to subordinates and superiors in conjunction with ongoing activities and peer reviews.

• Provide comprehensive algorithm and software design. This includes concept development, employment, interfaces, and execution.

• Utilizes careful coding to ensure it meets industry and DoD best practices for reliability and security purposes.

• Utilize configuration management tools such as BugZilla, GIT, CVS, and others.

• Work well with other team members in larger programming efforts.

Waveform Developer Support Engineer –

• Bachelor degree in Mathematics, Engineering, Computer Science or other appropriate field; or Associate in Mathematics, Engineering, Computer Science or other appropriate field combined with a minimum four (4) years of applicable experience.

• Demonstrated experience in the area of maintaining and enhancing high-speed network systems using exiting platforms or developing new network systems.

• Demonstrated experience in generating auditable code to meet DoD and NSA standards.

Candidates must have experience with embedded systems, LINUX and other POSIX based operating systems, firmware design, and designing compact, fast code designed to run on small systems.

• Demonstrated experience in generating appropriate documentation for code generated;

such as Software Development Plan, Software Requirements Specification, Software Product Specification, Interface Control Document, Software Test Description, Software Version Description.

• At least Five (5) years of experience generating software for space and/or communication systems.

• Demonstrated experience with aerospace systems and other real-time systems.

• Demonstrated REDHAWK or Software Communications Architecture (SCA) experience.

• Confer and collaborate with system analysts, customers, other entities in systems and/or application planning and accomplishment.

• Work with customers and external waveform developers to understand the system and debug their applications.

• Train external waveform developers in the specifics of the program implementation.

• Employ structured techniques in designing, coding, testing, and documenting programs.

• Test and debug programs and prepares procedures to guide operators.

• Provide technical assistance and guidance to subordinates and superiors in conjunction with ongoing activities and peer reviews.

• Utilizing configuration management tools such as BugZilla, GIT, CVS, and others.

• Work well with other team members in larger programming efforts.

• Help to generate the diagrams, register layouts, and other documentation components necessary during the engineering and design process.

• Maintains department/site databases and statistical spreadsheets

Electronics Technician –

• Associates degree in Engineering, Mathematics, or other related field, or four (4) years, of equivalent applicable experience.

• Demonstrated experience with manufacturing techniques and rework procedures for leaded electronics and demonstrated familiarity with procedures and techniques for RoHS (unleaded) parts.

• Demonstrated familiarity with basic test equipment and their operations is required;

voltmeter, spectrum analyzer, network analyzer, signal generator.

• Demonstrated competency with computers and programming to utilize test systems.

• Relevant and appropriate industry certifications.

• Four (4) years of experience providing support to space and/or communications systems.

• Demonstrated experience with COTS hardware integration.

• Specialized equipment operation may be necessary such as EMI/EMC chambers, thermal or vibration systems, manufacturing systems, etc.

Examples of Typical Tasks:

• Perform a variety of complex technical duties, including systems modification, troubleshooting, test, and major repairs on electronic and electro-mechanical equipment, as a part of a maintenance and operations process. Work requires an in-depth knowledge of electronic theory and practices.

• Read and interpret schematic and wiring diagrams, wave forms and diagnostic results, assembly drawings and specifications, and relates these to overall system performance or malfunctions.

• Disassemble and reassemble complex equipment for the repair or replacement of defective parts, wiring, and electrical or mechanical units.

• Assemble and fabricate systems from the component-level, using correct wire wrap, solder, and assembly techniques.

• Assist in the design of electronic circuits and mechanical modifications to permit successful interfacing of equipment to related systems.

• Inspect, test, and advise on the operation and troubleshooting of equipment such as computer systems and associated peripheral hardware.

• Direct or coordinate the work of other technicians, as assigned.

Mechanical Technician – Minimum requirements:

• Associates degree in Engineering, Mathematics, or other related field, or four (4) years, of equivalent applicable experience.

• Demonstrated specialized equipment operation such as EMI/EMC chambers, thermal or vibration systems, manufacturing systems, etc.

• Familiarity with basic shop tools, mills, surface finishes, connectors and fasteners, and other mechanical parts is key.

Desired:

• Relevant and appropriate industry certifications.

• Four (4) years of experience providing support to aerospace.

• Experience with COTS hardware integration.

• Perform a variety of complex technical duties, including systems modification, assembly, mechanical fit testing.

• Disassemble and reassemble complex equipment for the repair or replacement of defective parts, wiring, and electrical or mechanical units.

• Assemble and fabricate systems working with electronics technician as a team.

• Direct or coordinate the work of other technicians, as assigned.

• In field operations, may be requested to support setup, tear down, and operations and logistics to support a small team operating in the field.

Configuration Manager –

• Associates degree in a STEM field or at least 5 years of business experience relating configuration management.

• Demonstrated experience and knowledge of MILSTD and DoD Standards.

Desired:

• Bachelor’s degree in a STEM field.

• Certified Configuration Specialist certificate from the American Defense Preparedness

Association.

Examples of Typical Tasks:

• Identify, control, status accounting; and audit/review requirements of CM discipline.

• Prepare and analyze data, such as budget/cost estimates, contract specifications, flow charts, and labor hour estimates.

• Serve as department/site training coordinator.

• Support Program Manager with any financial management system including financial planning, budgeting, etc. by applying sound accounting principles.

• May conduct physical inspections of equipment, track/maintain inventory records and prepare related topics.

• Provide all levels of CM support to Program/Project Managers.

• Assist with the identification of configuration items. Updates configuration control processes as required.

• Perform status reporting.

• Support audits and reviews.

• Track action items and decisions that may impact program/department expenditure of resources.

• Support all Systems engineering efforts in primary functional area

CAD Operator/Specialist –

• Associates degree in Electro-mechanical drafting with associated special courses in the use and application of computer-aided design techniques or equivalent experience.

• A minimum of five (5) years of experience as a CAD designer using analog, digital, and surface-mount design techniques for high density and radio frequency board layout.

• Knowledge of Mentor and or AUTOCAD systems and ORCAD schematic capture system.

Desired:

• Experience with Mechanical Desktop, Inventor and Solid Works.

Examples of Typical Tasks:

• Interface with mechanic packaging engineering.

• Coordination with electrical engineering on specific requirements.

• Develop component identification schemes and symbols for including in the CAD Library.

• Maintain the CAD Library.

• Checking designs to ensure compliance with all standards.

• Interface with drafting on all assembly drawings.

• Build and maintain the Bill of Materials in concert with the project coordinator.

• Supply documentation packages to Configuration Control before release.

Procurement Specialists –

• Associates degree or equivalent experience (2 years) in procurement.

Desired:

• Four (4) years of experience.

Examples of Typical Tasks:

• Purchase components required for electrical and mechanical manufacturing

• Identify obsolete components in a design and work with engineering team to identify replacements.

• Manage delivery schedule and maintain accounting of in stock items.

Quality Assurance Specialist –

• Associates degree or equivalent experience (2 years) in quality assurance.

• Knowledgeable in industry and government quality regulations.

• Four (4) years of experience.

Examples of Typical Tasks -

• Develop and implement regulatory quality standards.

• Audit and review quality data according to existing documents and procedures.

• Develop policies or methods to improve quality check effectiveness and efficiency.

Antenna Range Measurement Technician (antenna range, part time as required)–

• Associates degree in Physical Sciences, Engineering, or Mathematics, or four (4) years of equivalent applicable experience relating to antenna measurement.

• Demonstrated recent experience with antenna measurement and antenna range calibration.

• Demonstrated experience working with satellite antennas.

• Demonstrate understanding of antenna technologies such as Dipoles, Monopoles, Helical, etc.

• Demonstrated knowledge in the operation and troubleshooting, and calibration of network analyzers, spectrum analyzers, antenna positioner equipment, signal generators, and other test equipment and support devices used in the measurement of antennas.

• Demonstrated relevant knowledge and experience with computer-based antenna measurement packages such as those from Scientific-Atlanta, Orbit-FR or others.

• Demonstrated computer skills necessary to generate reports from collected antennas.

• Demonstrated basic electrical circuit knowledge.

• Test antennas in a tapered range, anywhere from 200 MHz to 96 GHz

• Assist the mechanical technician in the design of fixtures.

• Troubleshoot antenna measurement anomalies.

• Maintain an antenna range.

• Occasional testing of RF/Microwave components and materials other than antennas for basic S-parameter measurements.

• Generating reports from collected data.

Antenna Range Mechanical Technician (antenna range, part time as required) –

• Associates degree in Engineering, Mathematics, or other related field, or two (2) years of applicable experience.

• At least one (1) year of experience providing support to space and/or communications antenna systems.

• Perform a variety of technical duties, including systems modification, troubleshooting, test, and repairs on electronic and electro-mechanical equipment, as a part of a maintenance and operations process. Work requires working knowledge of antenna theory and practices.

• Read and interpret schematic and wiring diagrams, waveforms and diagnostic results, assembly drawings and specifications, and relates these to overall system performance or malfunctions.

• Disassemble and reassemble complex equipment for the repair or replacement of defective parts, wiring, and electrical or mechanical units.

• Assemble and fabricate systems from the component-level, using correct wire wrap, solder, and assembly techniques.

• Assist in the design of antennas and mechanical modifications to permit successful interfacing to related systems.

• Inspect, test, and advise on the operation and troubleshooting of antenna range systems.

• Directs or coordinates the work of other technicians, as assigned.
