About this file
This is a Sole Source Justification memorandum from the Washington Army National Guard for the procurement of unmanned aerial systems. The procurement is for the Western Region Counter-Drug Training Center (WRCTC) and requires 2 Vector 10" FPV Drone systems, 2 Vector 3.5" FPV Drone systems, and all required accessories including controllers, chargers, batteries, and peripherals. The total estimated cost is $20,000.00, with control number FY26-JA-006.
The justification cites FAR 6.302-1 authority, asserting that Vector Defense, Inc. is the only manufacturer and authorized dealer of this specific drone system. The contracting officer determined the sole source request is sufficient to justify other than full and open competition. The vendor of record is Vector Defense, Inc., located at 14761 S. Future Way, STE 220, Draper, UT 84020, with point of contact Jessica Larson at (239) 248-7260 or jessica@TFVector.com. The justification was signed by Thomas A. Wickesser (Senior Enlisted Leader, WAARNG/WRCTC) on 4/9/26 and approved by Contracting Officer Dennis K. Jutras on 7/1/26. The rationale provided states that these drones are specifically known to be used by drug trafficking entities, and WRCTC seeks to understand their capabilities to support law enforcement education activities.

The Washington National Guard does not have a large enough future requirement to engage too much into promoting competition for this specific product. However, we will always encourage competition within all industries and support the small and socio-economically disadvantaged businesses. |
