Single Source Justification & Approval (Simplified Acquisition)
Is this a Bridge Action? No Contracting Activity: CESWF-CT Project/Program Name: Lake Whitney Power Plant Excitation System Repair Unit #2, Whitney Lake Clifton, TX Identification Number: W9126G20Q0057 Estimated Contract Cost: $25,780.00
This contract is required for USACE Whitney Lake Powerhouse to obtain repair engineer services from the [OEM] Original Equipment Manufacturer due to OEM’s proprietary excitation system. USACE is not authorized to work on the excitation system, and there are no other authorized service vendors.
Without this authorization, USACE Lake Whitney Power Plant generator #2 cannot generate power.
Any delay in awarding this requirement to USACE Lake Whitney Power Plant without this control of the excitation system the power plant cannot generate power or perform Responsive Reserve Service (RRS) from unit #2.
Providing generation and responsive reserve service to the power grid, hydroelectric power is a vital part of grid stabilization under the contract with Southwestern Power Administration. Currently with unit #2 unavailable due to the excitation system failure the estimated revenue loss per day is approximately $26,400 per day. The ABB system was part of an exciting plant upgrade from FY 2010 through the acquisitions process. ABB excitation system is installed in other government controlled facilities within USACE SWF area of responsibility, as well as other hydroelectric power facilities in the U.S.
Due to the proprietary equipment and software of the excitation system only OEM technicians are allowed to trouble shoot and repair the systems. The ABB excitation system was purchased and installed as part of a plant upgrade in FY 2010. Future acquisitions for similar upgrades will revisit the possibility of using non-proprietary systems.

FOR OFFICIAL USE ONLY
No other agency or entity, other than ABB, has proprietary rights to conduct repairs or software upgrades to this excitation system nor does an alternative service exist.
I have determined, in accordance with FAR 13.106-1(b)(1)(i), that the circumstances of this contract action deem only a single source is reasonably available. Based on the foregoing justification I hereby approve the above stated procurement on a sole-source basis pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), in the amount of $25,780.00, subject to availability of funds and provided that the services herein described have otherwise been authorized for acquisition.
