About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a firm fixed-price level of effort with cost ODCs contract to be awarded to Science Applications International Corporation (SAIC) on a sole source basis.

The Office of Naval Research (ONR) requires a continuation of Mine Warfare (MIW) War-game Design and Coordinating Team (WDCT) services previously provided by SAIC. The services include planning, executing, analyzing, and documenting MIW Organic Mine Countermeasures C4I and technology insertion war-games to be conducted among joint service venues and potentially with other federal and state agencies. The estimated dollar value is $ and the contract will have a 12-month base period with four 12-month option periods, and a possible 6-month extension. The statutory authority for the sole source award is 10 U.S.C. 2304(c)(1) - Only One Responsible Source. ONR currently has no plans to compete future contracts for these services but will monitor the use of the MEDAL software to determine if competition becomes feasible.
