Memorandum for Record - Brand Name & Brand Name or Equal Determinations

This is a Memorandum for Record documenting the Department of the Air Force's decision to restrict competition for specific branded products in project LTUY202057 Repair Roof, Roads & Grounds Facility, Building 99 at Whiteman Air Force Base, Missouri. The memorandum justifies three brand name or brand name or equal restrictions under IAW RFO FAR 12.102(a), RFO DFARS 212.102-70(b), and NGB-AQ Procurement Implementation Memorandum 2020-02.

The three restricted products are: (1) GAF Stateline Shingles in English Gray per Missouri State Historic Preservation Office requirements, as these are the only shingles authorized for use within the Jefferson Barracks Historic District and retail pricing was used to calculate the approximate value; (2) BEST core locks and associated accessories including key blanks for the exterior door within the Hardware Sets section of the Door Schedule, as these locks are used throughout the base and Government-owned keying systems would be incompatible with alternative brands while increasing maintenance costs; and (3) Carlisle Coatings & Waterproofing's CCQ Miradri 860/861 membrane and associated accessories for Division 7 Thermal and Moisture Protection, with or equal products acceptable provided the same manufacturer is used for all accessory products to create a complete integrated waterproofing system. The memorandum was prepared by Joseph P. Bernier, MSgt, MOANG, Contracting Officer, and digitally signed on 17 June 2026.
